These fingerprints, along with the eQIP SF85P form, will be forwarded to the Joint Personnel Adjudication System (JPAS). The Contractor must inform their employees that a favorable report, verified through JPAS, is necessary to gain access to the system. Once a favorable response is received based on the fingerprints, the contract employee may be granted interim access. Following this notification, the Trusted Associate Security System (TASS) Trusted Agent will create an application in the TASS system. Upon approval of the application, the contract employee must report to the DEERS office to receive a Common Access Card (CAC). Additionally, the contract employee must complete and sign a DD2875 form requesting access to the NIPR network. This request will be processed by the Information Assurance personnel of the Civil Engineer Squadron. While the Civil Engineering Squadron Commander may grant contract employees temporary or interim access to government systems in non-sensitive positions pending the outcome of the National Agency Check with Inquiries (NACI), access will be immediately denied if the NACI results in an unfavorable determination or if no determination is made.
3.10. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE
PRESIDENT OR SECRETARY OF DEFENSE. According to DoDI 3020.37, this service is considered non-essential to base operations during crisis situations. Crisis situations are defined http://www.opm.gov/forms/pdf_fill/SF85P.pdf as any emergency declared by the President or Secretary of Defense, whether or not U.S.
Armed Forces are involved. This includes, but is not limited to, civil unrest, insurrection, civil war, civil disorder, terrorism, hostilities buildup, wartime conditions, disasters, or international conflicts that pose a serious threat to Department of Defense (DoD) interest. If the contractor is denied access to the base and it is essential to access the furnishings inventory, the government Quality Assurance Evaluator (QAE) will request assistance from a member of the Security Forces. They will access the inventory and have the Security Forces generate a report on any property moved to ensure the integrity of the inventory. A copy of this report will be provided to the contractor within two business days of the action.
3.11. LOST AND FOUND PROPERTY: It is the contractor's responsibility to ensure that all items of potential personal or monetary value found by their employees are turned in to the Airmen Dorm Leaders.
3.12. PARTNERING AGREEMENT. The contracting officer may require a partnering agreement between the government and the contractor to ensure effective cooperation and a solid partnership among all parties involved in executing this contract. Partnering involves establishing a cooperative government-contractor relationship that aims to achieve mutually beneficial goals. This includes an agreement in principle to share the risks associated with completing the project and to foster a supportive partnership environment.
3.13. RECORDS MANAGEMENT. The contractor understands that when creating, handling, and maintaining records for the Air Force, whether electronic or paper, it is essential to comply with the requirements set forth in the AFRIMS Records Disposition Schedule (RDS) and AFI 33-322, Records Management Program. To ensure compliance with these regulations, please contact the Base Records Management Office (436 CS/SCXK, Bldg. 310) at 302-677-5157 for guidance and training.
3.14. NOTIFICATION REQUIREMENT The Contractor must notify both the Contracting Officer and the Project Manager of any critical issues that could impact life, health, safety, contract performance, or the environment. Verbal notification should be given immediately, followed by written notification as soon as possible.
3.15. OPERATIONS SECURITY (OPSEC)
3.15.1. Avoid discussing or revealing information about the installation's work with anyone who does not have a valid need to know. Always adhere to a 100% shredding policy when disposing of written or printed materials.
3.15.2. Contractors or subcontractors who have a Common Access Card (CAC) are required to complete the DAF Operations Security Awareness Training (CBT) course via the MyLearning site. This training can be accessed through the AF Portal at https://lms-jets.cce.af.mil/moodle/.
The site automatically records the completion of the training and allows users to print a certificate if needed by their Unit or Base Training Manager.

Has the PWS been routed to the appropriate offices, ie, SFS, Manpower, OPSEC, Records Maintenance?
WHITE, HAYDEN J TSgt USAF AMC 436 CES/CEIHD Yes, I can send all the confirmation emails.
3.15.3. For contracts that require additional Operational Security (OPSEC) measures, enhanced security requirements will be enforced using DD Form 254, the Department of Defense Contract Security Classification Specification. This will be done in accordance with DODM 5220.22-V2 and AFMAN 16-1406v2, which outline the National Industrial Security Program and industrial security procedures for government activities. Furthermore, if the OPSEC block is checked on the DD Form 254, the OPSEC coordinators from the 436th Contracting Squadron will instruct the contractor to develop an OPSEC program plan. This plan should detail how the contractor intends to safeguard critical and sensitive information related to the contract. Once the organization accepts the plan, the contractor must implement an OPSEC program tailored to the nature of the work and relevant operational concerns.
