Janitorial Services at Jornada Experimental Range

A. General Requirement

This Statement of Work (SOW) outlines the scope of janitorial services required for four (4) buildings listed below, on the USDA-ARS Jornada Experiment Range (JER) Headquarters:

A. Shop Building #5 (approximate square footage 1,128 sq. ft.)

B. Turney House Building#37 (approximate square footage 1,887 sq. ft.)

C. Garcia Building#39 (approximate square footage 2,168 sq. ft) D. Havstad Building#62 (approximate square footage 2,000 sq. ft)

B. Purpose and Objectives of the Acquisition

Site Visit: A site visit will be held (TBD) at 9:30am. The site visit will be held at USDA-ARS JER Headquarters: 1700 N. Jornada Road, Las Cruces, NM 88012.

Bidders are advised to visit the site and fully inform themselves as to the location of the work and the conditions under which the work is to be performed prior to submitting a quotation. Failure to do so will not relieve the successful quote of their responsibility under the resulting contract.

The objective of the contract is to provide custodial services to the USDA, ARS, Jornada Experimental Range Headquarters. These services are to be provided one day per week (8 hour day) on Monday between the hours of 7:00AM - 3:00PM. The workdays are set and need to be kept constant throughout the contract period.

The effective date of service under the Base Year is to begin the first week of the month following award date and shall run through September 30, 2025 with 4 option years, unless terminated as noted in Item C.

C. Contractor Requirements

The USDA, ARS Jornada Experimental Range Headquarters is located at 17000 Jornada Road in Las Cruces, NM. We have attached a layout of the buildings. Each building that requires custodial services is labeled accordingly. Not all buildings will require services.

The list of duties that follows may not be inclusive, but will include most of the requirements and need not be performed in the order written. This contract may be terminated for non-performance of duties. This contract may also be terminated for the convenience of the Government as per FAR 52.249-1.

D. Scope of Work:

The janitorial services shall include, but not be limited to, the following services for the 4 buildings:

1. General Cleaning:

• Sweeping, mopping, and vacuuming of all floors, including corridors, offices, restrooms, and common areas.

• Dusting and wiping down all surfaces, including desks, countertops, shelves, and furniture.

• Emptying and replacing trash bags in all designated containers.

• Cleaning and sanitizing of all restroom facilities, including toilets, sinks, mirrors, and fixtures.

• Refilling of restroom supplies such as toilet paper, paper towels, and hand soap.

2. Floor Care:

• Stripping, waxing, and buffing of hard surface floors as needed.

• Carpet/rug cleaning, including vacuuming and steam cleaning, on a regular schedule.

• Spot cleaning of carpets and hard surfaces as required.

3. Window Cleaning:

• Washing and cleaning of interior and exterior windows, windowsills, and glass doors.

• Removal of any fingerprints, smudges, or other marks on glass surfaces.

4. Kitchen/Break Room Cleaning:

• Cleaning kitchen appliances, including microwave, refrigerator, and coffee maker.

• Wiping down countertops, tables, and chairs.

• Emptying and cleaning of refrigerator and microwave interior on a regular basis.

5. Frequency of Service:

• Weekly cleaning services during regular business hours except as follows:

o Stripping, waxing, buffing of hard surface floors (2 buildings), once per year o Steam cleaning of carpeted floors (2 buildings), at least once per year or as needed for spills, etc.

o Exterior window cleaning, once per year in Spring o Emptying and cleaning of Havstad building refrigerator once per year in Fall after the field season.

6. Supplies and Equipment:

• The janitorial service provider shall be responsible for providing all necessary cleaning supplies, equipment, and tools required to perform the services outlined in this SOW. This includes but is not limited to:

o Cleaning chemicals and solutions.

o Mops, brooms, vacuums, and floor scrubbers.

o Personal protective equipment for janitorial staff.

7. Quality Assurance:

• The janitorial service provider shall ensure that all cleaning services are performed to the highest standard of quality. Regular inspections will be conducted by USDA- ARS staff to assess the cleanliness and condition of the premises. Any deficiencies or issues shall be promptly addressed by the janitorial service provider.

8. Health and Safety:

• The janitorial service provider shall comply with all applicable health and safety regulations, including but not limited to:

o Proper handling and disposal of cleaning chemicals and waste materials.

o Use of environmentally friendly and non-toxic cleaning products where possible.

o Implementation of safety protocols to prevent accidents and injuries.

9. Communication:

• Effective communication is essential for the successful delivery of janitorial services. The janitorial service provider shall designate a primary point of contact for USDA-ARS and ensure that any concerns or issues are promptly addressed. Regular meetings may be scheduled to discuss service performance and any necessary adjustments to the cleaning schedule or requirements.

10. Term of Agreement

• The initial contract will be for a Base Year (Date of Award - September 2025) with (4) one-year options.

• Option Year 1 (October 2025-September 2026)

• Option Year 2 (October 2026 – September 2027)

• Option Year 3 (October 2027 – September 2028)

• Option Year 4 (October 2028 – September 2029)
