SECTION 1.0 PROJECT OVERVIEW AND SUMMARY
1.1. Project Location: David Wills House, Adams County, Pennsylvania in the vicinity of 8 Lincoln
Square, Gettysburg, PA 17325.
The home of Gettysburg attorney David Wills was the center of the immense clean-up process after the Battle of Gettysburg and where President Lincoln put the finishing touches on his Gettysburg Address.
The museum features six galleries, including two rooms that have been restored to their 1863 appearance:
Wills' office, where he planned for a Soldiers' National Cemetery after the battle; and the bedroom where Lincoln stayed and prepared the Gettysburg Address.
1.2. Project Overview.
The contractor shall furnish all labor, transportation, materials, and supervision for the replacement of the digital environmental control devices located at the David Wills House, 8 Lincoln Square in Gettysburg, PA.
This project is to replace the existing environmental control devices in the David Wills House, Gettysburg, PA. The new environmental control system will meet all the specifications in paragraph 1.3.
This project also includes any necessary NPS employee training at the operator level to enable the maintenance staff and/or employees of the David Wills House to properly and safely operate the new equipment.
1.3. Tasks: This project consists of the following tasks:
1. Replace 5 Siemens PXC programable controllers and with Niagara N4 JACE (Java
Application Control Engine) and associated input/output modules.
2. Integrate all existing equipment points into the Niagara N4 environment.
3. Change out all temperature sensors and add outdoor temperature sensor for sequence optimization.
4. Provide all necessary programming to successfully integrate all equipment into new front-end control system and ensure all points are communicating correctly.
5. Set up equipment scheduling to reflect the client need matched with the exact building occupancy.
6. Set up alarming on all necessary points to alert personnel of any issues as they may occur.
All alarms can be sent out via SMS or email so that mission critical applications can be addressed immediately.
7. Set up trending on all applicable points. Trending can assist with preventative action or proactive reporting to identify and/or validate observed behavior. Trending will help with trouble shooting or verification of correct equipment control.
8. Create new equipment graphics using HTML 5 graphics for viewer friendly resolution on workstations, laptops, tablets, or mobile devices.
9. Provide customer training for daily operation tasks, such as scheduling, setpoint change, alarm reporting, trend analysis, and new user setup.
10. After training, all participants will be fully capable of using the BAS with comfort and ease.
1.4. Terms: Use of the term “proposed” is not to denote an optional portion of any aspect or component of the project. The term is used to distinguish between existing Park features and those features that will be constructed or installed as part of this project.

1.5. Use of power and hand tools:
a. There are no restrictions on the use of power tools for this project.
b. The Contracting Officer will determine if there is any situation which will limit the use of power tools for the protection and preservation of any historic structure or Park features.
1.6. Applicable laws and Professional certifications: All work of this Contract shall be performed in accordance with applicable laws, ordinances, rules, regulations and standards: Selected contractor will be responsible for access to the work site and any necessary safe traffic control on Millerstown Road. Selected contractor must be fully insured for damages during the contract period of performance.
1.7. Description of Project Site:
a. The David Wills House is located at 8 Lincoln Square in Gettysburg PA.
b. Site Description – A former residential building, the David Wills House is now a public museum.
The environmental control systems are located throughout the building as follows:
1. There are three rooms in the building’s basement that house systems of the environmental controls::
i. The main systems such as heating, ventilation, fire alarms and fire suppression, are located in the main mechanical room in the building’s basement. The desktop computer used to manage these main systems is also in the main mechanical room.
ii. The power source and breakers for the environmental control system and the main computer racks and digital control systems are also in the basement, in an adjacent room to the main mechanical room.
iii. The attic of the building houses additional circuitry boxes and digital control systems.
c. Access:
1. Access to the work site is controlled by NPS staff (COR) through the main entrance of the building on York Street.
2. Access to the basement is by way of the elevator from the main lobby of the building. The main mechanical room is directly across from the elevator in the basement.
3. Access to the attic is by way of a stairway accessible from the second floor.
4. Interior doors to each of these areas are locked and access must be coordinated with NPS staff (COR).
5. Adjacent structures. The David Wills House is an historic structure. Any disturbance to include drilling, mounting of fixtures on walls, ceilings or floors, or access and work to be performed in the vicinity of any of the museum exhibits must be approved by the CO prior to any such work being conducted.
SECTION 2.0 GENERAL
2.1. The contractor shall provide, install and test the new environmental control system ensuring complete operability and interoperability with legacy systems as necessary.

2.2. The contractor will provide adequate customer training on the new system to achieve proficiency in operation and any user-level maintenance and testing.
2.3. The contractor shall provide a portfolio of examples of at least two previous environmental control projects of similar scope performed within the last 5 years. A list of references for previous customers shall be furnished with bid submission.
2.4. Contractor’s central office or representative shall be available by phone weekdays, Monday through Friday 8:00 am to 4:30 pm.
SECTION 3.0 SCOPE OF WORK
3.1. The contractor shall replace existing 5 Siemens PXC programable controllers and with Niagara N4 JACE (Java Application Control Engine) and associated input/output modules.
3.2. The contractor shall Integrate all existing equipment points into the Niagara N4 environment.
3.3. The contractor shall change out all existing temperature sensors and add outdoor temperature sensor for sequence optimization.
3.4. The contractor shall provide all necessary programming to successfully integrate all equipment into new front-end control system and ensure all points are communicating correctly.
3.5. The contractor shall Set up equipment scheduling to reflect the client need matched with the exact building occupancy.
3.6. The contractor shall set up alarming on all necessary points to alert personnel of any issues as they may occur. All alarms can be sent out via SMS or email so that mission critical applications can be addressed immediately.
3.7. The contractor shall set up trending on all applicable points. Trending can assist with preventative action or proactive reporting to identify and/or validate observed behavior. Trending will help with trouble shooting or verification of correct equipment control.

3.11. The contractor shall immediately notify the project Contracting Officer and COR if any historical items, buildings, structures, monuments, memorials or artifacts are damaged.
SECTION 4.0 GOVERNMENT FURNISHED PROPERTY
4.1 The Government will furnish no materials or tools. All materials and tools are Contractor furnished from outside the park.

SECTION 5.0 SECURITY
5.1 All contract employees shall display identification upon request while working on site to verify identity and status as an employee of the contractor. Identification shall be furnished by the contractor at no additional cost to the Government. Representatives of contractor’s office will be allowed to park vehicles in areas designated by park personnel.
5.2 Contractor shall take the necessary safety measures to ensure public safety while performing paint work. Notify COR of when on site work is being completed. The site is currently closed to the public and no member of the public should be touring the site during the proposed work.
SECTION 6.0 PERIOD OF PERFORMANCE
6.1 The contract shall commence on or about 06/15/2023. The period of performance is 90 days.
SECTION 7.0 CONTRACTOR’S USE OF PREMISES
7.1 Public restrooms will be available for the contractor employees to use.
7.2 All work shall be completed in such a way as to create no damage and to protect the surrounding government property, and belongings etc. The contractor shall ask the COR for clarification if the need arises.
7.3 Contractor shall provide a listing of all employees proposed to be utilized during the performance of the work, together with evidence of their licensure in their respective trades where applicable.
7.4 Contractor shall ensure that all work is performed in accordance with all applicable OSHA and other safety regulations and in accordance with accepted maintenance, repair and inspection practices as set forth in the applicable laws, ordinances, rules, regulations and standards as referenced in Section 1.2.
7.5 Utilities (water, power) are currently available on-site.
7.6 Contractor is responsible for disposal of all debris and trash generated by the contract and shall dispose of all trash off-site in accordance with all applicable regulations and laws. Do not dispose of debris in National Park Service trash receptacles or containers.
SECTION 8.0 RESTRICTIONS
8.1 No physical contact with historic artifacts is permitted without the approval of the COR.
8.2 No active listening devices such as radios, ipods, etc. shall be permitted at the project site. This includes devices using ear buds. Explanation: Music, loud conversation, etc. could be a disturbance to neighboring property owners and shall not be permitted. Wearing and using music devices with ear plugs can create a safety problem.
8.3 No on-site work will be permitted outside of regular hours. Site is available Monday through Friday from 7:00 am to 4:30 pm.
8.4 No on-site work will be permitted on any Federal Holiday.
