About this file
This document contains a Statement of Objectives (SOO) for the acquisition of one new Industrial Can Densifier and establishes dispute resolution procedures through an AMC Ombudsman.
The government seeks one new Industrial Can Densifier capable of processing empty, used tin-plated steel cans measuring approximately 4 inches by 5.5 inches and weighing 0.2 lbs each, with a minimum processing capacity of 800 cans per hour. The equipment must be compatible with standard U.S. industrial power, configurable to operate on either 208-240V or 440-480V, 3-Phase, 60 Hz electrical systems, and must include a feed hopper with a minimum volume of 8 cubic feet and an integrated liquid containment system with a drip pan and drain coupling. The desired maximum operational dimensions are 90" L x 40" W x 60" H, though proposals deviating from these dimensions must include detailed measurements for government fit-test assessment prior to award. The unit must feature an automatic ejection system or integrated outfeed conveyor for processed material and include a minimum 6-month manufacturer's warranty on all parts and labor effective from the delivery date. The contractor is responsible for delivery and offload to 300 North Graves, Building 74, complete assembly, and initial operator training, while the government will prepare the site and complete final installation. Delivery must occur within 14 weeks After Receipt of Order (ARO). The document also establishes an AMC Ombudsman (Mr. Robert Surrey) to hear concerns from offerors and potential offerors, though resolution must first be attempted with the contracting officer, and the ombudsman has no authority to bind the agency.

Salient Characteristics
Processing Capability: Processing Capability: Must be capable of processing empty, used tin-plated steel cans measuring approximately 4 inches by 5.5 inches and weighing 0.2 lbs each. The densifier must be able to process a minimum of 800 cans per hour. (Note: The unit will be used exclusively for tin-plated steel cans; it is not required to process aluminum cans or oil filters.)
Power Requirements: Must be compatible with standard U.S. industrial power, configurable to operate on either 208-240V or 440-480V, 3-Phase, 60 Hz electrical systems.
Hopper: Must be equipped with a feed hopper designed for the safe and efficient loading of cans, with a minimum volume of 8 cubic feet.
Liquid Management: Must possess an integrated liquid containment system, such as a drip pan with a drain coupling, to effectively capture and manage fluid runoff from the densification process.
Delivery: The vendor must be able to deliver the equipment within 14 weeks After Receipt of Order (ARO).
Warranty: The unit must include a minimum of a 6-month manufacturer's warranty on all parts and labor, effective from the date of delivery.
Product Description: One (1) new Industrial Can Densifier with an automatic ejection system or an integrated outfeed conveyor for processed material.
Operational Footprint: To facilitate facility integration, the desired maximum dimensions are 90" L x 40" W x 60" H. These are not absolute constraints; however, any proposal featuring a system that deviates from these dimensions must include detailed measurements (Length, Width, Height) to allow for a government fit-test assessment prior to award.
Delivery, Offload, and Installation Responsibilities: The contractor shall be responsible for the delivery and offload of the industrial Can Densifier to the designated installation site, the complete assembly of the unit's components, and the provision of initial operator training focused on safe and efficient usage. The requiring unit is responsible for all necessary site preparations, to include the installation of required electrical connections and infrastructure. Following the completion of site preparations, the requiring unit will be responsible for the final installation of the Densifier.
Delivery Location: 300 North Graves, Bldg. 74
