About this file

This is Attachment 1 to a Technical Data Package (TDP) for cannon and breech ring components, containing general data and general drawings specifications. The document establishes quality assurance provisions and inspection requirements for military cannon and mount components, specifically focusing on magnetic particle inspection of breech rings and related equipment. The TDP explicitly states that it does not contain specifications or standards requiring Class I Certificate of Compliance (COC) or contractual requirements that can only be met through such substances.

The attachment references five primary drawings including General Quality Assurance Provisions (QAP-APP-WVA), Magnetic Particle Inspection of Cannon and Mount Components (8769067), and three sheets of Magnetic Particle Inspection of Breech Rings in Wedge Type configuration (7309991), plus General Data Governing Special Inspection Equipment (12521199). Additional drawings and documents detail the Body, Breech Ring (Rough Machined Forging), Material Testing Requirements, and Datum Target Sizes and Locations. The specifications incorporate military/federal standards including MIL-DTL-13931 (Cannon General Specification), MIL-R-10185 (Breech Rings Steel Forgings), MIL-HDBK-204 (Inspection Equipment Design), MIL-STD-130 (Identification Marking), and ISO/IEC 17025 (Laboratory Competence). Industry standards referenced include AIA/NAS NAS410 for nondestructive test personnel certification, multiple ASTM standards for material testing, ASME standards for engineering drawings, and SAE standards for steel specifications (particularly SAE 4340 alloy steels with various processing methods). The document applies specific data requirements from the WVA master contract dated February 22, 2000 (items 1, 3, 9, 12, 23) and mandates effective October 1, 2024 that all contractual partners submit electronic and scanned attachments through the Wide Area Work Flow (WAWF) system at PIEE for all Contract Data Requirements List items, with specific technical requirements regarding file formats, size limits (1,946 MB maximum), naming conventions, and submission procedures.

(R) Aerospace First Article Inspection Requirement

The following numbers of the WVA master contract data Requirements list, dated 22 February 2000 apply:

1, 3, 9, 12, 23

Effective 1 October 2024:

Watervliet Arsenal will require its contractual partners to provide electronic and scanned attachments in Wide Area Work Flow (WAWF) found at PIEE (Procurement Integrated Enterprise Environment, at https://piee.eb.mil). If your contract requires any Contract Data Requirements List (CDRL), such as a Certificate of Conformance, a Certified Test Report, or other documents; you will be required to upload these with the submission of an “Invoice and Receiving Report (COMBO)” or “Invoice as 2-in-1 (Services Only)” (DFARS 252.232-7006).

Instructions to upload required CDRL: This ability to upload is located on the Data Capture Portion of the Submission; Header Page, navigating to the Attachments Tab, and can upload documentation there.

Failure to submit the required documentation with your “Invoice and Receiving Report (COMBO)” or “Invoice as 2-in-1 (Services Only)” may result in your invoice being rejected and delay in payment. Each individual shipment requires the associated electronic documentation for inspection and acceptance.

NOTE:

WAWF is designated for Sensitive Unclassified information ONLY.

Do NOT enter classified information in this system.

There is an attachment size limit of 1,946MB, attachments over this size will be rejected. You can upload more than one attachment.

The attachment must be submitted prior to the submission of the transaction. If multiple attachments are submitted, they must have unique names.

The maximum file name length is 100 characters.

The file name cannot contain a space or other special characters in its filename.

Use the underscore ( _ ) in lieu of space.

Preferred File Types are .pdf, .docx (Microsoft 2007 or later), .tif, .jpg, and others.
