ATTACHMENT 1 - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

A. REQUESTS FOR CLARIFICATIONS:

Offerors are expected to reach a reasonable understanding of the requirements of the solicitation by careful examination of all documents and by application of qualified knowledge and experience. In the event that such study and examination establishes a need for correction or clarification, such information should immediately be brought to the attention of the Contracting Officer (KO) so official dissemination of such information to all offerors may be made prior to submission of quotes.

B. QUOTE SUBMITTAL REQUIREMENTS:

1. GENERAL

A. To compete for the contract described in the Solicitation notice, offerors must submit an offer that includes the following items: (1) a quote (price proposal), (2) a technical proposal, and (3) relevant information concerning offeror’s past performance. Only one (1) offer will be accepted from each offeror. The Government will not accept alternate quotes. If the offeror fails or refuses to assent to any of the terms and conditions of this solicitation, proposes additional terms or conditions, or fails to submit any of the required information, the Government will consider the offer to be unacceptable, which will make the offeror ineligible for contract award.

The award will be based on a Lowest Priced Technically Acceptable (LPTA) source selection process. No award will be made unless an offeror is technically acceptable and has acceptable past performance.

Solicitation information and amendments will be made available through the SAM.gov website at https://SAM.gov/.

B. Time of submission: Quotes are due no later than 10 FEBRUARY 2024, 1000 Eastern Time.

C. Each offeror should submit its most favorable terms from both a price and non-price standpoint. If a need for clarifications arises, the KO will allow limited exchanges, between the Government and offerors, to occur.

Offerors shall submit the information specified below in “VOLUME I – QUOTE (PRICE PROPOSAL)”.

“VOLUME II – TECHNICAL PROPOSAL” and “VOLUME III-PAST PERFORMANCE.”

2. VOLUME I- QUOTE (PRICE PROPOSAL)

A. One (1) page transmittal that includes the following content: Firm’s name, CAGE code, DUNS number or the SAM Unique Entity Identifier (UEI) number, address, contact name and phone number. Offeror must provide a period of 60 days from quote due date for Government acceptance of the offer.

B. VETS 4212 Verification- The offeror shall submit evidence they've submitted their current annual VETS-4212 Report ("Federal Contractor Veterans Employment Report") in accordance with FAR 22.1303(c).

C. Offerors shall submit proposed pricing for each applicable Contract Line Item Number (CLIN) identified in this solicitation including all option periods. Offers will not be considered which do not submit pricing for all applicable CLINs.

D. The Government will evaluate offers for award purposes by adding the total prices of all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise option(s).

E. FAR 52.212-3 “Offeror Representations and Certifications – Commercial Items” with appropriate fill-ins completed.

F. Amendment(s) (if any) - The offeror shall submit a signed completed copy of each amendment.

3. VOLUME II- TECHNICAL PROPOSAL

A. Offerors must provide the following information in order for the Government to determine technical acceptability.

(1) Crane Specifications: A completed Attachment 10: Crane Specifications

(2) Personnel: A completed Attachment 11: Personnel for each proposed crane operator

4. VOLUME III- PAST PERFORMANCE

The Past Performance portion of the quote shall be submitted on Attachment 4: Past Performance Questionnaire (PPQ) with a minimum of three (3) and a maximum of five (5) PPQs on prior contracts which are considered recent and relevant as defined in Attachment 2: Evaluation Factors for Award of the requirement.

Offerors shall require past performance references to complete and submit the completed PPQ directly to Logan Barrett via email at logan.d.barrett@navy.mil before the closing date of the solicitation. Under no circumstances shall the completed PPQs be sent to the Government by the proposing offerors. Any information provided by the offeror’s references is subject to verification/validation by the Government during the evaluation process.

Recent contracts and task orders are defined as those on which performance occurred within three (3) years from the date of solicitation release. Relevant performance includes contractual efforts to provide same or similar support services. Similar scope and complexity means having performed most of the types of support efforts identified in the PWS.

If an offeror has no recent or relevant past performance information, they should be stated in this volume. In the case of an offeror without a record of recent and relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

5. QUOTE SUBMISSION FORMAT

a. Electronic Mail Submission: Offers must be received via email by the closing date/time in order to be considered.

Quote submission shall be sent to: logan.d.barrett@navy.mil.

Proper completion and submission of the above items of information will constitute an offer to perform in accordance with the terms and conditions of this solicitation, including attachments and documents incorporated by reference.

The offer must communicate unconditional assent to the terms and conditions of this solicitation, its attachments, and documents incorporated by reference. The Government’s acceptance of an offer will create a binding contract between the offeror and the Government.

The Government intends to evaluate quotes and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial quote should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
