About this file

This Performance Work Statement (PWS) is for the repair of a Detroit Diesel engine (6V71/53) from a hydraulic test stand at Seymour Johnson Air Force Base. The key objectives are to obtain a fully functional and reliable engine that meets original equipment manufacturer (OEM) performance standards. The contractor must pick up the engine from Building 2115, transport it to their maintenance facility, replace multiple defective components (including specific gaskets, seals, and filters), reseal the cylinder head, perform a dynamometer test to verify 210 horsepower at 2800 RPM, and deliver the repaired engine back to the base.

The scope of work includes detailed specifications for component replacement, comprehensive dynamometer testing (checking tune-up, compression, cooling system, lubrication system, fuel system, and air intake), and adherence to strict operational parameters. The contractor must coordinate pickup and delivery with the Aerospace Ground Equipment (AGE) shop, maintain security protocols for base access, follow all safety regulations, and provide a post-repair report. The warranty requires the repaired engine and replaced components to be free from defects for a minimum of 500 hours of operation from the date of final acceptance.

Performance Work Statement (PWS) Seymour Johnson AFB

Hydraulic Test Stand Detroit Engine Repair and Maintenance 21 August 2025

1. BACKGROUND

1.1. The Aerospace Ground Equipment (AGE) flight at Seymour Johnson Air Force Base (SJAFB) requires the repair of a leaking Detroit Diesel engine (6V71/53) from a combat-coded hydraulic test stand. This test stand is critical for maintaining operational readiness.

2. OBJECTIVES

2.1. The objective of this PWS is to obtain a fully functional and reliable Detroit Diesel engine (6V71/53) that meets or exceeds all original equipment manufacturer (OEM) performance and test standards. The repaired engine must operate without any internal or external fluid leaks and runs smoothly without unusual noises or vibrations.

3. SCOPE

3.1. The contractor shall:

-Pick up the engine from SJAFB.

-Transport the engine to their maintenance facility.

-Replace defective engine components.

-Reseal the cylinder head.

-Perform a dynamometer (dyno) test run of the engine at its rated horsepower.

-Conduct quality control checks.

-Deliver the repaired engine back to SJAFB.

4. REQUIREMENTS

4.1. Pickup Location: The contractor shall pick up the engine from Building 2115, 1002 Propulsion Road, Seymour Johnson Air Force Base (SJAFB). The contractor shall coordinate the pickup with the AGE shop point of contact, provided after contract award.

4.2. Engine Repair Specifications: The contractor shall replace the following components with new, OEM-equivalent or better parts, unless otherwise approved by the Government:

Gaskets:

-1 ea. 104MT23530408 “Oil Filter”

4.3. Dynamometer (Dyno) Testing: The contractor shall perform a dynamometer test to verify the engine's operational capability of 210 horsepower at 2800 revolutions per minute. The dynamometer must be capable of absorbing at least 216 horsepower. The dyno test shall include, but not be limited to, the following inspections and checks:

4.3.1. Inspect and check for improper tune-up, misfiring injectors, low compression, and other malfunctions.

4.3.2. Inspect cooling system for proper operation, levels, and leaks. Verify the system maintains proper temperature under load.

4.3.3. Inspect lubrication system for proper operation, levels, and leaks. Verify oil pressure meets OEM specifications and it does not read below 15 pounds per square inch gauge.

4.3.4. Inspect fuel system for proper operation and leaks. Verify fuel pressure is 45-70 pounds per square inch and flow meet OEM specifications.

4.3.5. Inspect air cleaner for proper operation. Verify that air intake is within OEM tolerances.

4.3.6. Confirm engine coolant temperature is within normal OEM parameters during testing and does not exceed 210℉.

4.4. Delivery: The contractor shall deliver the satisfactory engine to Building 2115, 1002 Propulsion Road, Seymour Johnson Air Force Base (SJAFB). The contractor shall coordinate the delivery with the AGE shop point of contact.

5. SECURITY

5.1. The contractor shall establish and maintain appropriate administrative, technical, and physical safeguards to protect all Government data. These safeguards shall ensure the confidentiality, integrity, and availability of Government data, in accordance with all applicable laws and regulations.
