Statement of Objectives (SOO) Broad Agency Announcement (BAA) FA9453-19-S-0001 Call 007
Topic: Solar, Solar Wind, and Ionospheric Effects Characterization of E Region of the Ionosphere
Dated 5 May 2023 I. Scope:
To provide real-time modeling capabilities to specify the high frequency (HF) field aligned backscatter and E region environment in order to meet various Air Force ionospheric diagnostic needs. These models will be made to complement current Air Force Research Laboratory (AFRL) technology for Ionospheric environment and are to be modular. In particular, AFRL is seeking an E region model based on global climatology and power propagation.
II. Overall Objectives:
The Department of Defense is interested in HF technologies. In order to improve understanding of HF Propagation, AFRL/RVBX will enhance current software with up-to-date models on the Ionosphere.
Due to its rapid changes and spatial variability, an E region model does not currently exist in AFRL’s RF propagation tool and is needed. Current E region models do not factor in the effects of sporadic E, resulting in models that do not meet the needs of the agile warfighters.
The purpose of this call is to augment current capabilities for modeling the targeted regions of the Ionosphere in the methods as followed: To create an E Region model that simulates real power propagation. To Create a climatology E Region model. To create a real time E Region map.
III. Technical Objectives:
Design, develop, implement, and test an E Region model to simulate real power propagation from a radar during various E region conditions; produce a simulation of E region conditions using a global climatology map to allow the user to determine a likelihood of conditions based on climatology. Develop and implement validation plan for such models to meet AFRL given requirements.
