About this file

This is a Project Statement of Work for the repair and replacement of sewage treatment equipment at a Regional Wastewater Treatment Facility (RWWTF). The project, titled "Repair Sewage Treatment Equipment, B54731" (Project Number DBEH 24-1588), requires the contractor to procure, install, and commission a single integrated package headworks system that combines rag and grit removal functions to replace two failing systems: the JWC Muffin Monster rag removal system and the Pista-Grit grit removal system. The new system must screen to 2mm without blinding and include all required valves, piping, and appurtenances to tie into the existing facility infrastructure. The project has a performance period of 259 calendar days from Notice to Proceed.

The contractor's specific responsibilities include preparing and submitting a complete Florida Department of Environmental Protection (FDEP) Permit Revision Application Package (Permit #FL0102920 MI) with a Professional Engineer's stamp at least 90 days before construction commences; demolishing and disposing of both existing systems while maintaining the JWC Muffin Monster operational until final tie-in; installing the complete headwork system in accordance with manufacturer instructions and all applicable codes and standards; coordinating manufacturer field services for a minimum of two days for system start-up, commissioning, and operator training; and providing project deliverables including biweekly written progress reports, as-built drawings, and final closeout documentation with equipment manuals and warranty information. The contractor must conform to applicable federal, state, and local standards including UFCs, ASME, ANSI, NEC, EPA regulations, NEPA, AWWA standards, and FDEP regulations.

PROJECT STATEMENT OF WORK

TITLE: Repair Sewage Treatment Equipment, B54731

PROJECT NUMBER: DBEH 24-1588

DATE: 2026.01.27

REVISION: 00

1. Project Scope This project requires the contractor to procure, install, and commission a new package headworks system, which is a combined rag and grit removal system at the headworks of the Regional Wastewater Treatment Facility (RWWTF). The new system will replace the existing "JWC Muffin Monster" rag removal and “Pista-Grit” grit removal systems, with a new comprehensive and innovative rag and grit removal system.

1.1 Background

The existing JWC Muffin Monster rag removal system at the RWWTF headworks is failing and requires complete replacement. Likewise, the Pista-Grit grit removal system has completely failed and is non-functioning. The need to address deficiencies in the headworks system is a long-standing issue, with initial work requests dating back over a decade.

This project will procure, install, and commission a single, integrated unit which performs both rag removal and grit classification functions.

Consolidating two separate equipment replacement projects into one will result in significant savings in equipment, construction, and long-term maintenance costs. The new system is specifically designed to meet the operational needs of the wastewater team and will resolve persistent issues with the current obsolete equipment.

2. Applicable Documents:

The contractor shall conform to the latest editions of all applicable federal, state, and local laws, codes, and industry standards, including but not limited to those listed below. This list is not exhaustive and other standards may apply:

- Unified Facilities Criteria (UFCs)

- SLD 45 Installation Facilities Standards (IFS)

- American Society of Mechanical Engineers (ASME) standards

- American National Standards Institute (ANSI) standards

- National Plumbing Code (NPC)

- National Fire Protection Association (NFPA) standards

- National Electrical Code (NEC)

- Environmental Protection Agency (EPA) regulations

- National Environmental Policy Act (NEPA)

- American Water Works Association (AWWA) Standards

- Florida Department of Environmental Protection (FDEP) regulations

- FDEP permit # FL0102920 MI

3. Requirements The contractor shall furnish all materials, equipment, transportation, and personnel necessary to demolish and dispose of the existing JWC Muffin Monster rag removal system and Pista-Grit grit removal system and install the new package headwork system at Facility 54731.

3.1 Specific Requirements:

1. FDEP Permit Revisions: The contractor shall be responsible for preparing and submitting a complete permit revision application package as required by FDEP Permit #FL0102920 MI for the RWWTF. Including:

• Application Development: The contractor shall develop the complete application, including all necessary drawings, technical data, and forms.

• Professional Engineer (P.E.) Stamp: The contractor shall be responsible for obtaining the stamp of a Florida-licensed Professional Engineer on the application.

• Submission: The completed and stamped application package shall be submitted to the SLD 45 representative for final review and submission to the FDEP.

A revised permit shall be obtained before construction begins...”

2. Procurement: Contractor shall procure one (1) single, integrated unit which performs both rag removal and grit classification functions. The system shall include, at a minimum:

3. Demolition: Contractor shall demolish and properly dispose of the existing JWC Muffin Monster, including any associated piping, supports, and electrical components made redundant by the new system.

Contractor shall demolish and properly dispose of the existing Pista-Grit system, including associated piping, supports, and electrical components. It is understood that some portions of this system are integral to the structure and may need to be abandoned in place. Such abandonment requires case-by-case approval from the SLD 45 CE representative.

All demolition activities must be conducted in such a way as to eliminate safety hazards. Any openings created must be filled or covered with appropriately rated grating to ensure the safety of RWWTF operations staff.

4. Installation: Contractor shall install the complete headwork system in accordance with manufacturer's instructions and all applicable codes and standards. This includes all necessary mechanical, electrical, and structural modifications.

5. Manufacturer Services: Contractor shall coordinate and provide for manufacturer's field services for system start-up, commissioning, and operator training for a minimum of two (2) days as specified in the manufacturer's proposal.

6. Operational Requirements: The Pista-Grit System is offline and may be demolished immediately to facilitate new construction. The JWC Muffin Monster system must remain operational until the final tie-in to the new headwork system.
