The contracting officer intends to award this as a sole-source, firm-fixed-price contract to Imaging Business Machines LLC (IBML) under FAR Part 12 Commercial Simplified Procedures, based on market research conducted via a Sources Sought notice indicating IBML is the only known OEM-authorized service provider capable of directly performing required proprietary maintenance and meeting the 4-hour on-site response requirement. Text version

The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives NOTICE OF INTENT TO SOLE SOURCE to contract with Imaging Business Machines LLC (IMBL).

Brief Description of Requirement: The Air Force Historical Research Agency (AFHRA) requires annual hardware and software maintenance and sustainment support for its existing, proprietary IBML ImageTrac 6 Lite high-speed document scanners. This is a critical requirement to ensure the continued preservation and digitization of the U.S. Air Force's historical records. The required services include, but are not limited to, a 4-hour on-site technical response SLA, telephone support, software updates, and all parts and labor necessary to maintain the system's operational readiness.

Period of Performance: 30 Sep 2026 – 29 Sep 2027

Place of Performance: Air Force Historical Research Agency, 600 Chennault Cir, Bldg 1405, Maxwell AFB, AL 36112, United States

The Primary North American Industry Classification System (NAICS) code is 811210 (Electronic and Precision Equipment Repair and Maintenance). The estimated value of this requirement is below the Simplified Acquisition Threshold (SAT).

This is a notice of intent to award a sole-source, Firm-Fixed-Price (FFP) contract utilizing RFO Part 12 (Commercial Simplified Procedures) under the authority of RFO 12.102(a). A formal solicitation will not be issued.

Market research was conducted via a Sources Sought notice posted to SAM.gov. The results indicated that while other vendors may offer program management, no other source is an Original Equipment Manufacturer (OEM)-authorized service provider capable of directly performing the required proprietary maintenance and meeting the 4-hour on-site response time without subcontracting to the OEM. Based on these results, IBML is the only known source capable of satisfying the Government's minimum requirements.

This notice is not a request for competitive proposals. However, all responsible sources who believe they can meet the Government’s requirements as an authorized IBML service provider may submit a capability statement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Those capable of meeting the requirement are requested to provide the following information in their response:

1. A detailed capability statement that demonstrates your company's status as an OEM-authorized service provider for IBML ImageTrac systems, including access to proprietary parts, software, and firmware.

2. Company name, point of contact, email address, CAGE Code, and UEI.

IMPORTANT NOTES:

1) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice.

2) Respondents may respond via e-mail no later than 01 July 2026, 12:00 pm, Central Standard Time (CST) to 1LT John Putnam, john.putnam.8@us.af.mil; (334) 953-8083.

If no responsible, responsive offers are received by the above date, a sole source contract will be issued to Imaging Business Machines LLC under the authority of RFO 12.102(a).
