ATTACHMENT 1 – ENTERPRISE SPECTRUM MONITORING SPECIFICATIONS
HQ ACC, LANGLEY AIR FORCE BASE (AFB)
ENTERPRISE SPECTRUM MONITORING (ESM)
1. GENERAL. The Directorate of Cyberspace and Information Dominance (ACC/A6) is expanding their spectrum monitoring capability to all ACC bases. Currently there are spectrum monitoring capabilities at Langley to Shaw and Seymour Johnson. The requirement will include delivery, installation, and training for Enterprise Spectrum Monitoring Systems at all ACC bases as funding becomes available. The intent is for all the ACC bases to be monitored from the existing CRFS RFEye spectrum monitoring infrastructure installed at Langley AFB. The planned outcome is for Langley AFB to have spectrum monitoring sensors and associated antennas in place on towers or poles at fixed locations that allow for all areas of the base to be monitored. The established framework for these main operating bases may be used to establish spectrum monitoring systems at additional ACC Installations.
This Performance Work Statement (PWS) provides a comprehensive method for maintenance and repair of ROBDs to maintain their operational status.
2. SCOPE OF WORK. ACC/A6 directorate has implemented the XXXX Spectrum Monitoring system to a fixed-site commercial system to actively manage and monitor the radio frequency spectrum at Langley AFB VA and possibly, eventually at all ACC Installations. The Contractor shall provide all labor, materials and travel to design, develop, install, test a turn-key spectrum monitoring and recording capability that will make it possible to monitor and record the RF environment at Langley AFB VA, with possible eventual expansion to other bases. The hardware and software should be vendor agnostic and be able to work with similar products provided by other companies. The Contractor shall complete the installation. The Government will complete infrastructure connectivity with engineering support from the Contractor. The Contractor shall provide training and support ongoing hardware, software, technical support, warranty, software updates and provide design and test documentation.
The contractor shall also implement an industry leading spectrum monitoring, detection and identifying solution to actively monitor the EMOE at Langley AFB VA with potential to scale out to all ACC bases. Ability to monitor the EMOE at each base from one central location, Langley AFB.
3. SYSTEM TECHNICAL REQUIREMENTS: The system specifications should consists of the following:
1) Frequency Range: 30 MHz to 18 GHz
2) Monitor up to 5 square mile
3) Duration: Constant 24/365 usage
4) Integrations: Ability to include ACC known frequencies from Spectrum XXI files/text files.
5) The system must compare loadable SXXI data/text data with a complete EMOE picture and identify any anomalies.
6) The system must be self-learning and operate autonomously, record noted information, and notify users when unauthorized usage of the EMS occurs.
7) Data must be accessible back to a central command and control system within 2 seconds of signal activation.
8) The system must have the ability to add new sensors at a later date and be able to remotely monitor at least 100 sites/nodes.
9) Vendor must offer a portable/deployable RF monitoring system that will reach back to the control system via network and have same capabilities as the fixed monitoring system.
10) Security Requirements: This requirement is unclassified. Contractors having Government security clearance shall not be required.
11) The system must be capable of automatically or manually determining the modulation type.
12) All collected data must be accessible only by Government personnel
13) The contractor shall provide all installation.
14) The contractor shall provide 12 months on-call technical support.
15) The contractor shall provide a minimum one-year warranty to include all parts and software.

TASK 1– CLIN 0001: EQUIPMENT. The Contractor shall provide “blue-badge” Unified Support services as required to the DoD. Unified Support is a “blue-badge” technical support service with direct access rights to developers of Microsoft proprietary products. Unified Support is a support service that minimizes and quickly resolves issues and provides the Government access to Microsoft experts for DoD Governments to keep applications and systems running smoothly.

TASK 2– CLIN X002: SERVICES. The Contractor shall provide “blue-badge” Unified Support services as required to the DoD.
