1. BACKGROUND
The 30th Space Wing’s key role in assuring access to space. 30 CES program objective is to provide mission infrastructure support for the Launch and Test Range System and Western Range operations. The goal is to ensure the high performance confidence levels required for Range support of equipment and facilities is maintained for a variety of ballistic missile, space, guided weapon, and aircraft test and evaluation missions in support of Air Force, Navy, Army, National Reconnaissance Office, Missile Defense Agency, Federal Aviation Administration, Department of Energy, Defense Advanced Research Projects, National Aeronautics & Space Administration, and a variety of commercial, allied nations, and governmental agencies. The intent of this solicitation is to obtain facility maintenance management services for the HVAC control and monitoring systems (Direct Digital Controls (DDC) systems/ energy management control systems).
The intent of this solicitation is to obtain maintenance and management for Direct Digital Controls (DDC) / Energy Management Control Systems (EMCS) for the Heating, Ventilation, and Air Conditioning (HVAC) systems for approximately 250 facilities on Vandenberg AFB. Currently, VAFB controls various HVAC systems with both Automated Logic Control (ALC) and Allerton software. Due to changes in personnel, loss of required equipment and out-of-date software, CES has lost the ability to control HVAC systems that are currently controlled by Allerton software. In addition, AFCEC has sent out guidance that requires all software to be on the coin V1 server. ALC is the only software that is tied to the coin V1 server at the Communications Squadron (B12000). Due to the above issues, converting all Direct Digital Controls (DDC) to the Automated Logic Controls (ALC) system would increase productivity and decrease time and funding in order to train Government employees/implement software on two separate systems with separately dedicated equipment.
2. DESCRIPTION OF SERVICES
The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Statement of Work (SOW) at Vandenberg AFB for this firm-fixed price (FFP) contract.
Vandenberg AFB has a multi-tier HVAC control/monitoring system that is critical for HVAC function and maintaining Mission Assurance. Maintenance functions for this base-wide system are beyond the capabilities of Government/military personnel. This contract will provide the required services for maintenance and health monitoring of the system, as well as providing training to Government/military personnel that will allow them to perform these services in the future.
3. SCOPE
Provide a highly-qualified DDC (Direct Digital Controls) technician to perform maintenance on the base wide Energy Management and Control System (EMCS). Services shall be provided two days a month for 12 months with a minimum of eight (8) hours on-site maintenance time per each visit at Vandenberg Air Force Base.
The Contractor service technician working on Energy Management and Control System (EMCS) shall be well versed, trained, and certified to work on BACnet systems with experience on Alerton Controls, Automated Logic Control (ALC) Controls, Johnson Controls, Delta Controls, and Siemens. The contractor must be able to integrate, trouble shoot, and resolve communication issues between these various systems and the base wide EMCS.
The Contractor’s service technician shall closely coordinate with the designated Government personnel to ensure services being provided meet the priority and requirements of the Government
3.1 Energy Management System Trouble Shooting and Maintenance
The Contractor shall maintain, repair, and alter Energy Management Control System equipment and systems, to ensure they are fully functional and operational.
Facilities and equipment are maintained per the standards referenced in the Operations and equipment Manual (OEM). Work is completed in the same day of service (8 hours). Facilities and equipment are restored to operable condition and function properly in accordance with OEM specifications.
The Contractor shall perform trouble shooting and maintenance on Energy Management and Control System and associated equipment to ensure proper operation, minimize breakdowns, and maximize useful life. Troubleshooting on the control systems and associated equipment shall be performed in accordance with applicable federal, state and local statutes and regulations, and with DoD and AF policies, instructions and guidance and in accordance with the manufacturers recommended procedures and OEM standards and EM385-1-1 Safety Manual.
The Contractor shall provide controls trouble shooting and maintenance as well as ancillary HVAC investigation and research in order to resolve building control problems. Provide optimization and tuning of both new and existing control systems in order to minimize energy usage and maximize occupancy comfort.
The Contractor shall provide and install upgrades to the existing database software to ensure software is current with the latest commercial version available. This includes providing upgrades as new versions become available. The Contractor shall notify 30 CES, in writing, a minimum of two weeks prior to upgrading the software. Upgrades to existing ALC database software are uploaded within 14 days of new version release dates.
The Contractor shall perform integration of various control systems into the existing VAFB system as directed by 30 CES. Integration of various control systems into the existing VAFB shall be completed within 3 visits by contractor personnel.
The Contractor shall provide graphics corrections and upgrades on the base wide Control system, as well as corrections on other control vendor’s software platforms as necessary. Provide correction of communication issues, IP address issues, resolution of BACnet address problems, as well as general database management including general maintenance, repair, and backing up of the control system database and server.
The Contractor shall coordinate all planned outages and/or controls changes which may affect building operations for an extended period of time (4 hours or more). If needed, the Contractor shall participate in a monthly meeting in-person or by tele-conference with the COR, 30 CES/CEOFE and 30 CES/CEOR to establish, confirm, or modify the required outage. The dates established in this meeting will be posted on the 30 CE Switching Schedule, which is distributed weekly.
BACnet naming/addressing protocol standards. The Contractor shall develop a BACnet naming/addressing standard for the installation of new systems. The Contractor shall provide training on the use of this standard. The Contractor shall fix any naming/addressing conflicts discovered during routine maintenance as part of this FFP Contract. The Contractor will develop and commission a BACnet naming/addressing standard which will become the property of the DoD.
3.3 Status / Performance Reporting
The Contractor shall maintain a weekly report outlining use of the DDC System. At a minimum, the report shall include (in general terms), action taken by contract personnel related to trouble calls, set point adjustments, significant alarms, what items require additional attention, materials lists, and analysis and recommendations for resolution.
Perform trending, monitoring, and analysis of the base wide EMCS system in order to identify and correct operational problems. Provide sensor calibration and provide recommendations on when existing sensors and devices should be

Reports shall be emailed to all appointed government personnel within two business days of contractor personnel’s scheduled visit.
3.4 Training
The contractor shall provide on-the-job training to Government personnel on maintenance and operations of new and replacement systems and equipment to include, but not limited to: integration of various automated systems into the VAFB DDC/OMCS (which is based on Allerton and Automated Logic Control (ALC) systems), and all system upgrades that affect management of the system. This training shall be provided during the Energy Management System Trouble Shooting and Maintenance.
4. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES
4.1 Government-Furnished Property. NONE
4.1.1 Damage to Government Facilities and Property. The contractor shall reimburse the Government if details of formal investigation of fire or other damage result in pecuniary liability assessed against the contractor.
4.2 Government-Furnished Services. The Government will provide access to the DDC centralized computer systems and work areas.
4.2.1 Medical Response Services. The Government will provide initial medical treatment for life-threatening emergencies. It shall be the responsibility of the contractor or contractor employee to seek continued medical treatment if needed. The contractor or employee shall reimburse the Government for all Government-provided medical services. The emergency phone number is 911 or if using a cellular phone the number is 606-3911.
4.3 Government-Furnished Materials (GFM). The Government will provide specific DDC replacement parts (i.e.
actuators) for either installation by the Contractor, or oversight of Government personnel installation of equipment/parts.
4.4 Government Furnished Equipment (GFE). The Government will provide the necessary access to on-site and virtual DDC front end.
5. CONTRACTOR FURNISHED ITEMS
Except for items identified as Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components, and facilities to perform the requirements of this contract. Materials containing asbestos, lead, and polychlorinated biphenyls (PCBs) shall NOT be brought onsite. Energy efficient tools and equipment shall be used when available.
5.1 System and Equipment Replacement. The Contractor shall maintain the integrity and performance of existing energy saving, water conservation or other sustainability design features of systems and equipment in the performance of repair, maintenance and replacement work. Except where otherwise specified, replacement components shall be of the same model/style or equivalent as the component being replaced. Substitutes for replacement components must be accepted by the KO prior to use. The KO will furnish available information for the existing systems and equipment upon request.
5.2 Salvage. All material and equipment removed or disconnected that is sound and of value shall remain the property of the Government. The Contractor shall deliver this material and equipment at the Contractor's expense to the
Vandenberg Air Force Base Diversion Center.
5.3 Warranty Management. Prior to performing repair work, the Contractor shall report to the Government all defects in workmanship, material, parts, or improper installation and found by the Contractor to be covered by a warranty. The Contractor is responsible for knowing which equipment and components are covered by the original warranty and the warranty duration.
6. GENERAL INFORMATION
6.1 Normal Business Hours. The hours of operation for the CE Service Contracts section are 06:30 am to 4:00 p.m.
local time, Monday through Friday, excluding all Federal Holidays.
7. SECURITY
At all times while on Vandenberg AFB premises, contractor employees shall comply with Vandenberg AFB security requirements imposed by the Installation Commander. Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at Vandenberg AFB. The contractor shall be responsible for accountability of all such media issued to contractor personnel and these media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the contractor. The contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation only for the purpose of work under this contract, and are not authorized in other facilities or areas without prior Government authorization.
7.1 Main Base Access.
Current security access restrictions at the Santa Maria Gate (Main Base entry gate) require all contractor vehicles (which are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at intersection of Santa Lucia Road and Pine Canyon Road). There is a vehicle check pull-off area at that gate and the contractor will be required to submit to a vehicle search prior to gaining entry to the base. Contractor should plan and allow for delays as a result of in-place security procedures.
7.2 Base Access Letter.
To request base access, the contractor shall send a letter to the Contracting Officer. The letter must be on company stationery and shall include: Contractor’s company address and telephone number, the contract number, names of the Contractor Program (On-site) Manager and Contractor Security Manager, and their alternates, requiring access to Vandenberg AFB, their social security numbers, and duty hours. After approval, this letter will be maintained on file with Security Forces at the Visitor’s Control Center, Building 17596. Contractor shall provide this letter at the pre-performance conference and submit updated letters as changes occur. Entry requirements are subject to change, without notice, due to installation and world situations.
7.3 Contractor Personnel.
Upon employment, and after the contractor’s base access letter is on file with the Security Forces, all contractor employees shall apply for vehicle passes and individual identification badges at the Vandenberg AFB 30 SFS, Visitor's Control Center, Building 17596. Passes may be picked up Monday through Friday prior to 3:30 p.m. No appointment is necessary. The contractor shall surrender all passes and identification badges to the 30th SFS on the first workday following completion or termination of the contract or contractor’s employee’s employment.
7.3.1
The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the 30th Security Forces Squadron (30 SFS) as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
7.4 Contractor Vehicles
Each contractor vehicle shall have the name of the contractor exhibited on each side of the vehicle. The contractor shall provide company identification tags and vehicle identification at no additional cost to the Government.
7.5 Government Liability
Loss or Damage. The Government will not be liable for any loss or damage to the contractor’s property or for expenses incidental to such loss or damage unless caused by the Government.

1.8 Workmanship and
Material Standards
The Contractor shall be responsible for troubleshooting, diagnose, and repair of the DDC Network as identified in individual delivery orders. this technical sub‐annex, to a standard that prevents deterioration beyond that which results from normal wear and tear and corrects deficiencies in a timely manner to assure full life expectancy of the facilities, systems, and equipment. Best commercial practices shall be applied in the performance of work. All work shall be completed per approved and accepted industry and equipment manufacturers’ standards and shall comply with building and safety codes, applicable activity, local, state, and federal regulations, and other technical requirements identified within this technical sub‐annex.
Workmanship for repair shall include all work necessary to complete facility and system restoration, including touch‐up painting and operational checks. Upon completion of work, the Contractor shall ensure all facilities, systems, and equipment are free of missing components or defects which would affect the safety, appearance, or habitability of the facilities and structures or would prevent any electrical, mechanical, plumbing or structural system from functioning in accordance with design intent. Repairs shall be made in accordance with the manufacturers’ specifications and guidelines, and standard building codes. The quality of repairs shall meet the applicable standards and shall prevent any malfunction reoccurrences caused by poor workmanship or other contractor inadequacies. The quality of the repaired areas shall be fully compatible with adjacent surfaces or equipment. Except where otherwise specified, replacements shall match existing in dimensions, finish, color, design, and functionality and shall have an appearance similar to the original finished appearance with only minor unobjectionable deterioration resulting from normal use.
The Contractor shall not allow debris to spread unnecessarily into adjacent areas nor accumulate in the work area. All such debris, excess material, and parts shall be cleaned up and removed at the completion of the job and at the end of each day work is in progress. Upon completion of work, any stains and other unsightly marks shall be removed.
