GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials to reconstruct a 4-wire fence (3 barbed with bottom barbless wire). Construct approximately 5,160 rods of new 4-wire fence (3 barbed with bottom barbless wire) with all steel line posts (T-post) and remove approximately 5,737 rods of woven wire & five wire fence. Replace designated rods of fence, corners, panels, gates, wood, and T-posts along the fence route unless indicated otherwise in the fence alignment on the location maps. Tie into existing structures including fences as designated by the Contracting Officer (CO) and referenced on the location maps. *Note: The fence route shown on the location maps is the line to be constructed. Not all the existing fence alignment, corners, and panels to be removed along the construction route are shown to eliminate any construction confusion.
B. Location: Work under this Contract is located in Garfield County, Montana. The Work locations are shown on the Maps and Drawings.
C. Work Data Sheet: Designates the type and quantity of work required at each project location, and dimensions required for structures as shown on standard drawings.
1.2 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the CO’s attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.3 REFERENCES:
Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

1.4 SUBMITTAL:
A. Scope: Submittals shall be based on the requirements listed in these contract specifications.
B. Requirements: For required submittals, allow at least 3 working days for review.
Submittals shall be delivered to the Contracting Officer’s Representative (COR) for review.
C. Identification of Submittal: Completely identify each submittal by showing at least the following information: Submit two copies of each submittal for approval.
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or re-submittal.
5. Each item shall note the manufacturer's name and address.
1.5 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.6 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling. No material shall be stored with direct contact to the ground.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.

1.7 PROJECT/SITE CONDITIONS:
A. Access to the Work: Public roads damaged by the Contractor shall be restored at
Contractor's expense to the same condition they were in at the commencement of work.
Activity may be restricted during wet or frozen conditions. Mechanized equipment use will be avoided if the equipment causes rutting to a depth of 4 inches or greater. Details on soil types can be found online at the Natural Resources Conservation Service Web Soil Survey.
Survey monuments or markers disturbed or removed during construction shall be reset at the Contractors expense.
B. Environmental Considerations: Operations of the Contractor upon government premises including storage of materials, camping areas, and equipment parking shall be confined to approved areas.
1.8 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The
Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site or as determined by the CO.
2. Notification: Meetings may be called by either the CO or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the CO.
2. Notification: The Contractor shall notify the Project Inspector (PI) or COR at least 3 working days before the completion date so a final inspection can be scheduled.
3. Superintendent shall be present during this inspection.
3.2 PREPARATION:
A. Work Layout: The Government will set stakes, lath, or posts to give the Contractor measurements, lines, and grades necessary for the work executed under the Contract.
B. Installation Changes: Records shall be maintained by the Contractor and CO of actual installations where at variance with the work shown, where changed, or where not otherwise located by dimension, elevation, or other reference on the Contract Drawings.
3.3 PROTECTION OF EXISTING PROPERTIES
A. General
1. Take precautions to protect all adjoining private and public property and facilities, including underground and overhead utilities, structures, and fences. Restore or replace all disturbed or damaged facilities to its original condition at the Contractor’s expense, taking necessary steps and precautions to protect buried utilities.
2. It is the responsibility of the contractor to contact utility owners using the Montana One Call System for utility locates before starting work. The Contractor is also responsible for ensuring that all private and public utilities are located within the work area, including any fees associated with locates. Protect the utilities exposed during the work and prevent damaging underground utilities adjacent to excavations. Immediately notify the utility owner of any construction damage. Repairs of damage to utilities are at the expense of the Contractor.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made. The
Contractor shall include consideration for this item in the Schedule of Items (SOI) for other items of the Contract.

SPECIFICATION 01505
PART 1: GENERAL
1.1 SUMMARY:
A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site. This specification does not include moves between project sites.
A. Units: Progress payments will be made as follows:
1. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the amount bid for mobilization or 5 percent of the original contract amount, whichever is lesser, will be paid.
2. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the amount bid for mobilization or 10 percent of the original contract amount, whichever is lesser, will be paid.
3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10 percent of the original contract amount, will be paid.
4. The total sum of all payments shall not exceed the original contract amount bid for mobilization, regardless of the fact that the contractor may have shut down the work on the project or moved equipment away from the project and then back again.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for moves between project sites will be made. The Contractor shall include consideration for moves between project sites in the Schedule of Items (SOI)

for other items of the Contract. Prices and payment will be full compensation for the work described in this section. No modification and adjustments shall be allowed for costs and changes to mobilization despite changes in fuel or transportation costs. Payment will be made under:

1.3 SUBMITTALS:
A. Certification: The Contractor shall furnish written certification from the treating plant stating that chemicals and methods used, for wood preservation and net amount of preservative retained, are in conformance with applicable standards. Contractor-furnished gates and accessories will be approved by the Contracting Officer (CO) prior to installation.
Furnish written certification from the manufacturer that the Contractor-Furnished fence posts and wire conform to the requirements of this section. Submittals shall be according to Specification 01009 - General Information and Requirements.
2.1 CONTRACTOR - FURNISHED MATERIALS:

A. Heavy Duty Barbed Wire: (Redbrand or Approved Equal) Two 12-1/2 gauge galvanized wires twisted together with 2-point barbs of 14 gauge wire spaced 4-6 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.28 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb-force. The barbed wire shall be a heavy-duty wire conforming to ASTM A121 requirements. Failure to meet any of these requirements shall result in the rejection of the material at the time of inspection.
B. Heavy Duty Barbless Wire: (Redbrand or Approved Equal) Two 12-1/2 gauge galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.28 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb-force. The wire shall be heavy duty with a high tensile strength, low stretch, tight braiding per rod, conform to all ASTM A641 requirements and must be tagged accordingly. Failure to meet any of these requirements shall result in the rejection of the material at the time of inspection.
C. Steel Brace Rail: Shall be a minimum of 7 feet not to exceed 8 feet, singular piece of round tubular steel constructed with a minimum 1-7/8 inch outside diameter by minimum 11 gauge wall thickness. Brace rail ends shall be pressed flat on both ends and be equipped with both a 90 and 45 degree angle capable of being mounted both horizontally as well as diagonally on all bracing structures. Brace banding shall be 2-7/8 inch heavy duty galvanized brace band, measuring 1 inch wide by minimum 1/8 inch wall thickness and attached with 3/8 inch galvanized grade 5 carriage bolts, 1-1/2 to 2 inch in length with grade 5 galvanized flange nuts.
D. Steel Brace Posts: Shall be 2-7/8 inch outside diameter (OD) by 0.217 inch minimum wall thickness, Oil Company Tubular Goods (OCTG) steel pipe. Pipe shall be used/recycled structural OCTG casing or drill pipe in sound structural condition, clean and radiation free (<12 µR/hr), or new reject pipe, or unused surplus pipe. Surface rust is acceptable;
however, any material that is excessively pitted, rusty, flaking, peeling, or corroded will be rejected. Pipe with splits, bends, or thin spots (hot spots) will not be accepted. Pipe shall be free from oil debris. All pipe that is concrete lined, lined with any synthetic material, has holes or perforations shall not be accepted. All drill stem collars and threads shall be removed.
E. Brace Wires: Shall be four, 9 gauge barbless galvanized wires or two, 12-1/2 gauge double twisted galvanized barbless-wires twisted tight (total of 4 strands). The minimum weight of zinc coating for 9 gauge wire shall be at least 0.35 oz/ft2 of coated surface area and 0.28 oz/ft2 for 12-1/2 gauge wire.
F. Miscellaneous Wire: Wire for fastening wood stays, and deadmen shall be 9 gauge or 12-
1/2 gauge double twisted galvanized wire.
G. Staples: Shall be at least 9 gauge, barbed, bright finished or galvanized, have slash-cut points, and be 1-3/4 inches long.
H. Nails: Shall be 60 D ring shank at least 6 inches long.

I. Steel Line Posts (T-post): (Chicago Steel or Approved Equal) Shall be a heavy-duty grade steel posts painted green with white, silver, or lime green tops or painted gray with red, white, or silver tops, “T” bar type, with a swaged or riveted anchor plate which does not easily bend or twist when an obstruction is hit during the driving process. Other steel post painted colors can be allowed on a case-by-case basis with the approval of the CO. Posts shall be furnished with clip-type fasteners. Punched tabs for fastening wires are not acceptable. Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall weigh a minimum of 1.33 lb./ft. exclusive of the anchor plate, which shall weigh a minimum of 0.67 lbs., with a minimum of 18 sq. inches in area. Posts shall meet all ASTM A702 requirements and must be tagged accordingly. Failure to meet any of these requirements shall result in the rejection of material at the time of inspection.
J. Wood Posts and Gate Stays: Wood posts and gate stays shall be sound single stem members. A slight bend in one plane is acceptable. Posts are not acceptable if a straight line drawn from the geometric center of the top to the geometric center of the butt of the post falls outside of the body of the post. Posts that are twisted, rotted, excessively bent or have checks greater than 1/2 their thickness are considered unsound and are not acceptable.
Posts and gate stays may be full stem members, sawed members, square cross-section members, or split members. The Work Data Sheet shall indicate the required post diameters, dimensions, and the depths to be set.
1. Minimum diameter for full stem line posts shall be 5 inches at the small end. Single wood line posts shall be 5 inches in diameter by 7 feet. Minimum cross sectional area at the small end for split members shall be 10 sq. inches long for line posts. Slabs and wedge-shaped members will not be acceptable. Minimum diameter for gate stays shall be 3 inches at the small end and length shall be minimum 4 feet.
2. The following species will be acceptable if treated for the full length: Ponderosa pine, Lodgepole pine, and Douglas-fir. Split Western Redcedar posts will be acceptable if the butt is treated for a minimum depth in the ground plus 6 inches. The following species will be acceptable without treatment: Honey Locust, Juniper, Osage Orange, and White Oak.
K. Wire Gates: Shall have the same type of wire and wire spacing as the fence as shown in the drawings unless otherwise stated on the Work Data Sheet. Wire gates shall have wire stays between the wood end stays unless wood stays must be utilized to allow the gate to stay upright to properly function. Any panels installed on each side of the gates shall be paid as separate installation items.
L. Drill Stem Mechanical Gate Closers: Assembly shall include:
1. Gate Closer: A36 rolled round steel bar 3/16 inch to 5/16 inch diameter or adjustable minimum 3/16 inch diameter galvanized steel cable wire loop with a minimum Working Load Limit (WLL) 840 lb.-force and Minimum Breaking Load (MBL) 4200 lb.-force, fastened to a cam lever device. The pipe cover shall be constructed of a minimum 11 gauge steel plating made to rest upon and exceed the diameter of the 2-

7/8 inch steel brace post. The mechanical break over latch shall be attached to a minimum of 2-3/8 inch outer diameter (OD) by 11 gauge minimum wall thickness tubular steel stem that slides securely into the 2-7/8 inch OD steel brace post a minimum of 6 inches. The closer must be capable of fitting over a minimum 3-inch diameter wood gate stay and securely holding the gate stay in place. Alternatives require prior approval by the Contracting Officer Representative (COR) with submission of samples.
2. Gate Loop: A minimum 3/16 inch diameter galvanized steel cable wire loop with a minimum Working Load Limit (WLL) 840 lb.-force and Minimum Breaking Load (MBL) 4200 lb.-force, securely connected to the steel brace post with a 3 inch U-bolt muffler clamp assembly 6 inches from the ground and shaped so that the minimum 3 inch diameter gate stay will be securely held in place. The muffler clamp shall be secured to the steel brace post with 9/16 inch grade five (5) galvanized round U-bolt and galvanized flange nuts. A sleeve shall be welded to the muffler clamp, parallel to a leg of the U-bolt. Another sleeve shall be welded parallel to the other leg of the U-bolt, on the same face of the muffler clamp. The sleeve shall be large enough to allow free movement of the steel galvanized cable but small enough to keep terminated ends from passing through when the loop is under pressure. The galvanized steel cable shall be threaded through the sleeves to form a loop without a bind and the ends shall be crimped with a flattened 9/16 inch grade five (5) galvanized nut further secured by a weld. Alternatives require prior approval by the COR with submission of samples.
2.2 WOOD TREATMENT PRACTICES:
A. General: The following treatments may be used. Minimum net retentions and penetrations shall be according to AWPA U1. Treatment method shall be according to AWPA T1, except as otherwise noted. When a treated member must be bored or cut during construction, thoroughly swab untreated surfaces with an approved preservative.
B. Pentachlorophenol Method: Five percent pentachlorophenol solution conforming to AWPA
P35, Type A.
C. Chromated Copper Arsenic: Waterborne preservative conforming to AWPA P23, Type C.
D. Creosote: Shall be according to AWPA P2.
E. Butt-End Treatment for Split Western Redcedar Only: When split western redcedar posts are used with treatment on butt only, treatment may be by either the cold soaking or hot bath process. Either pentachlorophenol or Creosote (Coal tar) solution may be used.
Minimum net retention of preservative shall be 20 lb./ft3 for creosote solutions and 1 lb./ft3 for pentachlorophenol.
3.1 PREPARATION:

A. Clearing: Maximum mowed/clearing width is 6 ft on each side of the fence line. Some tree removal will be required, as directed by the CO. Significant areas of removal will be shown on the Maps and Drawings. All tree removal shall be conducted from the government side of the fence. Some hand work may be required due to the ground cover or terrain. Provide minimum disturbance to existing grass and sod. Any blade work or other surface disturbance shall require prior approval from the CO.
3.2 INSTALLATION:
A. General: Set wood posts in dug or drilled holes. Drive all steel posts. All line posts shall be steel and wood configuration as designated on the Work Data Sheet.
B. Setting Posts: Dig holes for setting wood posts to the depth as shown on the Work Data
Sheet. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space within 6 inches of the dimension shown on the drawings or in the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill gradually and uniformly with soil around each post. Do not exceed 6 inch lifts during backfill. Compact backfill firmly from the bottom of the hole to the ground surface.
*Note: Milled wood posts shall be allowed to have an anchor plate or block attached to the bottom or a wood block attached to the side of the post base area to anchor the post in place since it has no taper to properly hold it in place.
C. Driving Posts:
1. Wood Posts: Drive only when approved by the CO to the depth shown on the Work
Data Sheet. Predrill a 2 or 3 inch diameter hole as necessary if wood posts are to be driven. Wood posts shall be machine pointed if driven into the ground. Posts shall be driven plumb. Posts that are split, bent, or broomed will not be accepted.
2. Steel Posts: Drive into the ground to the depth shown on the drawings, Work Data
Sheet, or until the anchor plate of the T-post is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate of the T-post and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position with cement grout or mortar.
D. Corner Panel, End Panel and Stress Panel Assemblies: Set posts as specified, fabricate panels as shown on the drawings and indicated on the Work Data Sheet.
E. Figure Fours and Rock Jacks: May be used in rock. Figure fours shall be used in lieu of steel posts, and rock jacks in lieu of wood line posts, except that where a series of figure fours are required, a rock jack shall be substituted for every fifth figure four. Figure fours and rock jacks shall be constructed as shown on the standard drawings.

F. Wire: Stretch tightly and staple to wood posts or securely attach to T-posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire or prevent movement of the wire. Do not drive staples parallel to the grain of the wood. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
G. Brace Wire: Shall be double-looped and twisted tight with a stick or post. The contractor shall ensure that one end of the post or stick is long enough to physically rest behind as well as being physically secured to the horizontal brace member to prevent wire from unwinding.
All brace wires that lie on the groundward side of all support structures shall not exceed an overall height of 6” above the existing ground surface. All brace wires shall have their own twist stick or post, unless otherwise approved by the CO.
H. Wire Spacing: The wire spacing will be from the ground up. Bottom wire shall be barbless unless designated otherwise. Spacing for all projects is indicated on the Work Data Sheet.
I. Gates: Shall be installed according to the standard drawings, unless directed otherwise by the Work Data Sheet or CO.
J. Mechanical Gate Closures: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.
K. Deadman: Shall be installed at all minor depressions when the spacing between the bottom wire and the ground exceed 20 inches. Deadman can be rock weighing a minimum of 50 lbs. resting on the ground or a 5-1/2 ft. steel post driven angled into the ground a minimum of 4 ft. parallel and in line with the fence attached with additional double twisted wire of the same material as the bottom wire. See drawing Deadman at Minor Depression. Salvageable steel posts as approved and designated by the CO shall be allowed as deadman.
3.3 FENCE REMOVAL:
A. Shall include removal and disposal of staples, clips, stays, wire, wood & steel posts, various panels, fence marking lathe, plus salvage of designated steel posts, wood posts, and gates as designated and determined by the Contractor and as approved by the CO. All removed material shall become the responsibility of the Contractor. Designated salvageable material shall be stockpiled, utilized as directed and approved by the CO. Material not salvaged shall become the property of the Contractor. The Contractor shall be responsible to remove, dispose, and haul away all material as directed and approved by the CO. No woven wire shall be returned to any of the fence permittee’s or other operators unless approval is given by the CO. Wood and steel posts shall not be cut off at the ground level. Wood or steel posts that break off at the ground level shall be pulled or the stub shall be pushed 6 inches below the ground surface. Any large holes or voids in the ground from pulled posts shall be covered or filled with appropriate sod or backfill to eliminate any safety hazards. Wood

posts shall not be stockpiled and burned on federal land. All felled trees shall be piled on federal land until removal.
A. Units: The work described in this section will be measured for by the rod as measured along the ground surface next to the completed and removed fence including distance across gate openings, end, stress, and corner panels. The quantities of end, stress, and corner panels, single wood line posts, and gates to be paid for will be the actual number of these items installed. *Note: All 16 feet wire gates refer to 16 feet 6 inches spacing width, unless designated otherwise on the drawings, maps, or Work Data Sheet. Deadman in the fence are considered part of the fence construction and will not be paid as a separate item.
