About this file
This document is a Sources Sought notice for a Multi-Functional Low Temperature Unit. The Air Force is conducting market research to determine industry interest and capability in providing a meter to determine viscosity, density, cloud point, and freeze point for the Air Force Petroleum Agency's Aerospace Fuels Laboratories at Wright Patterson AFB, OH. The notice requests specific information from respondents, including company details, socio-economic status, DUNS/CAGE codes, manufacturing details, warranty information, and sales history. The Air Force is considering setting this requirement aside for small businesses if there is sufficient demonstrated interest and capability from two or more small business prime contractors to provide at least 50% of the effort. Respondents are asked to provide details on how they would comply with the limitations on subcontracting requirement. The notice also requests feedback on potential areas for small business subcontracting if the requirement is not set aside.

Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
