STATEMENT OF WORK
Purpose
The Togus Veterans Affairs Police Department requires regular training with duty ammunition to maintain proficiency and readiness.
Scope This Statement of Work covers the procurement of the following ammunition:
8 cases (1000 rounds per case) of 5.56 NATO 55gr FMJ Federated Ordnance training ammunition
8 cases (500 rounds per case) of .223 62gr Speer Gold Dot soft point duty ammunition
8 cases (1000 rounds per case) of 9mm 124gr Federal Premium HST jacketed hollow point duty ammunition
15 cases (1000 rounds per case) of 9mm 124gr Speer Lawman FMJ training ammunition
Deliverables:
8,000 rounds of 5.56 NATO 55gr FMJ Federated Ordnance training ammunition
4,000 rounds of .223 62gr Speer Gold Dot soft point duty ammunition
8,000 rounds of 9mm 124gr Federal Premium HST jacketed hollow point duty ammunition
15,000 rounds of 9mm 124gr Speer Lawman FMJ training ammunition
Justification The ammunition purchase in this Statement of Work is required to maintain the proficiency and readiness of the Togus Veterans Affairs Police Department officers. Regular training with duty ammunition is essential for the following reasons:
Firearms proficiency requires constant training and practice. Ammunition is expended during regular qualifications and training scenarios. A steady supply of practice ammunition is needed to support ongoing proficiency training.
Officers must be intimately familiar with how their duty ammunition performs and feels when fired from their service weapons. The high-stress nature of use of force situations demands split-second reflexes that can only come from repeated training with duty ammunition.
Tactical shooting skills perish quickly without regular practice. Marksmanship fundamentals, stress shooting, firearms manipulations, and other skills essential for officer safety will degrade rapidly without ongoing qualifications and training with duty ammunition.
Sufficient reserves of duty ammunition must be maintained in case of emergencies. Supplies can become depleted during major security incidents. Adequate reserves reduce risk of being caught without ammunition in times of crisis.
Ammunition has a limited shelf life. Older ammunition needs to be cycled out and replaced with fresh duty ammunition that meets performance standards. An ongoing purchase program allows for rotation of stock.
In summary, this ammunition purchase provides essential training and duty supplies to ensure the Togus VA Police Department officers are able to safely and effectively fulfill their mission of protecting veterans, staff, and visitors. The quantities requested are prudent reserves based on historical training consumption and emerging requirements.
END OF STATEMENT OF WORK
The Purchase order anticipated period of performance is: 4/22/2025 – 04/21/2026.
