STATEMENT OF WORK (SOW)

Project # 561-240

Construct Parking Garage 12/1/2020

1. Contract Title.

Furnish professional A/E services to provide study, survey, evaluation and design to Construct Parking Garage at the VA NJ Health Care System, East Orange, NJ.

2. Background.

Currently, VA East Orange campus needs approx. minimum of 330 additional parking spaces to accommodate actual and future demands driven by constantly growing outpatient clinic activities. Project will provide for additional parking space in near proximity of main hospital building No. 1

The parking shortage became a daily problem affecting all visitors to the campus. Wasted waiting time, inconvenience and unsafe conditions when crossing the main road especially for people with disabilities are just a few of the issues related to lack of adequate parking.

The new structure will generate the additional parking spaces required for the campus and provide increased safety for accessibility. A new upper lobby will be created with direct skywalk connection to the new parking deck. This will allow for direct connection to Imaging and the Emergency Department with easy access to outpatient surgery. The additional entry will alleviate congestion at the current main entrance and allow easier access for veterans to diagnostic and testing services.

In addition, the top floor will consider integration of solar panels. Solar power could be used for nighttime lighting, electric vehicle charging or reduction in energy consumption by the VA East Orange campus.

Newly created parking garage should create time saving, convenient and safe access for Veterans, their families, caregivers, survivors and staff to the Building # 1 Main Hospital at VA New Jersey Health Care System East Orange Campus.

3. Scope.

This work is being funded under the Department of Veterans Affairs, Veterans Health

Administration, Minor Construction Program and shall adhere to the rules and regulations outlined in VHA HANDBOOK 1002.02.
