About this file

This is a Sources Sought notice for the AFRAT – RS-700 Mobile Radiation Monitoring System issued by the Air Force. The document solicits information from potential contractors regarding their capability and interest in providing supplies and/or services related to this radiation monitoring system.

Respondents must provide standard company information including name, physical mailing address, point of contact with phone and email, DUNS/CAGE Code, and web page URL. Additionally, companies must identify their ownership status (domestic or foreign), socio-economic classification (large business, small business, 8(a), HUBZone, Service-Disabled Veteran-Owned, etc.), and whether they are the manufacturer or will be providing services on behalf of a manufacturer. Respondents must also indicate whether the government may release proprietary data, provide information on standard warranties, and demonstrate recent sales history to commercial companies to establish commerciality.

The Air Force is considering setting this acquisition aside for small businesses if sufficient demonstrated interest and capability exists. For small business respondents, the document emphasizes compliance with FAR clause 52.219-14, which requires that two or more small business prime contractors be capable of providing at least 50% of the entire scope of work. Small business respondents must detail teaming arrangements, anticipated subcontracting percentages, and prior experience in teaming. All potential respondents should identify areas suitable for small business subcontracting and address capability questions regarding facility capabilities, past project experience, any requirements that would preclude their solution, and established market pricing.

however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of providing at least 50% of the entire scope of providing the required supplies/services, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
