About this file
This document is a Statement of Work (SOW) for the Ellsworth Air Force Base Integrated Base Defense Electronic Security System (ESS) Network Upgrade. The primary objective is to design, configure, test, and implement a new Closed Restricted Network (CRN) for the base-wide ESS, transitioning from the current NIPRNET-supported system. The project requires procuring and installing new TAA-compliant Cisco layer 3 managed network switches with redundant power supplies, Single Mode fiber optic cables, and a Cisco DNA Center, with 10% equipment sparring and no media converters.
Key technical requirements include implementing cybersecurity measures compliant with DoD Risk Management Framework, Security Technical Implementation Guides (STIGs), and various Air Force and NIST standards. The contractor must perform site surveys, develop detailed design and implementation plans, conduct comprehensive testing (including Pre-Installation Test and Checkout and System Operation and Verification Test), and provide training for up to six Ellsworth AFB communications and Security Forces alarm technicians. The project has an desired completion timeline of 8 months from contract award, with work to be conducted exclusively on Ellsworth AFB, and requires strict adherence to base security, access, and cybersecurity protocols.

1. Introduction
a. Existing Condition The base-wide Electronic Security System (ESS) is currently operating on the base NIPR network. The current connections are in secure communications rooms and have AC power and back-up power available through Uninterruptable Power Supplies (UPS) and emergency generators. The current ESS network resides on approximately fifty-five network switches with an additional thirty-five scheduled to be replaced in FY 2026. The ESS field panels on those switches route to four Nodes which then connect to the Core Switch in the Base Defense Operations Center facility and are duplicated in the Alternate Base Defense Operations Center. Comment by JOHNSON, JOSHUA A CIV USAF AFGSC 28 CONS/PKB: Have we/hanscom already purchased these?
b. Description of Need The objective of this Statement of Work is to provide a new Closed Restricted Network (CRN) for the base wide ESS. The ESS CRN work will include the design, configuration, testing and documentation of the new ESS CRN. The contractor will support the transition off the current ESS services while transitioning to the new Ethernet-based network the current based NIPRNET supported ESS services will have to be maintained concurrently will the new network is implemented.
The contractor shall plan, procure, and install an ESS CRN as described in this SOW. All equipment listed in the SOW must be compliant with the Trade Agreements Act (TAA).
2. Technical Requirements
a. Network Switches and SFPs: Contractor will provide and install a CRN by procuring and installing new TAA compliant Cisco layer 3 managed 40/1G network switches and Single Mode (SM) 1 G SFPs. The network switches will have redundant 650-watt power supplies and provide Power over Ethernet + (PoE+). The network switches will connect to the government furnished Single Mode (SM) fiber optic network cables via TAA compliant Cisco 1G Small Form Pluggable (SFP) SM fiber optic modules. Contractor solution shall provide 10% sparring of each network switch. Contractor shall not incorporate any media converters into their design and installation configuration.
Contractor shall provide and install a Cisco DNA Center. Configure and establish security integration, and network controls including policy enforcement, access policy enforcement and automated back-up and restore functions. Network configuration elements include layer 2 switches, layer 3 switches, and associated routing may be required.
b. Single Mode (SM) Fiber Optic Cable: Provide and install SM fiber optic cables and connect to the government furnished and identified patch panels and SM dark fiber optic network cable. The network equipment locations will be approved by the 28 Communications Squadron (28 CS) and Civil Engineering prior to installation. The contractor will test and verify the function of the GFE fiber as part of the CRN installation.
c. Enclosures: The new network switches will be in a secure lockable and tampered data rack enclosure designed IAW ESS design requirements. If the existing data rack does not meet these requirements provide and install a secure, lockable and tampered data rack enclosure to protect the ESS network equipment in the government identified location for the new equipment. Cabinet tampers will be installed in locations that use GFE network enclosures. A red label with white bold lettering will be placed on each GFE enclosure that says, “This enclosure is protected by an ALARM SYSTEM. Please call (insert appropriate phone number here for the security squadron) before opening.
d. Network Power: If the new network switch is installed in an existing data rack, use the existing Uninterruptable Power Supply (UPS) to protect the ESS network from power loss and electrical surges. In locations where a new data rack is installed, provide a UPS to power and protect the new network switch for 30 minutes of back-up power if a local generator or UPS is available. If the building does not have local UPS or generator power, provide UPS power for eight (8) hours of battery back-up to maintain the ESS network during a power failure. The UPS must be fitted with relays to indicate the status of the UPS and power for the ESS on the IDS network.
