About this file

This is a Statement of Work (SOW) for the Shape Stable Nose Tip (SSNT) Accelerated Process Manufacturability effort under Navy Strategic Systems Programs. The contractor is required to procure, install, integrate, and qualify specialized Commercial-Off-The-Shelf (COTS) and bespoke industrial manufacturing equipment to support the lifetime manufacturing requirements of the Mk7, Mk4B, and Mk21A strategic programs. The scope includes phased procurement of Contractor-Acquired Property (CAP) with long-lead items, facility integration, execution of Installation Qualification/Operational Qualification/Performance Qualification (IQ/OQ/PQ) processes through manufacturing of SSNT proofing billets, and Systems Security Engineering to achieve Navy SSP Authority to Operate (ATO) certification.

The contract structure includes Cost-No Fee CLINs for physical equipment procurement and Cost-Plus Fixed Fee (CPFF) Level of Effort (LOE) CLINs for installation, qualification, and engineering services. The Period of Performance consists of a Base Year from July 1, 2026, through September 30, 2027, with two optional one-year periods extending through September 30, 2029. This pre-solicitation effort represents market research by the Department of the Navy Strategic Systems Programs to identify capable contractors with the technical expertise and manufacturing infrastructure to successfully execute this complex industrial equipment qualification and manufacturing capacity expansion program.
