Performance Work Statement

(PWS)

Fire Station Alerting and Alarm System (FSAA) 15 April 2026

1.0 GENERAL

1.1. Introduction and Intent

This Performance Work Statement (PWS) establishes the definitive requirements for a Contractor to furnish and deliver a complete, fully operational, "turnkey" Fire Station Alerting System ("the System"). The Contractor shall provide all labor, materials, equipment, software, licensing, transportation, supervision, and services required to meet the specifications herein. The objective is the replacement of a deficient legacy system to enhance the mission-critical emergency response capabilities of 18 CES/CEF. This PWS is a binding component of the contract, and all requirements stated are mandatory.

1.2. Scope

The scope of this contract encompasses the design, procurement, installation, integration, testing, and commissioning of the System across four (4) designated fire stations and two (2) dispatch centers. The Contractor shall be singularly responsible for the successful integration of all hardware and software components, including those designated as Government-Furnished Property/Equipment (GFP/GFE), into a cohesive and fully functional System that meets all performance standards defined in this PWS.

2.0 DEFINITIONS AND ACRONYMS

· AQL: Acceptable Quality Level

· COR: Contracting Officer's Representative

· GFE/GFP: Government-Furnished Equipment/Property

· PWS: Performance Work Statement

· SAT: System Acceptance Test

· SDD: System Design Document

· System: The entire, fully integrated Fire Station Alerting System solution provided by the Contractor.

· Turnkey: A solution that is complete and ready for immediate use upon delivery and acceptance, with the Contractor bearing sole responsibility for ensuring all components function together as an integrated whole.

· Final Acceptance: Formal written notification from the Contracting Officer or designated COR to the Contractor that the work, including all deliverables and performance requirements, has been completed and accepted by the U.S. Government.

3.0 CONTRACTOR PERFORMANCE REQUIREMENTS

The Contractor shall execute the following tasks in accordance with the standards specified in the Performance Requirements Summary (Section 5.0).

3.1. Task 1 Contract and Project Management.

The Contractor shall establish and maintain a comprehensive management process for the duration of the Period of Performance. The Contractor shall designate a single Project Manager to serve as the primary point of contact for the COR. Within fourteen (14) calendar days of contract award, the Contractor shall deliver a draft Project Management Plan (PMP) detailing, at a minimum, the project schedule, risk management plan, communication plan, and key personnel. The Contractor shall provide weekly status reports to the COR in a Government-approved format.

3.2. Task 2 System Design.

The Contractor shall conduct a site survey and develop a final System Design Document (SDD). The SDD shall constitute the definitive technical blueprint for the System and must include: detailed system architecture diagrams, a complete bill of materials, network interface specifications, and a verification plan for integration with all GFE. The Contractor shall not proceed with any procurement activities until it has received formal written approval of the SDD from the COR.

3.3. Task 3 Procurement and Delivery.

Upon receipt of SDD approval, the Contractor shall procure all specified hardware and software. All items shall be new and in original packaging; refurbished or "gray market" items are strictly prohibited and will be rejected at the Contractor's expense. The Contractor shall be responsible for the secure transportation and delivery of all items to the Government-designated installation sites. The risk of loss or damage shall remain with the Contractor until the items are formally received by the Government.

3.4. Task 4 System Installation and Integration.

The Contractor shall perform the complete installation and integration of all System components. This includes the physical installation of all hardware and the loading and configuration of all software. The Contractor bears sole responsibility for ensuring all Contractor-provided components are fully integrated and interoperable with the GFE specified in Section 8.0 of this PWS. All installation work shall be performed in a professional manner and in compliance with all applicable industry standards and Government regulations.

3.5. Task 5 System Testing and Acceptance.

The Contractor shall develop a formal System Acceptance Test (SAT) plan for COR approval. The SAT plan must provide a detailed methodology for demonstrating that every performance requirement in this PWS has been met. Upon approval, the Contractor shall execute the SAT in the presence of the COR. Final Acceptance of the System is contingent upon the successful, documented completion of the SAT, with no outstanding "Critical" or "Major" deficiencies as defined in the SAT plan. The Government reserves the right to require re-testing of any failed components or functionalities at the Contractor's expense.

3.6. Task 6 End-User Training.

The Contractor shall develop and deliver comprehensive training programs for all designated Government personnel. Training shall be divided into, at a minimum, two distinct curricula: (1) System Administration and Dispatch Operations for personnel at each dispatch center, and (2) End-User Operations for personnel at the fire stations. The Contractor shall provide all training materials and conduct sufficient sessions to train all required personnel across all operational shifts.

3.7. Task 7 Deliverable Documentation and Warranty.

As a condition of Final Acceptance, the Contractor shall deliver a complete documentation package. This package shall include: final "as-built" diagrams, all OEM equipment manuals and software documentation, a complete set of software license keys, and a consolidated, no additional cost, warranty transfer document. This document shall confirm the warranty period, certify that all OEM warranties have been registered to the U.S. Government, and provide explicit instructions and points of contact for initiating warranty claims.

4.0 GENERAL TERMS AND CONDITIONS

A. Equipment Condition: All equipment furnished shall be new and in its original packaging. Refurbished, remanufactured, or "gray market" items are prohibited and shall be rejected at the Contractor's expense.

B. Procurement Strategy: This PWS requires a single, turnkey solution from a single prime contractor. The Government has determined that procuring components separately would introduce unacceptable risks related to system integration, project scheduling, and delineation of responsibility. Therefore, proposals must be for a complete and fully integrated system for which the prime contractor is solely responsible.

C. Radio Frequency (RF) Coordination: Should any component of the proposed System utilize radio frequencies, the Contractor shall be solely responsible for coordinating with and receiving formal approval from the base frequency manager prior to installation. All selected frequencies must not operate within 1.0 MHz of any frequency currently in use on the installation.
