About this file
This is a Justification for Other Than Full and Open Competition memorandum from the Air Force requesting sole-source procurement authority for warranty and preventive maintenance services on HAAS TL-2 and VF-2 Computer Numerically Controlled (CNC) machines operated by the 82 TRSS Trainer Development Flight.
The 82 TRSS requires comprehensive maintenance and repair services from HAAS-authorized and factory-trained certified technicians. Required services include Performance Assurance and Comprehensive Calibration Analysis, all manufacturer-recommended major maintenance checks, comprehensive checks on mechanical, air, coolant, spindle, and way lube systems, vibration analysis, drawbar force testing, geometry inspection, and yearly ball bar calibration with Renishaw ball bar diagnostics. Additional maintenance tasks include gear shift operation checks, spindle orientation alignment, gearbox oil changes, backlash checks on all axes, drive belt inspection, tool changer system inspection and adjustment, spindle taper condition inspection, way cover and wiper inspection, tool change operation checks, tool changer lubrication, counterbalance system inspection, coolant pump and motor inspection with tank cleaning and coolant replacement as needed, air system filter replacement and regulator adjustment, electrical system voltage checks and cabinet cleaning, tool change relay replacement, fan filter replacement, limit switch and safety lock checks, motor brush inspection and cleaning, and Gibbs adjustment. Coolant, oils, and fluids are billed separately as spare parts with Material Safety Data Sheets (MSDS) documentation provided.
The justification cites FAR 6.302-1 (only one responsible source) as statutory authority. Phillips Corporation Inc., Federal Division, currently services these machines and holds GSA Schedule 36 (Contract #GS-03F-080CA). The memorandum asserts that Phillips is the sole and exclusive distributor of HAAS CNC Machine Tools and factory-certified service for United States Government facilities, including all service-related contracts and maintenance agreements. The manufacturer warrants HAAS equipment against defects only when repairs are performed by HAAS Certified Technicians. Market research was conducted with multiple local fabrication companies, yielding no suitable alternative source. No other sources expressed written interest in the acquisition. The contracting officer will ensure fair and reasonable pricing through price analysis comparing proposed prices and PCI Index to historical pricing data. The document is signed and approved by the 82 TRSS Director of Operations, the Contracting Officer, and the Section Chief of the Base/Specialized Acquisition Team, dated August 12-13, 2026.

MEMORANDUM FOR 82 CONS/PKA
FROM: 82 TRSS/CC
SUBJECT: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Sole-Source Requirement (Ref: HAAS TL-2/VF-2 CNC Machines Warranty-Preventive Maintenance Program Service Contract)
1. NATURE AND DESCRIPTION OF THE ACTION BEING APPROVED. Sole source service for 82 TRSS HAAS TL-2 and VF-2 Computer Numerically Controlled (CNC) machines from Phillips Corporation Inc., Federal Division.
2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS (INCLUDING THE ESTIMATED VALUE).
In accordance with agency objectives, the 82 TRSS Trainer Development Flight has a need to obtain a service contract for their HAAS TL-2 and VF-2 CNC machines. The following services are required:
- Certified technicians with experience in machine tool repair.
- HAAS authorized and certified technicians that have been factory trained to perform all services and repairs.
- Perform Performance Assurance and Comprehensive Calibration Analysis.
- All the major maintenance checks that are recommended by the machine manufacturer.
- Comprehensive checks will be made by factory-trained technicians on the Mechanical System.
- Comprehensive checks will be made by factory-trained technicians on the Air System.
- Comprehensive checks will be made by factory-trained technicians on the Coolant System.
- Comprehensive checks will be made by factory-trained technicians on the Spindle System.
- Comprehensive checks will be made by factory-trained technicians on the Way Lube System.
- Comprehensive Calibration Test: To perform vibration analysis program to diagnose a variety of problems on the machine’s spindle, including bearings, drive motors, as well as electrical problems. Vibration analysis data will be analyzed to determine if any corrective and preventative actions need to be taken.
- Drawbar Force Test: To allow for early detection of drawbar tension problems with the spindle's Belleville spring stack, verification of performance of the clamping system as a whole, help prevent damage to spindle taper, premature tool wear, and other machine features critical to machining accuracy, and ultimately help to keep the machine operator safe.
- Geometry Inspection: This series of tests and checks are performed to ensure machine accuracy including parallelism, squareness and true perpendicularity of the Cartesian co-ordinance system and machine.
- Coupled with the standard checks also include yearly ball bar calibration. Renishaw ball bar service is performed for preventive and comprehensive diagnostic report that also gives an overall assessment of machine performance (circularity). In addition, this test provides an automatic diagnosis of up to one specific machine positioning errors including servo mismatch, stick-slip errors, backlash, repeatability, scale mismatch and machine geometry. Each error is ranked according to its significance to overall machine performance alongside the error value.
- Mechanical System Check machine level, verify spindle sweep.
- Check gear shift operation*.
- Check spindle lube and air blast.
- Check spindle orientation alignment.
- Check shot pin operation*.
- Change gearbox oil.
- Check backlash in X, Y, and Z-axis.
- Inspect drive belts.
- Inspect and adjust tool changer system.
- Inspect spindle taper condition.
- Inspect way covers and wipers.
- Check draw bar height.
- Inspect rigid tap encoder operation*.
- Check tool change operation.
- Clean/lubricate tool changer.
- Inspect counterbalance system.
- Inspect lines, hoses and cables.
- Way Lube System.
- Clean filters.
- Inspect lines and fittings.
- Check operation.
- Verify lube/pump operation.
- Coolant System: Remove/check pump and motor, (inspect or clean coolant tank and replace coolant as needed).
- Air System: Replace filters, check pressure/adjust regulator, and inspect system for leaks.
- Electrical System: Check voltages, clean electrical cabinet, inspect connections/terminals and grounds.
- Inspect or replace tool change relays.
- Replace or clean fan filter.
- Check limit switches/safety locks.
