1. DESCRIPTION OF SERVICES

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Removal of Wastewater Material for routine service and emergency

European commercial standards and shall be performed in accordance with (IAW) all applicable laws, regulations mentioned in paragraph 6.3..

1. 1. OBJECTIVES & SCOPE

The Contractor shall remove wastewater and sewage from oil/water separators, grease traps, holding sewage lift stations Air Base to ensure they remain fully operational. See Appendix A for location, size, and frequency of cleaning of oil/water separators, grease traps, and aforementioned components. The Government reserves the right to add/remove facilities and service locations as needed throughout the performance of this contract.

1.1.1. SAMPLING AND LABORATORY ANALYSIS

The Contractor shall provide sampling and laboratory analytical services for process control and to support Base Civil Engineer and Regulatory Agency Operating requirements IAW German and or this sampling and analysis service. 2.8.2. CLEANING OF GREASE SEPARATORS

Perform cleaning service of all grease traps to include removal, transportation, and proper disposal of contents IAW DIN 4040-100, DIN EN 1825. Residual or recharge water must be higher than lower inlets.

2.8.3. CLEANING OF HOLDING SEWAGE TANKS, PACKAGE WASTEWATER TREATMENT PLANTS,

AND SEWAGE LIFT STATIONS

Perform cleaning service of sewage holding sewage lift stations, and wastewater treatment plants (WWTP) IAW DIN 4261 and manufacturer’s operations and technical manuals. The Contractor shall transport and discharge contents of sewage holding at Spangdahlem Air Base to the WWTP at building 2016, or discharge it to a designated manhole as by the COR. Estimated quantity to be removed per year is in Appendix A. Any discrepancy from service stated in this paragraph

2.8.4. CLEANING OF RAIN RETENTION BASINS (RRB)

Rainwater retention basins shall be cleaned annually. Filter systems and sand traps shall be inspected and cleaned according to the manufacturer’s manuals. 2.8.7. EMPTYING OF INTERNAL POL-STORAGE TANK BOTTOMS

2.8.8. CLEANING OF STORM WATER DRAIN INLETS, DRAINAGE LINES, AND DRAIN GUTTERS

The Contractor shall clean, transport and properly dispose of all sediments and debris from Storm Water Drain Inlets (SWDI) taxiways. Services shall be performed IAW German commercial standards and will include drainage lines; cleaning debris from drain gutters base wide, as needed; and cleaning up and removing pavement areas. Those inlets which are secured by screws must be secured after service performance. Missing screws shall be replaced by the Contractor.

2.8.13. GENERAL INSPECTION AND TIGHTNESS TEST OF OIL/WATER SEPARATORS AND GREASE

Perform general inspection and test all parts and connections of OWS systems including the associated pipes (DIN 1986) on tightness according to DIN 1999-100/DIN EN 858 and according to DIN 4040-100 with DIN EN 1825-1 and DIN EN1825-2 for grease separators. Contractor is required to develop a plan for inspection of approximately 30 separator systems per year. Results shall be reported in the operations and inspections manual for all systems, as recommended in the “Merkblatt Mineralölhaltige Abwässer und Abfälle aus Betriebsstätten zur Wartung, Reinigung, Betankung und Demontage von Fahrzeugen Pamphlet for industrial waste water/material contaminated with oil for maintenance, cleaning, and demounting of vehicles CES/CEOIU. One copy each of the complete status report or detected report must be forwarded to 52 CES/CEOIU within 5 days.

2.8.16. Self-Monitoring/Inspection

The Contractor shall perform, on behalf of the US-Government, monthly and semi-annual monitoring/ inspections (Eigenkontrolle) of all listed/included separators in paragraph 2.8.1 and 2.8.2 of this PWS IAW DIN 1999-100 and DIN 4040-100. Any discrepancy from service stated in this paragraph or unusual reported to the COR on the same duty day.

2.8.17. DISPOSAL OF OTHER HAZARDOUS MATERIAL FROM RAINWATER CATCH/RETENTION

BASINS

This paragraph is a supplement for Para. 2.7.4 for higher disposal costs, when the sludge waste in the basin is as hazardous. The service must be performed IAW the mentioned laws and regulations in paragraph 6.3. of this PWS. Any shall be reported to the COR on the same duty day.

2.8.18. REMOVAL, TRANSPORTATION, AND DISPOSAL OF DE-WATERED SEWAGE SLUDGE

De-watered sewage sludge is stored in metal containers (each container has a capacity of 10 cbm) at the WWTP, Building 2016, SAB.

4. Personnel, EMPLOYEE HEALTH, SAFETY AND QUALIFICATIONS

4.1 CONTRACTOR/EMPLOYEE BASE PASS AND IDENTIFICATION, SPECIAL

CLEARANCES AND VEHICLE PASSES

The Contractor shall comply with all requirements and procedures IAW DAFFARS 5352.249-9000 Contractor Access to Department of the Air Force Installations. All documentation shall be initially submitted and as personnel changes during contract performance with enough time to guarantee services can start at the given POP and continue without interruption.

4.2. SAFETY AND HEALTH STANDARDS

The Contractor shall initiate and maintain such programs as to comply with the provisions of the Occupational Safety and Health Standard (OSHA) Act and Globally Harmonized System. Additionally, any applicable European and/or German law, contract clauses, other directives, and/or regulations.

4.3. SPECIAL QUALIFICATIONS

The Contractor shall provide a designated Foreman who shall be responsible for the performance of the absent, shall be designated in writing to the CO. The Foreman or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Foreman or alternate shall be available between 0700 through 1800 hrs, Monday thru Friday, except Federal and German holidays, or when the government facility is closed for administrative reasons. Stand-By personnel shall be available for emergency calls 24/7.

4.5. IDENTIFICATION OF CONTRACTOR EMPLOYEES

4.6. ORGANIZATIONAL CONFLICT OF INTEREST (OCI)

The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the CO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable she deems necessary, including prohibiting the Contractor from participation in subsequent contracted projects from equipment if they already execute maintenance and general inspection during the performance period of this contract (e.g. IAW new DIN 1999-100 in the case of oil-water separators).

4.7. CONTRACTING OFFICER REPRESENTATIVE (COR)

The COR is not authorized to change any of the terms and conditions of the resulting contract or orders.

The Contractor is authorized to use water and electricity provided by the Government for the purpose of cleaning Government facilities and equipment on an as needed basis.

The Contractor shall have an appropriate location, for everything that is going to be disposed of, as stated in paragraph 2.8.10., to store designated types of waste during periods in which it cannot properly be disposed of or is awaiting r

6.2. DEFINITIONS

CONTRACTOR

government. The term used in this contract refers to the Prime Contractor.

CONTRACTING OFFICER (CO) A person with authority to enter into, administer, and or terminate only individual who can legally bind the government.

CONTRACTING OFFICER REPRESENTATIVE (COR) An employee of the U.S. Government appointed by the CO to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

DEFECTIVE SERVICE A service output that does not meet the standard of performance associated with the PWS.

DELIVERABLE Anything that can be physically delivered but may include non-manufactured things such as meeting minutes and reports.

KEY PERSONNEL Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS.

PHYSICAL SECURITY Actions that prevent the loss or damage of Government property.

QUALITY ASSURANCE The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

QUALITY CONTROL (QC) All of an end product of service shall meet contract requirements.

SUBCONTRACTOR One that enters into a contract with a Prime Contractor. The Government does not have privity of contract with the subcontractor.

WORKDAY The number of hours per day the Contractor provides service IAW the contract.
