Estimated Period of Performance: 7/31/2024 - 7/30/2029
Place of Performance:
The place of Performance will be at the Clinical Research Center, building 10 on the NIH
Bethesda Campus.
Evaluation criteria:
(a) An award will be made to the responsible quoter whose quotation offers the “Best Value to the Government” on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability is defined as the quote which meets the required services outlined in the statement of work documentation that provides the best value at the total lowest evaluated price. The following factors shall be used to evaluate quotes:
Evaluation Factors
Factor 1 - Past Performance Customer Satisfaction
This factor considers the extent of the offeror’s past performance for which the offeror has successfully completed projects as the prime contractor for services substantially similar to those described in the
Performance Work Statement.
The Government will evaluate the information obtained from the references to rate past performance and may consider other available sources. Key personnel and subcontractor past performance may also be evaluated. The offeror shall identify past or current contracts (including Federal, State and Local
Government and private) for efforts similar to the Government requirement for the last five years.
Relevant Experience: Include the following information:
• Project title
• Description of the project
• Contract number
• Contract amount
• Government Agency/Organization
• COTR’s name, address, and phone number
• Contracting Officer’s name, address, and phone number
• Contract and, if applicable, task order number
• Current status, e.g., completed and/or if in progress, start and estimated completion dates
• Dollar value and type of contract
• Name of company being referenced
• SOW paragraphs that the reference applies to
• Key personnel (please highlight those individuals who worked on the relevant project(s) and are also being proposed for this effort.)
Offerors shall provide information of problems encountered on the identified contracts and offeror’s corrective actions. Offerors may be given an opportunity to address (clarify) specifically unfavorable reports of past performance if the information is the determining factor preventing the offeror from being placed in the competitive range. Offerors’ responses, or lack thereof, shall be taken into consideration. Considerations include:
• The working relationship with the client (the end-user and/or the owner);
• The professionalism and integrity with which the offeror conducted business;
• The responsiveness to the client’s needs and expectations;
• The level of communication;
• The value added to the project as the result of cost savings, positive asset management, etc.;
• The assessment provided by the references of the degree of customer satisfaction achieved by the offeror; and
• Other relevant aspects in the provision of project management services.
In the case of an offeror without a record of past performance, the offeror may not be evaluated favorably or unfavorably for past performance. The offeror will be rated “Acceptable.”
As past performance is considered the single most reliable predictor of future performance, the
Government will evaluate the quality of each offeror’s record of conforming to good engineering standards and practices; administrative and subcontractor management aspects of performance; the offeror’s reputation for responsible and cooperative behavior; and overall concern for the interests of the customer. This assessment will be utilized in the following two manners:
• The assessment of an offeror’s past performance will be used as one means of evaluating the credibility of the offeror’s Technical/Management capabilities. A record of less than satisfactory past performance may be an indication that the promises made by the offeror are less than reliable.
• The assessment of the offeror’s past performance will be used as one means of evaluating the relative capability of the offeror and the other competitors. Thus an offeror with an exceptional record of past performance may be given a more favorable evaluation than another whose record is merely satisfactory, even though both may have an acceptable Technical/Management proposal.
The evaluation of past performance is a subjective assessment based on a consideration of all relevant facts and circumstances. The Government will seek to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of quality goods and services at fair and reasonable prices. This is a matter of judgment.
Offerors may be given an opportunity to address, through clarification or discussions, unfavorable past performance information if the information is the determining factor preventing the offeror from being placed in the competitive range. The offeror’s response, or lack thereof, shall be taken into consideration.
Conclusions about the offeror’s past performance will be highly influential in determining the relative merits of the offeror’s proposal and in selecting the offerors whose proposals are considered most advantageous to the Government.
Relevant Project Experience This factor considers the extent of the offeror’s experience in successfully implementing exemplary projects of similar scope, requirements and complexity to this contract. Similar contracts are defined as operations and maintenance projects similar in dollar value to that anticipated under this contract, specifically Project size and client type.
The offeror shall identify experience in contracts similar to the nature and type contemplated by this contract. Experience similar in nature and type is defined as projects that include the following within facilities operations and maintenance organizations, as well as organizations with other functions, similar in dollar value to that anticipated under this contract.
• Budget Support
• Organizational and Personnel Tracking
• Training Development and Tracking
• Performance Metrics
Factor 2 – Technical Capability
Subfactor A - Staffing Plan
A staffing plan shall be provided that considers the adequacy and appropriateness of the offeror’s staffing plan for the project. Considerations include:
• The plan is based on a realistic assessment of the offeror’s past, present and future workload;
• The plan reflects key management functions and managerial authority for subcontractors;
• The plan demonstrates the offeror’s capability to sufficiently carry out all functions required to implement the project;
• The organizational structure reflects clear lines of authority and roles of key staff members;
• The extent of the offeror’s plan to commit staff and resources to the Project pending authorization and funding of the Project; and
• The offeror’s capability to compensate during the term of the contract for the distance away from the project, if the offeror’s primary place of business is outside of the Washington, D.C. Metropolitan area.
The offeror shall provide the following:
• A description of the offeror's organizational approach to executing the contract responsibilities, providing the overall project coordination, and responding to the Government during all phases of the contract. The organizational approach shall include an organizational chart and management plan that demonstrates the offeror's capability to carrying out all functions required by this solicitation, including the carrying out of multiple task orders simultaneously. If applicable, a timetable for hiring any additional staff must also be submitted.
• For the years from 2019 to present, list by each year the offeror's workload as expressed in terms of the annualized dollar value of the projects being performed and the number of full-time staff engaged in project performance.
Subfactor B - Key Personnel Identify personnel including education, experience, knowledge, necessary skills and expertise who will be assigned directly to the project. Considerations include:
• whether each of the participating key personnel has had at least two assignments with requirements similar to those they are to be assigned to in this Project;
• whether the proposed key personnel have the appropriate qualifications for the positions they are to fill
• the extent of the involvement of the offeror's top management;
• the availability of each participating key person for the project;
• whether or not the offeror needs to enhance its capability using appropriate consultants?
• whether the consultants have experience similar in nature to work required under this contract.
The offeror shall provide the following:
• Identification and resumes of the offeror's key personnel and their respective roles throughout all phases of the Project. Key personnel shall be those persons considered critical to the accomplishment of the required services. The resume of each participating key person shall include a description of duties and responsibilities performed by the individual, education, knowledge, skills, expertise and other qualifications relevant to the accomplishment of the project.
• A statement should accompany the resume of each person so named defining the extent of availability and corporate commitment of that key person for the proposed assignment. The resume for each person must clearly indicate if the person is or is not currently employed by the offeror and, if not so employed, what kind of commitment or offer of employment has been made to assure availability of this person to the project.
Factor 3 - Price
Proposals shall be determined to be unsatisfactory if they are found to be incomplete in respect to submission of cost factors, adjustments and/or pricing exercise.
The proposal shall be evaluated to determine reasonableness of price, based on analysis of the price/cost factors. Various “what-if” scenarios shall be carried out to determine a ranking of each offeror.
