About this file

This document is a Statement of Need (SON) for a Force Plate and Related Software package for the Operational Support Team at Columbus Air Force Base. The SON defines the scope of equipment specifications required, including a 1000 Hz sampling rate HD force plate with 10,000 Newton load capacity, related data management software, and other accessories. The goal is to provide focused interventions in high-risk units targeting musculoskeletal risk factor improvement, enabling the assessment of squadrons and tailoring training/treatment plans to improve Airmen readiness and resilience.

The related federal contract opportunity, Solicitation Number FA302224Q0344, seeks proposals to provide the force plate and software package described in the SON. Proposals are due by 2:00pm CST on 17 September 2024, and will be evaluated on price and technical acceptability. The contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government. The Department of the Air Force, Air Education and Training Command, is the federal agency issuing this requirement.

STATEMENT OF NEED

FOR

Force Plate and Related Software 15 Jul 2024

GENERAL – PART 1

GENERAL:

The statement of need (SON) defines the scope of equipment specification to provide a need for the Force Plate and Related Software for the Operational Support Team.

PRODUCTS / TECHNICAL – PART II

2.1 PRODUCTS/TECHNICAL

The force plate and related software package present the cutting edge of research technology for force measurement devices. The force plate and related software package allow for the accurate measurement of total body strength, asymmetry, and rate of force production. These measurements would enable the Operational Support Team to tailor training and treatment interventions to the individual Airmen level. These interventions would allow for reduced recovery time and time spent away from the mission. Additionally, with this equipment, the Operational Support Team would be able to identify key weak points in each squadron at Columbus AFB to ensure performance interventions are specific to mission demands.

2.1.1 Force Plate and Related Software Package Specifications:

• 1 HD Force Plate (right/left split) o 1000 Hz Sampling Rate o 10,000 Newton Load Capacity

• 1 Unlocked License Data Management Software Package

• 2 Portable Dynamometers

• 1 Carrying Case

• 1 Technical Support Package

• 1 Portable Computing Instrument (tablet or computer)

• 1 Shipping Order

2.2 Mission Statement:

The goal of the Operational Support Team is to provide focused interventions in high-risk units targeting musculoskeletal risk factor improvement. The force plate and related software package would allow the Physical Therapist and Strength and Conditioning Specialist to provide individual treatment and performance plans. This technology would increase Airmen readiness and resilience by enabling the optimal assessment of squadrons on base, thus garnering a data-driven understanding of exact mission requirements, and providing real time feedback about the efficacy of targeted interventions.

2.3 Delivery:

The Force Plate and Related Software shall be delivered to 201 Independence Drive, Columbus Air Force Base, MS, 39710.
