General Information

1.0 Scope of Work

Base Bid The purpose of this contract is to remove the existing composite shingle roof and replace with a durable metal roof on the “Van Vleck bunkhouse” located within the Eldorado National Forest. Due to the high elevation, the new metal roof purpose is to withstand heavy snow loads due to extreme winter weather.

Option Item There is also an option for the installation of 12-volt, low wattage LED solar lighting system. The Van Vleck bunkhouse is a two room, plus one interior bathroom. The Bunkhouse is just approximately 600 square feet while the roof is approximately 800 Sq feet.

For project location maps and photographs, see attachments. Any maps or photographs included in Section J are general in nature and are not to be considered as definitively identifying locations.

3.0 Technical Requirements / Tasks

Base Bid - Standing Seam Re-Roof

• Work will include installation of standing seam roofing system for Van Vleck Bunkhouse located in the Eldorado National Forest, Pollock Pines, CA.

• Remove the existing asphalt shingle roofing system down to the plywood deck.

• Inspect decking for damage or erosion. The replacement of eroded or damaged wood will be done only as required by the city, county, state, or OSHA standards.

• Installation of eave flashings at all eave locations.

• Due to heavy snow loads, “SNOW GAURDS” product will need to be installed to prevent dangerous snow/ice from falling suddenly off the roof.

• Install a layer of self-adhered synthetic asphalt underlayment over entire roof deck.

• Install new 24" pre painted 24-gauge metal valleys over layer of Grace “Ice & Water Shield” self-adhering rubberized asphalt membrane at all designated valley locations.

• Install Taylor Metal Products or similar grade/quality product, a “standing seam roofing system”.

o (Exact color specifications of metal roof will be selected by government C.O.R, after contract is awarded.

Government COR and contractor will meet to select specific colors) prior to installation.

• All panels will be 18" wide with striations. All panels with be mechanically installed with the use of factory supplied clips and screws pre manufactures recommendations.

• All rake, ridge, and valley locations will be installed pre manufactures recommendations with manufactures approved materials.

• Installation of roof jacks, roof penetrations, plumbing pipes, hot pipes, fan pipes, etc. painted to match roof shingle color.

• Installation of all flashing' with specialized steel rubber screws pre manufactures recommendations.

• Clean-up of project site and disposal of all project waste and debris.

o Provide a Contractor limited 3-5year workmanship warranty (suggested industry standard)

Roof replacement work performed under the scope of this contract will be performed in accordance with the requirements set forth by the National Roofing Contractors' Association (NRCA) and the manufacturers of each component used.

Option Item - Solar Power Lighting In 2018, the decision was made to remove the old propane lighting system from The Van Vleck bunkhouse. A taller pole mounted solar lighting system was decided to replace the old propane lantern lights. The lighting system was designed to be for an off-grid remote location. The taller solar panel mount system was selected for the ability to operate and handle the high snow levels in the locations. At this project location in the summer of 2020, the USFS recreation staff installed a 17ft, 4-inch diameter steel pole in ground with concrete pad which is to be used as the support for the top of pole mount, however the project was never completed. The contractor is expected to finish the installation of a solar lighting system from this point on.

The system will be a 12-volt, low wattage led lighting system, consisting of solar panels, secured to a top of pole mount(outside). The power supply will lead inside the bunkhouse, into a large closet. Between the two rooms and bathroom, it estimated there will need to be approximately 5-10 various light fixtures to be installed.

The Forest Service will only purchase all interior lighting fixtures and compatible switches after contract is awarded.

These interior lighting fixtures will be supplied to the selected contractor to be installed by the contractor. All other necessary solar charging components such as modules, top of pole mount, batteries, charging controllers, wiring, tubing, conduit, fuses, installation hardware, breakers, circuits, fuses etc. and any other system components and installation hardware, will need be supplied and installed by the contractor. The only parts/components that will be purchased by the Government and then supplied to the contractor for installation will only be the lighting fixtures and any compatible switches.

Note that the number fixtures and specific style has not been finalized. Below is an estimated breakdown of approximately how many fixtures and the desired location.

Specification: Voltage: 12V DC Power consumption (60-Watt equivalent), Warm light and if possible, prefer dimming capabilities on all fixtures.

• Kitchen-1-2 qty. Ceiling fixtures and if needed separate wall switch (above sink and countertop)

• Living room-1-2 qty. Wall or celling mounted fixtures and if needed separate wall switch.

• Dining room-1-2 qty. Ceiling fixtures and if needed separate wall switch.

• Bedroom-1-2 qty. Wall or ceiling mounted fixtures and if needed separate wall switch.

• Bathroom-1-2 qty. Ceiling or wall mounted fixtures for bathroom/shower and if needed separate wall switch.

The system should be a solar charging system that has four solar modules (panels) that charges four large solar batteries to be the power source for all interior lighting. The work required would be to install approximately four solar modules(panels) to a “top of pole mount” style. Due to the heavy snow load during winters, the appropriate mounting style would be the top of pole mount. Refer to the drawing and picture below for the top of pole mount setup.

This sample drawing has a 4-module setup that is desired for the Van Vleck Bunkhouse.

The picture is a sample of the engineering plans from MT Solar. The company builds custom mounts to secure solar panel modules. These mounts are designed to withstand extreme weather and high winds.

The closet will house batteries, charging controller, fuses and all other necessary system charging components. The contractor will need to build a small “battery box” to safely store all charging components inside this closet. The purpose of the box is to keep all wiring and components free from rodents/protected from any other damage. The contractor shall notify the Contracting Officer in writing for further direction if any ventilation or safety measures need to be addressed. A similar battery box was built at Robbs Hut, Eldorado National Forest. The power supply will run from the box out of the closet and into ceiling/wall LED fixtures. The Van Vleck bunkhouse is approximately 600 square feet.

This system is only to provide power to operate several low watt LED celling /wall panel lighting fixtures. Power source is for lighting only, no power is needed for wall outlets or appliances. Installation of a similar solar lighting system at another rental cabin, Robbs Hut, was completed by Forest Service staff in 2019. This system is currently working/operating. The site, Robbs Hut, may be visited/surveyed by contractor before work begins on the Van Vleck Bunkhouse. The main objective is to have a safe and efficient lighting system that resembles the previous installed version at Robbs Hut. It is understood that certain installation details may vary from each site due to differences in site location, structures, materials, personnel differences etc.

4.0 Project Management

The contractor shall appoint a Project Manager to coordinate all Contractor’s activities during construction and to liaise with the Contracting Officer Representative (COR) and/or Contracting Officer (CO), and Project Engineer for the USDA Forest Service.
