3. Description of Services or Supplies: Currently the is operating without nitrogen booster assemblies. The Haskel booster part number 80504 is used in conjunction with local nitrogen servicing trailers and is approved by our technical orders. Without this assembly, our nitrogen servicing capabilities are drastically hindered. This booster will save time and money, while reducing waste. The request is for 3 each assemblies; 1 for each nitrogen cart available.

Description Model / Part Number Qty 1 Haskel gas booster can provide pressures up to 4500 PSI. It is air driven requiring no electricity to fuction.

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

a. The Haskel 80504 booster assembly is listed in the technical data as approved booster for use on the emergency power unit system. The specific unit listed is the only company that produces the assembly. (Maintenance Technical Order for Booster, 1F-

16CG-2-12JG-00-1)

b. Without this purchase, Osan AB repair capabilities will remain hindered. Each nitrogen cylinder arrives to us, new, with approx. 3250 PSI. We are only able to utilize each cylinder 2-3 times until the pressure reaches an unserviceable level (2850 psi or less); leaving about 75% of the product to go to waste, before replacement. Currently we purchase on average of 625 compressed gas cylinders at a price of a little under a $1,000 each, costing $625,000 annually. With the boosters, they will allow us to utilize 95% of the product before requiring replacement, since they operate and boost lower pressure bottles to required 2850-3200 psi even if the bottle is as low as 500PSI.

Annual cost is estimated to be reduced to $570,000 per year; saving $55,000 annually.

This purchase is a necessity for both local and contingent mission accomplishment.
