About this file

This Performance Work Statement (PWS) details a bridge removal and replacement project for the Department of the Air Force Air Education and Training Command at two sites: Joint Base San Antonio (JBSA) Lackland and JBSA Chapman Training Annex. The project requires removing and replacing an existing golf cart bridge (Hole 18, Bridge B490) and a pedestrian bridge (Bridge B8160), with new pre-fabricated steel bridges that meet Americans with Disabilities Act (ADA) compliance standards. Key specifications include bridges at least 8 feet wide, with steel structures, corrosion-resistant powder finish, 8-ton load capacity, and deck made of pressure-treated Douglas Fir wood, with bridge railings 42-50 inches high depending on the site.

The PWS outlines comprehensive requirements for the contractor, including site preparation, equipment conditions, quality control, and performance objectives. The project has zero-defect performance thresholds, with periodic government inspections and potential remedies for non-compliance. Work is to be performed during base hours (7:30 a.m. to 4:30 p.m.), excluding federal holidays, with the contractor responsible for providing all necessary equipment, maintaining safety standards, and ensuring environmental compliance. The contract includes provisions for progress meetings, warranty documentation, and operational/maintenance manual submissions, with the overall goal of delivering structurally sound, safe bridge replacements that enhance pedestrian and golf cart mobility.
