About this file
This memorandum from the Department of the Air Force, 673D Air Base Wing at Joint Base Elmendorf-Richardson (JBER), Alaska, details requirements for replacing air compressor systems in Hangar 19 and Hangar 20. For Hangar 19 (Building 8681), the specifications call for a new 100HP motor compressor system with a 400-gallon receiver, power outage restart capability, and inlet air filters, to be used for pneumatic tools and F-22 fuel system pressurization. For Hangar 20 (Building 17354), a 50HP motor compressor system with an XE-70 controller is required for back shop equipment maintenance.
The vendor responsibilities include removing existing compressor systems, installing new systems in the same locations, performing all facility connections without modifications, managing daily cleanup, removing packaging materials, and providing a minimum 1-year manufacturer's warranty. The air compressors are critical for supporting pneumatic tool operations in the fuels maintenance hangar and ensuring serviceable hydraulic components are available for aircraft stationed at JBER. The memorandum is dated 02 September 2025 and appears to be preparing for a solicitation to procure these air compressor systems.

MEMORANDUM FOR
FROM:
SUBJECT: Hanger 19/20 Air Compressors
1. The purpose of this memorandum is to document the salient characteristics which will be used in the solicitation for this requirement.
The Hanger 19 Air Compressor System provides pressurized shop air used in the operation of pneumatic tools and for pressurizing the F-22 fuel system for various required operational tests. Use of pneumatic tools is required in the fuels maintenance hangar due to conventional battery powered tools presenting an explosion hazard.
The Hanger 20 Air Compressor System provides pressurized shop air used in the operation of back shop equipment required for the refurbishment of aircraft components. Operation of this equipment is vital to ensure serviceable hydraulic components are available in the supply system for all aircraft stationed here at JBER.
2. Hanger 19 BLDG 8681 Minimum Specifications:
Vendor will remove existing compressor system and move to Government identified location on JBER.
Vendor will install a new compressor system at the same location as the removed system.
Minimum 100HP motor to match our current system.
Equipped with ‘Power Outage Restart’. Power resets and surges are common in 8681.
400 Gallon Receiver ensuring plenty of compressed air for demanding equipment.
Inlet Air Filters for better longevity of compressor.
The vendor must perform all connections to existing facility power, pneumatic, and any other required connections.
The vendor is responsible for all connections to existing facility points of connection without modification.
The vendor is responsible for removing all packaging and shipping materials. The area must be kept free of debris at the end of each day.
The vendor is responsible for performing final cleanup of the affected area at the end of installation and demonstration period.
Minimum 1 year manufacturer’s warranty.
