STATEMENT OF WORK

Repair Roofs and Apply Silicone Roof Coating To Metal Roofs of Ten Outbuildings

Dellenbaugh Administrative Site

PMIS 266614

Parashant National Monument, AZ

PART - 1 - GENERAL

1.1 SUMMARY

A. Furnish all labor, materials, tools, and equipment necessary to complete project.

B. Total roof area to be treated – Approximately 1487 sq. ft.

C. Examine outbuilding roof surfaces to uncover any damage including but not limited to holes, missing, broken or rusted fasteners and missing rubber fasteners sealing washers

D. Provide summary of inspection and outline corrective actions that need to be taken that may not be listed in the following:

1. Patch punctures and/or replace sealant on existing roof patches or turbine bases.

2. Repair and seal of all cracks and penetrations.

3. Replace missing, broken, undersized or rusted fasteners and associated rubber fastener sealing washers.

4. Repair and seal open laps and correct deflected roof panels

5. Repair, correct or replace valley flashing if endlap is too short or flashing is undersized.

6. Tape all fastener locations.

7. Tape seal all metal transitional seams and roof panel connections

8. Clean and wash entire roof surfaces.

9. Verify adhesion compatibility of existing painted roof surfaces with new roof coating.

10. Apply a minimum of two topcoats of 100% silicone coating via brush, roller or a manufacturer approved sprayer (minimum 6750 PSI)

11. Clean and remove of all debris related to this project.

1.2 REQUIREMENTS

A. Project will be completed using a currently qualified, documented and in good standing, Gaco Western – GacoFlex Silicone Roofing Qualified Applicator or equivalent qualifications required by product manufacturer’s application requirements.

B. Repairs will be completed in accordance with manufacturers repair and installation

requirements for 100% silicone roofing.

1.3 PROJECT LOCATION

A. Work under this contract is located at the Dellenbaugh Administrative site, which is an isolated remote facility of Parashant National Monument, located on the Arizona Strip in Northwest Arizona and is approximately 90 miles south of St. George, UT at an elevation of 6200 feet.

B. The facility is accessible by a series of county maintained, unimproved dirt roads.

C. Travel time is estimated to be from 2.5 to 3.5 hours, one way, from St. George, UT

D. Facility operates seasonally (April 15 to November 15) with outdoor temperatures ranging from 15° F to 100° F during the work season.

1.6 WORK LAYOUT (MAPS and IMAGES)

A. The government will locate with maps the location of the project and provide photos of the outbuildings upon request.

1.7 DRAWINGS AND MEASUREMENTS

A. Construction drawings are representational, and all measurements are close approximations.

B. Contractors are encouraged to visit the project site to determine work conditions and measurements prior to submitting a bid.

1.8 SITE VISIT

A. A site visit is highly recommended.

B. A pre-bid site visit will be scheduled prior to the bidding process (weather permitting).

C. The site visit will be conducted by the contractor and representative of Parashant National Monument (PARA).

D. Arrangements will be made between the park and the contractors, and the contractors will pay all contractor related expenses.

1.9 NATIONAL PARK SERVICE PERSONNEL (NPS) POINTS OF CONTACT

A. Contracting officer’s representative (COR): the COR is the individual designated by the contracting officer at the time of award to be responsible for the day-to-day administration of the contract.

1.10 QUALITY ASSURANCE

A. Use only skilled and experienced roofing tradesmen

B. Use only compatible and approved products across a manufacture’s product line

1.11 PRODUCT DELIVERY AND STORAGE

A. Deliver materials to project site in manufacturer’s original, unopened containers with labels indicating brand names, colors and patterns, and quality designations legible and intact.

B. Do not open containers or remove markings until materials are inspected and accepted.

C. Store and protect accepted materials in accordance with manufacturer’s directions and recommendations.

1.12 ENVIRONMENTAL REQUIREMENTS

A. Store unopened silicone roofing containers in a dry environment in temperatures between 40° F and 80° F

1.13 SCHEDULING

A. Project scheduling should be coordinated with the COR to avoid conflicts with other scheduled projects

PART 2 – PRODUCTS/ MATERIALS

2.1 ROOF

PART 3 – EXECUTION

3.1 EXAMINATION / INSPECTION OF SURFACES

A. Examine roof substrates and components, and conditions for compliance with the requirements for installation tolerances, substrate, and other conditions affecting performance of the work.

B. Examine and verify that surface is free of irregularities and substances that may interfere with the application of the roof coating.

C. Inspect the entire roof surface and flashings for any open seams, tears, cuts, etc.

D. Repair all roof imperfections prior to the roof cleaning process (Section 3.3)

E. Report all conditions that will prevent a proper repairs and roof coating application.

F. Do not take any corrective actions without consulting with the COR.

G. Work will proceed only when conditions have been corrected and accepted by the installer.

3.2 REPAIRS

A. All repairs and/or new parts will be installed prior to the application of roof tape (liquid or self-adhesive), roof washing and the application of the roof coating.

B. Repairs will be completed in accordance with the manufacturers (GacoRoof or equivalent) installation requirements for roof tapes and 100% silicone roof coating.

C. Patch punctures and/or replace sealant on existing roof patches.

D. Replace fasteners that are incorrectly installed (overdriving, underdriving, angling), missing, broken, undersized or rusted or the associated rubber fastener sealing washer is damaged, missing, UV degraded, or not in contact with the roof panel.

E. Repair open laps and correct deflected roof panels

F. Replace or repair valley flashing if endlap is too short or flashing is undersized.

G. Ensure lapped spots are water-tight and in good condition.

3.3 SURFACE PREPARATION

A. Apply liquid roof tape by brush to the following:

1. Fastener locations (all)

3. Holes

4. Depressions

5. Protrusions

6. Small cracks

8. Voids

9. Transitions between uneven surfaces

10. Using a putty knife, force product down into all penetrations and protrusions.

B. Apply GacoRoof tape or Gaco 66S Reinforcing Polyester Mesh or the equivalent products to the following areas:

1. Metal transitional seams

2. Roof panel connections

3. Turbine vent bases

4. Valley flashing joints

5. Other roofing areas requiring extra strength and flexibility

C. Cleaning

1. Remove all loose material and debris prior to washing with water.

2. Examine the entire roof surface and flashings for any open seams, tears, cuts, holes or other defects that would permit water intrusion.

a. Repair roof defects discovered in the examination process prior to initiating the cleaning process. (Section 3.3)

3. Pressure wash roof surfaces with water and allow to dry completely.

a. Pressure washing permitted provide all repairs have been completed and there are no open seams.

4. Wash roof surfaces using GacoWash Concentrated Cleaner or equivalent in accordance to manufactures instructions.

5. Allowed washed surfaces to dry prior to applying roof coating.

3.4 ROOF COATING APPLICATION

A. Ensure roof is completely clean and dry prior to roof coating application

1. Do not apply roof coating if rain is expected within 2 hours.

B. Application temperature range is between 32° to 120° degrees F

1. Allow drying time of 3 to 12 hours between coats

C. Tint base coat gray using GacoRoof Colorant to provide greater color contrast between the two coats.

D. Apply a minimum of two coats of silicone roof coating to achieve a minimum final thickness of 22 dry mils across the entire roof surfaces.

1. Application methods

i. GacoRoof approved roof coating sprayer - minimum 6750 PSI

ii. Graco Model 933 or equivalent

b. Brush

i. White China Bristle

c. Roller

i. Solvent-resistant ¾" or 1" nap roller

ii. Dip roller directly into pail

E. Use of a bucket truck for roof access and roof coating application is recommended.

PART - 4.0 REQUIREMENTS

4.1 SITE PREPARATION AND CLEANING UP

A. The Contractor shall, always, keep the work area, including storage areas, free from accumulations of waste materials. Work areas will be cleaned-up and debris will be bagged and placed in trash bags daily.

B. Upon completion of the work, the Contractor shall remove from the site all product cans, containers, packaging, debris, protective coverings, rubbish, tools, scaffolding, equipment, and other materials, that are not the property of the Government.

C. The Contractor shall leave the area in a clean, neat, and orderly condition that is satisfactory to the COR.

D. Unsightly materials and debris including excess materials, garbage, and equipment should be removed as required; while materials should be scheduled for delivery only as required for immediate use.

E. All micro trash generated outside the buildings will be picked up and disposed of in trash bags daily.

4.2 CONTRACTOR RESPONSIBILITY

A. The contractor shall provide all management, supervision, labor, materials, supplies and equipment and shall plan, schedule, coordinate, and assure effective completion of all work described herein.

B. Contractor is to provide all materials and equipment necessary to provide a complete project even if not specifically mentioned or listed within these documents.

C. Insufficient information or description of materials or labor, which prevent the acceptance of these drawings and specifications as adequate to complete the work, must be reported to the government representative, in writing, prior to submitting a bid.

D. Listing exclusion in the bid response does not meet this criterion.

E. The park and contractor will agree on timelines and delivery of final products.

F. The contractor will provide their own portable restrooms, to be located on the job site, including delivery, cleaning, resupply, and removal.

3. 3 COMPLIANCE WITH REGULATIONS

A. All work, including contact with and handling of hazardous materials/wastes, the disturbance or dismantling of structures containing hazardous materials and/or the disposal of hazardous materials/wastes shall comply with the applicable requirements of 29 CFR 1926, 40 CFR 260-265, and 40 CFR 61.

B. All work shall comply with applicable state and municipal safety and environmental requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.

C. The Contractor is responsible for removal and cleanup of all materials not consumed during the performance of this contract.

D. Any hazardous material used or created during the performance of this contract is the responsibility of the Contractor and must be removed from the site at the Contractors expense.

4.4 CONTRACTOR ON-SITE REPRESENTATION

A. The contractor shall provide in writing to the Contracting Officer and Contracting

Officer’s Representative (COR) the name, telephone number and address of the contractor’s on-site representative (working supervisor).

B. The term “on-site representative” means a person designated in writing by the contractor who has the authority to act for the contractor on a day-to-day basis at the work site and to accept and sign for inspection reports and all other correspondence on behalf of the contractor.

C. The on-site representative must always be available when the contract work is in progress.

D. The contractor must provide the name of qualified substitute on-site representatives that will fill in when the primary on-site representative is not available.

E. All on-site representative personnel engaged in directing the work to be accomplished under this contract shall possess an acceptable level of experience and knowledge to carry out the terms of this contract.

F. The on-site representative must have the ability to communicate in real time with the contractor, contracting officer, and vendors via satellite phone or similar real time communication device.

4.5 WORK STANDARDS AND QUALIFICATIONS

A. This Statement of Work requires the awarded contractor to provide qualified tradesmen to accomplish each varying trade discipline requirements.

B. Contractor will provide all necessary labor to complete entire scope of work as outlined in this document.

C. All work shall be completed and performed in accordance with the best practices of the trade and in compliance with all-applicable state and local codes.

4.6 SECURITY REQUIREMENTS

A. The Dellenbaugh Administrative site is not open to the public.

B. Access gate will always remain closed except while entering and exiting the site.

C. At the discretion of the COR, the contractor may be provided keys to the access gate and/or cabins.

4.7 NPS PERSONNEL – UTILIZATION OF SITE DURING CONSTRUCTION ACTIVITIES

A. Essential NPS personnel will have 24-hour access to lodging and other facilities during the duration of the contract period.

B. Maintenance personnel including the COR will be occupying the administrative site lodging facilities on a weekly basis.

C. Law enforcement personnel will occupy lodging as required.

4.8 HOURS OF WORK:

A. Monday – Friday 7 am – 7 pm MDT.

B. Some work may be scheduled for after hours or weekend on an as needed basis upon approval of the COR and Contracting Officer

4.9 UTILITIES:

A. Water - available.

B. Electrical (110 V) – available

C. Cellular Service – not available

D. Internet/WiFi – not available to contractor

4.10 SAFETY:

A. Safety is the highest priority on all US government contracts.

B. The contractor shall direct all of those under his charge to work safely.

C. The contractor shall ensure and maintain the site is clean and rubbish removed upon completion of installation and commissioning.

4.11 SAFETY MEETING:

A. The Contractor’s on-site Representative and Project Manager shall meet with the CO or his/her representative(s) prior to the start of work under this contract for the purpose of reviewing the Contractor's safety and environmental programs and discussing implementation of all safety and environmental provisions pertinent to the work to be performed under the contract.

B. The Contractor shall be prepared to discuss, in detail, the measures he/she intends to take to control any unsafe or unhealthy conditions, disposal of waste, and control releases to the environment associated with the work to be performed under the contract.

C. The level of detail for the safety meeting is dependent upon the nature of the work and the potential inherent hazards.

4.12 EMERGENCY REPORTING

A. The contractor is responsible to notify the COR whenever the contractor becomes aware that building, equipment, or systems, are not functioning or needs NPS attention.

B. Fire system concerns must be reported immediately to the COR. In the case of fire, medical, safety or emergency, the contractor shall immediately report the incident to the COR.

4.13 PROTECTION TO PUBLIC AND PROPERTY

A. The Contractor shall take all necessary precautions to prevent injury to the public, building occupants, or damage to property of others.

B. For the purposes of this contract, the public or building occupants shall include all persons not employed by the Contractor or a subcontractor working under his/her direction.

C. The following shall also apply when applicable:

1. Storing, positioning or use of equipment, tools, materials, scraps, trash, and furniture in a manner likely to present a hazard to the public or building occupants by its accidental shifting, ignition, or other hazardous qualities is prohibited.

2. No corridor, aisle, stairway, door, or exit shall be obstructed or used in such a manner as to encroach upon routes of ingress or egress utilized by the public or building occupants, or to present unsafe or unhealthy conditions to the public or building occupants.

3. Work shall not be performed in any area occupied by the public or building occupants unless specifically permitted by the contract or the COR and unless adequate steps are taken for the protection of the public or Federal employees.

4. When work is to be performed over a public thoroughfare such as a sidewalk, lobby, or corridor, the thoroughfare shall be closed, if possible, or other precautions taken such as the installation of screens or barricades.

PART 5 – SPECIAL CONSIDERATIONS

5.1 SITE

A. The Dellenbaugh Administrative site is an isolated, remote location.

B. There is no cellular, landline, cable, or public internet service at the

Dellenbaugh Administrative Site.

C. There are no medical facilities within the area, with the closest medical facilities being 90 miles away via the road system.

D. There are no vehicle maintenance services or fuel available at the site.

E. There are no other amenities located in the area including lodging, grocery stores, entertainment, restaurants, etc.

F. All food and fuel must be transported to the site by and at contractor’s expense.

G. Lodging is not available at the Dellenbaugh Administrative site.

1. Contractor must provide own lodging (trailer, motorhome, tent)

2. Lodging as Dispersed Recreation Camping is available on Bureau of Land Management (BLM) lands near the job site.

a. There are no services such as water, electricity, sewer connection, trash pickup or tables provide in dispersed camping areas.

b. Camping permitted only in pre-existing, disturbed areas.

c. COR will identify suitable BLM dispersed camping areas.

d. Follow Leave No Trace guidelines.

d. A portable toilet, provided by and serviced by, the contractor, is required at the camping location unless the recreational vehicle used for lodging has adequate wastewater storage (black and gray water)

e. Draining of gray water directly to the ground is prohibited.

H. There is no sanitary dump station at the Dellenbaugh Administrative Site.

I. A portable toilet for the jobsite will be provided by the contractor. The contractor will maintain and remove the portable toilet from the job site at the completion of the job.

J. Commuting to the job site from St. George, UT each day is not recommended.

5.2 ROAD CONDITIONS

A. Access to the work site is by unimproved, Bureau of Land Management (BLM) and Mohave County, AZ maintained roads.

B. The condition of the roads varies depending on the time of year and can be in fair to poor condition.

C. High clearance, 4-wheel drive vehicles are recommended for travel to and from the job site

D. It is recommended that vehicles be equipped with load range E tires designed for off pavement use.

E. It is recommended that vehicles carry a second spare tire, a tire plug kit and an air compressor as flat tires are a common occurrence while traveling in the area.

F. Due to the sheer size of the region and the number of roads, it is not possible to provide updated travel conditions on the Arizona Strip after rain or snow events.

G. Expect all roads to be impassible after wet weather.

H. During the summer monsoon season (June - September), plan travel before 1 pm to avoid thunderstorms.

I. Range cattle as well as other wildlife may also be encountered on the roads and caution is advised.

5.3 COMMUNICATION

A. Cellular telephone coverage is limited to a few sporadic locations.

B. Cellular telephone signal booster may improve cellular service in marginal reception areas.

C. Satellite Phone or Satellite Messenger such as a Garmin InReach is highly recommended for communication.
