About this file

This document is a Request for Information (RFI) issued by the Transportation Security Administration (TSA) seeking industry feedback on its human capital assessment requirements. The RFI describes TSA's current assessment needs for positions such as Transportation Security Officers, Federal Air Marshals, and other management/professional roles across a geographically dispersed workforce.

TSA is looking for a solution that can create, deliver, administer, validate, and manage assessments nationwide, potentially including proctored, remote, and self-proctored options. Key objectives include reducing overall assessment volumes without impacting hiring, providing customer service support, and integrating with TSA's HR systems. TSA is requesting information on vendors' technical approach, systems, pricing, schedule, and relevant corporate experience. Responses to the RFI are due by October 17, 2024.

ATTACHMENT 1: HISTORICAL VOLUMES DATA TABLE

The following TSA HC estimated Historical Volumes Data is provided for “Informational Purposes Only” and only provided as a representative snapshot of TSA’s volume data. This Historical Data may not be representative of TSA’s future volume workload.

TSA recently migrated to OPM’s USA Staffing and USA Hire in FY24 and the assessment volumes drastically increased as USA Hire automatically sends a scheduling invite to every qualified applicant. TSA is looking for assistance to lower the assessment volumes without negatively impacting the number of hires, the time to hire, or the quality of a hire.

The data presented herein is pulled from multiple legacy systems. Legacy systems have been fully decommissioned and TSA has limited reporting capabilities prior to FY24. TSO assessments are approximately 90% of the assessments conducted within TSA and in outyears, we anticipate for hiring numbers to increase from FY24 as TSA experienced a very low attrition rate in FY24 due to our new pay plan.
