About this file
This document is a single source justification for a federal contract solicitation. The solicitation is for the procurement of two sewage lift station pumps and associated hardware from Flygt N Pumps to replace failed equipment at the Heritage Heights housing area at Barksdale Air Force Base. An emergency bypass pump is currently in use but cannot support the housing area's sewage needs. Procuring the specified Flygt pumps and equipment provides an immediate solution to prevent sewage overflows in violation of state regulations and prevent fines. Only Flygt pumps meet the requirements with self-cleaning and large solids handling capabilities needed for this application. The solicitation will be posted on SAM.gov to maximize competition among Flygt resellers and integrators. The contract number is FA460824QC001 and was issued by the Department of the Air Force Global Strike Command.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 2d Contracting Squadron 801 Kenney Ave, Suite 2301 Barksdale AFB, LA 71110
Project/Program Name: Heritage Heights Lift Station
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
This requirement is for the procurement of two (2) sewage lift station pumps and associated hardware to include Variable Frequency Drive/SmartRun Pump Station Controllers, SmartRun Pump Station enclosure, pump rail adapters and sewage level transducers. This also includes start-up commissioning to validate warranty and training due to product availability.
Section C: Justification for Soliciting from a Single Source or Brand Name
The sewage lift station pumps supporting Military Family Housing have failed, and replacement parts are not available locally to repair the equipment in a timely matter. An emergency by-pass pump is currently being utilized, however, it is unable to support the amount of sewage being generated in this area. In order to prevent constant overflow of sewage in the housing areas, Barksdale AFB requires an immediate solution to prevent incurring fines from the state of Louisiana as the base is currently not in compliance with multiple regulations. Attempts to perform minimal repairs to the current pumps were made but due to ingesting materials from the Housing sewage system the pumps continue to fail. The current pumps in Heritage Heights were substituted while under previous owners. Previous contract under Red Chute Lift Station was also retrofitted with this same Flygt N Pump system. The goal is to streamline all pumps in the BAFB Military housing areas with this system to prevent any future sewage concerns.
Only one (1) set of pumps have been identified to meet the minimum requirements for these repairs that would result in a quick and immediate solution (requiring no major modifications to the current system). The Flygt N Pump is the only pump that meets the salient characteristics of having a reversible self-cleaning capability, non-clog impellers, multi-vane for high efficiency, Adaptive-N Impeller and with axial movement for large solids.
Section D: Efforts to Obtain Competition
This requirement is being solicited as a brand name requirement, and multiple vendors have been identified to carry these items. The solicitation will be posted via SAM.gov in attempts to maximize competition.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Barksdale AFB intends to update and replace the current Legacy Sewage Pumps in upcoming years. Updated systems have more resellers of replacement parts and equipment, as newer models have more Commercially Off the Shelf (COTS) equipment available. This will overcome the current barriers preventing increased fair opportunity
