About this file

This document is a Sample Scope of Work (SOW) for a state contract involving the South Carolina Department of Corrections (SCDC) focused on contraband cell phone detection technology. The scope outlines requirements for a Contraband Identification System (CIS) that can detect and identify cellular devices within correctional facilities, with the primary objective of enabling the disabling of unauthorized mobile devices. Contractors are required to use an FCC-certified system capable of capturing both subscription and device identifiers across all cellular technologies, including 5G, while maintaining the ability to distinguish between contraband and authorized devices.

The technical requirements specify that the contractor must deploy the CIS covertly, maintain necessary certifications and spectrum access agreements, and prepare detailed reports for SCDC containing identifiers of detected contraband devices. Bidders are expected to submit a detailed Statement of Work with their proposals, which can include either standalone contraband detection systems or integrated solutions as part of a Managed Access System. The contractor must provide technical support within one business day and demonstrate high confidence in identifying contraband devices while minimizing false positives and negatives. The SOW serves as a template for future solicitations, with the state reserving the right to modify the scope in subsequent contract opportunities.

Attachment 1 – Sample Scope of Work This is a sample Scope of Work for subsequent solicitations.

The State reserves the right to make modifications of this scope of work on subsequent solicitations.

1. The contractor must use an FCC-certified CIS for contraband cell phone detection to obtain cellular identifiers of contraband devices within a target facility sufficient to meet the following requirements for disabling requests as stated in the FCC’s order:

a. identify the applicable wireless service provider

b. uniquely describe each of the devices in question at the subscription level

c. uniquely describe each of the devices in question at the device level

2. The CIS must capture both subscription and device identifiers from all cell phones, including those that support and attempt to connect to surrounding networks via Fifth Generation (5G) cellular technologies.

3. The Contractor must use the CIS in a way that enables the capture of identifiers throughout a facility, regardless of the geographic, physical, or other characteristics of the facility.

4. The contractor must determine with high confidence whether captured identifiers belong to contraband devices, eliminating ‘false positives’ and minimizing ‘false negatives’.

5. The contractor must exclude authorized devices from any interference, reports or disabling requests (SCDC will provide a list of authorized devices for each facility)

6. The contractor must achieve full CIS certification at facilities where CIS installations are performed.

7. The contractor must perform CIS installations as covertly as possible.

8. The contractor must maintain any temporary certification, arrangement, or agreement needed to install a CIS at a facility. This includes but is not limited to CIS certification, spectrum lease agreements, or special temporary access (STA) grants for spectrum access.

9. The contractor must prepare reports for SCDC containing the identifiers of detected contraband devices, in a format that may be used to submit disabling requests to wireless providers.

10. The Contractor must submit a SOW with each bid, detailing the proposed services and technology used by the CIS. Bids may include CIS deployments that provide contraband cell phone detection only or provide detection as part of a traditional Managed Access System (MAS) or MAS-Evolved deployment.

11. The contractor must provide technical assistance within 1 business day of request, including requests for additional detailed justification information regarding devices included in qualifying disabling requests.
