(a) Evaluation Factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Factor 1 - Technical Capability and Factor 2 - Price.

For those offerors determined to be Technically Acceptable, Past Performance (Factor 2) is significantly more important than Price (Factor 3). The Government reserves the right to award to a higher-priced offeror if that offeror's Past Performance record justifies the price premium.

(1) Factor 1 - Technical Capability:

The Offeror's technical quote will be evaluated to determine whether the proposed approach demonstrates a comprehensive understanding of, and capability to meet, the requirements defined in the Performance Work Statement (PWS).

Technical Ratings:

Acceptable: The Offeror meets all PWS requirements.
