D. The Notice of Completion of Groundwater Development will be filed with the DNRC by the Contracting Officer.

3.04 INSTALLATION:

A. Drilling Options: The Contracting Officer must witness the installation of the casing and drilling/removal of materials. If results are favorable for completing the well based on water quality tests and preliminary yield tests, the Contracting Officer will consult with the Contractor on the final depth of the steel casing, quantities of material to be installed, and location of water bearing strata which are to be developed. All drilling methods used shall be in compliance with the Montana Board of Water Well Contractors latest edition.

1. Unconsolidated formation:

a. In drilled wells that penetrate an aquifer overlain by unconsolidated formations such as sand and gravel without significant clay beds, an unperforated well casing must extend at least one foot below the seasonal low water table.

b. If drilling is the method of construction, the annular space between the upper drill hole and the well casing must be kept at least one-half full with grout material throughout the driving of the permanent casing into the aquifer. After the permanent casing is set in its final position, the remaining annular space must be filled to land surface with appropriate grout material.

c. If the oversized drill hole is extended to the same depth as the permanent casing, a suitable bridge must be installed between the casing and the drill hole at a position directly above the producing aquifer. The remaining annular space must be completely filled and sealed to land surface with appropriate grout material. A suitable bridge is one that prevents the grout material from dropping into the producing formations and reducing the output of the well.

d. If temporary casing is used to maintain the oversized drill hole, the annular space must be kept full with appropriate grouting material as the temporary casing is being withdrawn.

e. In drilled wells that penetrate an unconsolidated aquifer overlain by clay or when at least 6 foot thick interbeds of clay are present within the unconsolidated material, the well casing must be terminated in such clay strata, provided that the casing be sealed in the same manner as required in the case of consolidated formations.

2. Consolidated formation: The upper 25 feet of the casing shall be grouted at a minimum. Place the grout to prevent surface water and other impurities from entering the well by infiltration along the surface and the casing. Install the grout from the bottom of the annulus toward the ground surface in a continuous operation. In drilled holes that penetrate an aquifer either within a consolidated or confining formation, grouting of the casing must conform with the following procedures:

a. The upper drill hole must be at least 4-inches greater in diameter than the permanent well casing and must extend from the land surface to at least three feet into sound, consolidated formation. The lower part of the casing must be sealed into the rock formation with grout. The remainder of the annular space to land surface must be filled with grouting material.

b. If temporary surface casing is used, this casing must be of sufficient diameter to conform to the upper drill hole. Withdrawal of the temporary casing must take place simultaneously with proper grouting of the annular space to the land surface.

B. Drilling Location: Drill the well at the location staked and agreed upon at the site.

C. Drilling Fluid Additives: The Contractor shall not use drilling fluid additives unless they have been approved by the Contracting Officer.

D. Drilling Depth: Estimated depth is shown on the Drawings. Actual depth will be determined in the field by the Contractor and the Contracting Officer and will depend on geological conditions encountered during the drilling operation.

E. Casing at the Wellhead: The permanent casing must be in accordance with ARM

36.21.647. The watertight casing shall extend at least 24 inches above the final ground elevation.

F. Stainless Steel Well Screen: None.

G. High Solids Bentonite: Install medium chip high solids bentonite a minimum of 25 feet below the undisturbed ground surface (measured to exclude any earth fill at the wellhead) as shown on the Drawings. Where casing centralizers preclude the use of chips, a high-solids bentonite-sand slurry, cement or neat cement should be used. Grouting shall comply with the requirements of ARM 36.21.654 through 36.21.660. Contractor may pour bentonite from the top and sound with a weighted line instead of using a tremie pipe. Thickness of grout shall be 2-inches minimum around the outside of the casing on all sides, including couplings. Prior to grouting through creviced or fractured formations, bentonite may be added to the annular opening. After grouting is applied, work on the well must be discontinued until the grout has properly set in accordance with ARM 36.21.654(1)(d).

Grout placement must be sufficient to achieve proper density or percent solids throughout the annular space and must be applied in accordance with ARM 36.21.634. The type of grout, quantity and method of placement must be reported on the well log.

H. Backfill: If in the process of locating water-bearing strata, the well was drilled deeper than needed, Contractor shall backfill well to the bottom of the lowest water-bearing strata with an impervious material if so ordered by Contracting Officer. Material must provide firm support for casing.

3.05 ABANDONMENT:

A. Abandonment Due to Contractors Actions: When the drilled well must be abandoned because of actions of the Contractor, including but not limited to lost tools, damaged well, misalignment, separation of the casing string, losses in yields of water, or other causes attributed to careless, poor, inefficient, or incompetent workmanship, the Contractor shall pull casing (if installed) that can be removed and fill the hole in accordance with ARM

36.21.670 through ARM 36.21.678 requirements. The Contractor shall then drill a new well within 20 feet of the original well at the Contractors expense. The location of the new well must be approved by the Contracting Officer.

B. Abandonment Due to Other Causes: When the well must be abandoned because of inadequate quantity or quality of the water, or for another reason not the fault of the Contractor, the Contractor shall pull the casing (if installed) that can be removed, and shall fill the hole with cement, puddled clay or other impervious earth material in accordance with ARM 36.21.670 through ARM 36.21.678 requirements. The order to abandon the well must be in writing from the Contracting Officer.

C. Abandonment of Existing Well: Existing well must be abandoned by Contractor and fill the hole in accordance with ARM 36.21.670 - ARM 36.21.678 requirements.

3.06 FIELD QUAILTY CONTROL:

A. Alignment:

1. The well shall be drilled vertically. The well shall be tested for plumbness and alignment by inserting a 5.75”O.D. submersible pump, or fabricated dummy facsimile thereof supported on 2” rigid pipe 20’ long. The pump or facsimile shall insert and remove freely the full depth of the well. If Contractor is not able to install the steel casing due to poor vertical alignment, the Contractor shall be responsible for correcting the deficiencies at no additional cost to the Government.

B. Preliminary Well Testing: The Contractor shall make a yield test, according to Section

02673-Well Finalization, on each water-bearing zone penetrated. Suspend drilling and immediately notify the Contracting Officer when the water yield is at least equal to the desired minimum yield shown on the Work Data Sheet. The Contracting Officer may then either stop drilling operations or order continuance of the drilling.

C. Final Yield Testing: Shall be in accordance with Section 02673-Well Finalization.

3.07 SANITARY PROTECTION OF WELL:

A. General: The Contractor shall protect the well during the construction period to prevent tampering or seepage of contaminated water, petroleum products, or other contaminants into the well from the ground surface. During drilling, a watertight temporary cap in accordance with ARM 36.21.661 shall be installed in the top of the casing whenever work is not occurring.

B. Grading: Slope the ground immediately surrounding the top of the well casing and install concrete pad with slope away from the well in all directions, as shown on the drawings.

C. Correcting Contamination: If the well becomes contaminated, or water with undesirable physical or chemical characteristics enters the well due to the neglect of the Contractor, corrective work including the supplying of casing, seals, sterilizing agents, or other materials as may be necessary to prevent contamination of the aquifers shall be performed at the Contractor's expense.

A. Units: Mobilization into the site and Mobilization out of the site will not be paid for separately. Contractor shall include consideration for such items in the bid price for other items of the Contract.

B. Units: Drilling the well hole will be measured from the ground surface to the bottom of the drilled hole and paid for per linear foot. Six inch steel casing will be measured and paid for per linear foot. Perforated six inch steel casing will also be paid for per linear foot.
