PART I – PROJECT SPECIFIC GUIDANCE
1. SCOPE
1.1 OBJECTIVE:
Provide 35% architectural and engineering (A/E) design services for the Repair of Main Parking
Apron transformers and Lighting. Design shall adhere to Air Force Whole Building Design Guide, Dover Air Force Base (DAFB) Installation Facilities Standards (IFS) and DAFB Design Guide and Dover Air Force Base Standard Specifications.
1.2 PERIOD OF PERFORMANCE:
Total period of performance for this design service is 90 days (negotiable prior to contract award).
1.3 LIMITATIONS:
The project location is past the flightline in a restricted area. The contractor is responsible for ensuring coordination through the installation and contracting to gain proper access to the required locations.
1.4 LOCATION:
The primary location of this project is along the flightline on Dover Air Force Base, DE. Work is to be performed at the following location on Dover Air Force Base located in Kent County the city of Dover
Delaware.
1.5 OBJECTIVE OF DESIGN
A/E contractor shall develop 35% design documents including specifications, drawings, and cost estimate for the Repair of Main Parking Apron Transformers and Lighting. Repair scope shall include but not limited to the following:
1.5.1 Desing:
a. Upon contract award, government will provide as-built building electrical layout.
Contractor is responsible for field verifying all data as designs are not guaranteed to be accurate. Contractor is responsible for all required electrical engineering calculations per UFC 3-501-01 and will submit them with design review. Please refer to SOW Attachment 1 – DAFB Feeder Map for exact locations.
b. Contractor shall design a three phase 2/O American Wire Gage (AWG) 220 Amp
(minimum) copper underground conductor with all necessary connections to supply all ramp lighting and all other existing facilities and electrical connections from T-
RAMP 1 to T-RAMP 15.
c. Contractor shall design Light Emitting Diode (LED) fixture replacement for ramp lights at T-RAMP 1, T-RAMP 18, T-RAMP 21, T-RAMP 22 AND T-RAMP 23.
Light poles shall have LED drivers at the base of the pole and shall follow guidance from UFC 3-530-01 and UFC 3-535-01 in addition to any other applicable standards. Design shall utilize existing light poles.
d. Contractor shall conduct a photometric study to verify lighting meets or exceeds the required lighting levels from UFC 3-530-01 and UFC 3-535-01 in addition to any other applicable standards.
e. Contractor shall design transformer replacements for T-RAMP 1, T-RAMP 22, and T-RAMP 23. Contractor shall ensure new transformers are compatible with feeder connections and replacement lights. Include all required electrical engineering calculations specified in UFC 3-501-01.
f. Contractor shall design a lighting control system to control all ramp lights for the entire flightline from the air traffic control tower, Building 502, by communication line. The lighting system shall control light brightness and individually control each light from a control panel located at the tower in addition to controls located at the base of each light pole. The design shall include control by photometric sensor in addition to aforementioned controls.
g. Contractor shall design a 2/O AWG 220 Amp (minimum) copper three phase underground tie in to create a loop in feeder 7 at building 729 using a switchgear between T-RAMP 5 and T-RAMP 6.
h. Contractor is responsible for ensuring all designs are compliant with NFPA 70, UFC
3-501-01, UFC 3-530-01, UFC 3-550-01, UFC 3-535-01, Dover Installation
Facilities Standards (IFS) and all other relevant regulations and will submit selected components to the government for approval. They are responsible acquiring all necessary permits, coordinating with installation utility managers for outages as necessary, and ensuring all work is inspected as required. They will also include Easy
Power (or Easy Power compatible) digital designs for the system at each design submission, including the transformer to grid connection.
i. Supplemental Descriptions and Criteria – The information provided in the paragraphs that follow shall be used at every submittal point to produce the various elements of a complete Design Analysis. The Purpose of Design Analysis contents shall be used:
- to provide a narrative description of the key elements and features of the design
- to provide the basis for design, including assumptions, design criteria such as temperature, humidity, and loads.
- to provide the information, justification, and calculations of the design.
- to provide the designer’s thought process in the development of the design.
Analysis Summary – The Analysis Summary Shall
- Describe the Scope of Work.
- Identify any violations of criteria that would occur if the project were constructed as described in the SOW/TO.
- Discuss Fire and Life Safety compliance.
- Address electrical classifications.
- Recommend phasing of construction if required to meet user needs.
- State reasons for selection of materials, components, and systems. Show actual design calculations with the appropriate discipline listed below.
- Address the maintainability of all selected equipment. Provide detailed analysis in the appropriate discipline to indicate that all clearances are sufficient to permit service, removal, and replacement.
- Address life cycle cost considerations. Where applicable, show balance of initial cost with operating and maintenance costs over the anticipated life of the facility or system.
- Address energy analysis to include, but not limited to energy use by utility, energy use profile, unmet hours report, energy cost savings, and energy use savings.
Electrical Drawings – Electrical drawings must be complete enough to thoroughly express the designer’s intentions and include the following:
- Existing Site and Demolition Plan
- Site Plan
- Single Line Diagram
- Communications plans for lighting control system
- Preliminary Design Analysis including Preliminary load calculations for utility connections.
2. POINTS OF CONTACT (POC):
POC(s) will be provided at the time of contract award.
3. GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL, AND
PROPERTY
A INFORMATION – The Government may provide information in the form of available plans, reports, maps, and drawings as necessary to facilitate accomplishment of the work required in this Statement of Work. The Government may furnish electronic copies of available As-Built drawings that are pertinent to the buildings involved. However, these drawings are not warranted to show conditions as they actually exist. The designer shall field verify the information shown on the As-Built drawings as necessary to produce a quality-designed project.

3. DESIGN CHARRETTE
3.1. Qualified Design – Professionals licensed architects and engineers in the inspection fields competent in their area of practice shall be assigned to this project.
3.2. Design Charrette – Due within 15 calendar days after Notice to Proceed (NTP).
3.3. 10% Design Submittal – Due 30 calendar days after Notice to Proceed (NTP).
3.4. 35% Design Submittal – Due 60 calendar days after Notice to Proceed (NTP). To include fully edited specifications, complete drawings, and Basis of Design. Design document submissions shall include the following:

3.4.3. Minutes and sign-in sheets of all meetings pertaining to the development of the design.
3.4.4. Previous Government review comments and Contractor responses

3.5. 35% Design Review Meeting – Within 75 calendar days after NTP. These meetings will include all relevant Base POCs and Contracting Personnel on an as needed basis. These meetings will cover the design review comments made on the current design submittal and will include any pertinent issues which could affect future contract progress. The following items shall be covered:

4. SECURITY AND ANTITERRORISM
4.1. SECURITY:
4.1.1. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Governmental Installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
4.1.2. At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
4.1.3. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal
Background Investigation (CBI).
4.1.4. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
4.1.5. The contractor shall submit any request for compensation on delays to the
Contracting Officer for approval. The contractor shall notify the Contracting
Officer or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.
4.1.6. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The
Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
4.2. CONTRACTOR BADGE POLICIES:
4.2.1. All requests for contractor badges will be submitted through the 436th
Contracting Squadron and/or the requesting agencies base point of contact. The
436th Contracting Squadron or base point of contact will then fill out an
Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW
OPlan 31-101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment.
4.2.2. All contactor employees requesting to be granted unescorted access to the
Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.
4.2.3. DAFB Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 Security Forces Squadron
(436 SFS), Pass and Registration for destruction. Also, before a new badge will be issued, an ORM must be resubmitted to the Pass and Registration section for approval.
In the event a badge is lost or stolen, immediately contact the 436 Security Forces
Squadron, Pass and Registration office. The badge holder must accomplish the
Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436
Security Forces Squadron, Pass and Registration office and submit a new request for badge before a new badge can be reissued.
4.2.4. Base Contracting Office or base point of contact will immediately notify
436 Security Forces Squadron, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting
Officer.
4.3. INSTALLATION ACCESS:
4.3.1. The contractor shall obtain personal contractor identification badges for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicated on their contractor badge.
4.3.2. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB
Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non- consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
4.3.3. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
4.3.4. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
4.3.5. During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended as the direction of the Installation Commander.
4.3.6. DoD Contractors supporting a Base Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness
Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Joint
Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card.
4.3.7. DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT
Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html
4.3.8. IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on
JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.

5. Antiterrorism
5.1.1. References:
• Department of Defense Instruction O-2000.16, Volume 1 DoD Antiterrorism (AT) Standards, Standard 18
• Defense Federal Acquisition Regulation Supplement (DFARS) (Reference (r)) reflects current DoD AT security requirements for defense contractors.
• Joint Publication 3-07.2 Antiterrorism
5.1.2. Terrorism is defined as: The calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.
5.1.3. Antiterrorism: As a prelude and during performance of any contract, it is critical that the Contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.
5.1.4. Contractors or subcontractors possessing a Common Access Card (CAC) will complete AT Awareness Level I training IAW AFI 31-145, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the MyLearning site. This training site is available through the AF Portal at https://lms-jets.cce.af.mil/moodle/. This site automatically records members completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.
5.1.5. Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction/services on the installation will complete AT Awareness Level I training IAW AFI 31-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html
5.2. Force Protection Condition (FPCON) Impact on Work Levels
5.2.1. If the DAFB FPCON is elevated to Charlie, the installation shall evaluate the need for contract services to be discontinued. At FPCON Delta, services are discontinued. Services shall resume when the FPCON level has been lowered.
5.2.2. Administrative Note: In the event of an emergency, dial 911 from any land line on the installation. The call will be routed to the ECC (302-677-6666). If a cell phone is used to dial 911, it will be routed to the county 911 dispatch. Inform the dispatcher the emergency is on DAFB and they will route the call to the DAFB ECC.
5.3. Flight Driving
5.3.1. Important: Vehicle Operations: Individuals that will operate a vehicle on the airfield shall receive driver’s training from Airfield Management prior to starting work. Careful attention and strict adherence to the training will prevent accidental damage to aircraft and possible injury to both flight and ground personnel. The training should be completed ASAP but NLT 24 hours prior to the start of the project.

5.3.2. Vehicle operations within the controlled movement area (CMA) are under the control of tower personnel. Control tower radio instructions shall be observed and obeyed by vehicle operators at all times while performing work on the airfield. The Contractor shall assign the Government furnished radio to one of their personnel on the airfield whose responsibility shall be to maintain contact with control tower personnel and coordinate all Contractor movement within the CMA. The Contractor shall check in with Airfield Management each morning to state the location and type of work being performed on the airfield and at the end of the day to advise Airfield Management that work is completed for the day. Airfield Management will need to check the construction site for compliance with UFC, ETL, and AFI for construction site marking, lighting, obstruction clearance and Foreign Object Damage (FOD) potential.
5.3.3. Airfield Barricades: Barricades shall comply with Unified Facility Criteria (UFC) and Air Force Instructions (AFI). Barricades shall consist of reflective orange and white low profile barriers listed in the Unified Facility Criteria Engineering Technical Letters (UFCETLs) or AFIs. Maximum spacing of barricades is 50 feet, with two amber-yellow lights on each barricade. Spacing requirements are found in the UFCs. All barricades shall be either anchored or of sufficient mass to retain an established position where they are placed, in all types of weather conditions. Flashing lights shall be at least 5 candelas effective intensity and flash at a rate of 55 to 75 flashes per minute. Continuous burning lights must have an effective intensity of 10 candelas.
5.3.4. Contractor will be provided a copy of UFC 3-260-01 Attachment 14 for Construction Phasing Plan and operational safety on airfields during construction.
5.3.5. During construction there will be times, due to mission requirements, the contractor will not be authorized to work on site. The times could vary from 24 to 48 hours for work stoppage.
