PERFORMANCE WORK STATEMENT
Mitel/Unify Annual Sustainment
1.0. GENERAL
This Performance Work Statement (PWS) establishes the requirements for sustainment and repair for the Mitel/Unify Systems located at Ellsworth Air Force Base 28 BW.
2.0. DESCRIPTION OF SERVICES:
The contractor shall provide all personnel, equipment, tools, materials, supervision and any other items and services necessary to ensure the unify system is operational.
The primary technical services shall be performed by individuals who are Mitel/Unify certified, qualified, and experienced in performing maintenance and repair of equipment (Reference Section 6.0 Equipment List), crisis management, dispatch consoles, and all associated Mitel/Unify telecommunications hardware and software that are installed throughout Ellsworth
28 BW.
2.1. PLACE OF PERFORMANCE:

2.2. SCOPE OF WORK:
This maintenance contract will include the sustainment and repair of all equipment listed below and identified in further detail in Section 6.0 Equipment List.

2.3. PERIOD OF PERFORMANCE:
Base Period of 12 Months, with an additional 4, 12-month option years.
3.0. SERVICES SUMMARY
3.1. The contractor will resolve and/or diagnose system issues for the MCS installed Mitel/Unify applications: OpenScape Voice, OpenScape Xpert, iNemsoft radio interface, ASC voice
MCS Mitel/Unify Sustainment Page 2 of 5 recorder, Teguar Micro Computer, Teguar Touch Screen Monitor, PTT Handset, Speakers, and Console UPS.
3.2 Baseline Maintenance: The Contractor will initially repair all items not in working order or serviceable condition within thirty (30) calendar days of contract award, the Contractor with the CO/COR (or representative) shall determine the working order and condition of all equipment listed in Paragraph 6. The CO will give instructions for situations where a unit requires a level of repair potentially constituting replacement as described by paragraph 3.5. All repair work shall be in accordance with standard commercial practices using only new parts of equal quality specified by the manufacturer in effecting repairs (substitution of a different component is only permitted where it is equivalent to that which was tested, as determined by the certifying agency and approved by the COR.
3.3. The contractor will be responsible for maintaining the Mitel/Unify system applications at current approved software loads. The contractor will replace defective hardware, and perform all labor to maintain and replace. Any replacement equipment provided by the company as part of this contract will be warrantied throughout the term of the contract. The installation effort and workmanship will be the sole responsibility of the company throughout the term of the contract.
3.4. The contractor will manage replacement actions necessary when a part fails
3.5. If the contractor identifies hardware that is beyond economical repair on equipment and replacement is not included in the basic warranty service identified in this statement of work.
The contractor will notify the Contracting Officer and any other Identified Government POCs.
3.6. The contractor will provide help desk support which will be available on a 24/7/365 basis to actively support the Unify systems. The help desk will be equipped with the capability to remote into the system via the AFNet. The Air Force must approve and permit access via CAC/Admin Token.
4.0. QUALIFICATIONS:
4.1. Contractor must be a Mitel/Unify Systems certified partner authorized to perform on-network installations and maintenance.
4.2. Contractor certifications must include the following to fully resolve/diagnose system discrepancies: Complete understanding of system design, installation diagrams, and maintenance records on the OpenScape Voice LSC, OpenScape Xpert, INemsoft radio interface, ASC voice recorder, Teguar Touch computer and all associated 3rd party items (PTT Handsets, Speakers, UPS, cabling).
4.3. Contractor must meet the following Air Force requirements to access and maintain the installed Mitel/Unify system:

B. CompTIA Security+ Certified

1. The end user will assist in initial triage of the reported issue
2. The end user is responsible for opening and managing all tickets that requires other Ellsworth groups/departments. Ie COM, Radio Shop, Networking, etc. MCS cannot open a ticket with Base COM or other departments.
