The Contractor, with exception of Government provided items and services listed in Appendix 2 and paragraph 3, shall provide the required personnel and Personal Protective Equipment (PPE) required for their personnel, in strict accordance with the terms and conditions specified within this Performance Work Statement (PWS). The Contractor shall provide services that are consistent with practices in the commercial marketplace along with Government-required procedures for wash services. The Contractor shall comply with all federal, state and base environmental regulations, as well as Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) requirements.
The Service Delivery Standard (SDS) has been prepared and is included in this PWS. It includes standards of acceptable performance or the performance thresholds.
The contractor shall adhere to the applicable Technical Order (T.O.) during the performance of work. This work consists of 3 types of T.O.’s.
The first is the 1C-130A-23CL-1. The “CL” indicates this is a Checklist. Checklists shall be performed in step-by-step order from beginning to end and work is not permitted to be done out of order. Any deviation from the Checklist must be pre-approved by the wash supervisor or the COR.
The second type of T.O. is the 1C-130H-2-12JG-20-1 prescribed at 1C-130A-23CL-1, Pg 4-1, Paragraph 4.1. This T.O. is a Job Guide, as indicated by the “JG” in the T.O. number.
When using a Job Guide, all steps must be accomplished; however, the order in which they are accomplished may be accomplished out of order if needed. Any deviations from the Job Guide must be pre-approved by the wash supervisor or the COR.
The third type of T.O. is the 1-1-691 as prescribed in 1C-130A-23CL-1, Pg 1-1, Paragraph 1.1. This T.O. is not Mission Design Series (MDS) specific to the C-130 aircraft.
This T.O. must still be followed when prescribed by the 1C-130A-23CL-1. All steps in the 1-1- 691 must be accomplished, either in or out of order, as stated in the T.O.. Any deviations from the Job Guide must be pre-approved by the wash supervisor or the COR.
T.O.s must be available and in use as work is being performed. Refusal to use the T.O.
will be regarded as refusal to conform with the PWS and addressed with the COR and Contracting Officer. T.O.’s will be provided by the 302nd AW.
NOTE: Under no circumstances will any chemical or consumable not identified in the T.O.s be used to wash the aircraft without COR approval.

1.1.1. Required Washes: The number of assigned C130H aircraft in the 302d AW is nine (9).
The current wash cycle is every 180 calendar days. In addition, unscheduled washes are based on special requirements for washes prior to Isochronal Inspection and other scheduled/unscheduled maintenance.
1.1.2. Wash Schedule. The 302d MXG Plans and Scheduling office will provide the Contractor with a monthly wash schedule 30 days in advance. The Contractor shall be able to accommodate schedule changes, to include cancellations, at no cost, provided they are notified no later than 24 hours prior to the scheduled wash. If the Contractor fails or is unable to perform the wash at the specified time, the Government reserves the right to use an alternate source for that particular wash and the Contractor shall not invoice for that particular wash.
1.1.3. Unscheduled Services. Upon receipt of notification from the COR, the Contractor shall have twenty-one (21) calendar days to complete the unscheduled C-130 wash and lubrication service. The notification will specify the aircraft tail number and required completion date.
Failure to complete the service within the designated timeframe will be considered a performance deficiency.
1.1.4 Short-Notice Initial Service Post-Award. The Contractor shall be prepared to execute the first scheduled wash and lubrication service IAW this PWS on the date specified by the COR immediately following contract award, even if that date occurs less than thirty (30) calendar days from the award date. The compressed timeframe between award and initial service will not be grounds for price adjustment or schedule relief.
