About this file
This is a Brand Name Requirement Justification document for the procurement of Sleep Number beds by the 82nd Civil Engineer Squadron (82d CES) for simplified acquisitions under $250,000.
The 82d CES Fire Protection flight requires procurement and delivery of 23 new p5 360 Smart Bed Twin XL Sleep Number mattresses, Flexfit 1 Twin XL adjustable bases, and waterproof protectors for firefighter sleeping quarters at Fire Station 1 (Building 1093, 18 bunkrooms) and Fire Station 3 (Building 2560, 5 bunkrooms). The specified mattresses must include a 10-inch pillow top with polyester/polypropylene fabric, 2¼ inch zoned foam topper pad, 1-inch foam base pad, permanent power cord, remote for firmness adjustment, and compliance with federal flammability standards. The justification cites that three alternative products were evaluated (Night Air, Airpedic, and Tempur Pedic) but were rejected due to lack of complete installation service, budget constraints, size limitations, or missing required specifications. The document emphasizes the critical need for quality rest for firefighters who work 24/7 shifts and share sleeping quarters, replacing mattresses that are over eight years old and in poor condition. The justification was approved by Major Bradford L. Shields (Commander, 82d CES), Joshua Mills (Contracting Officer), and Lauren Scheidegger (PKBB Section Chief).

BRAND NAME REQUIREMENT JUSTIFICATION
82d CES/CEF Sleep Number Beds (For Simplified Acquisitions < $250,000)
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
Procurement and delivery of 23 New p5 360 Smart Bed Twin XL Sleep Number Mattresses, New Flexfit 1 Twin XL head Adjustable Bases and waterproof Protectors for All Fire Station 1 and Fire Station 3 Firefighter sleeping quarters. The manufacturer’s part number for this item is XP5 for the mattresses and 423810 for the waterproof protectors. The mattress must provide a 10-inch pillow top mattress with polyester/polypropylene fabric. It must have a 2 ¼ inch zoned foam topper pad, as well as a 1” foam base pad. A permanent power cord is needed with a remote to adjust the firmness of the mattress to suit the wide range of age and body types that will be using the mattresses daily. The mattress must meet the requirements of 16 CFR part 1633 federal flammability open flame standard for mattresses/sets when used without a foundation or used with our plastic modular foundation (box spring replacement).
2. JUSTIFICATION FOR SOLICITING A BRAND NAME
While a few business models were similar, they lacked key aspects detailed as a 2.5-inch zoned foam topper pad, 1 inch foam base pad, inclusion of an integrated base with legs and frame, a smart remote and a permanent power cord to go with the remote for adjustability. Additionally, one business model required only delivery at the door and forcing self-installation of the product.
3. EFFORTS TO OBTAIN COMPETITION
The 82d CES Fire Protection flight has been utilizing the AFNET provided computers to conduct reviews and found 3 other business model products. One, Night Air, did not offer complete installation with purchase, only drop off at the door. Another, Airpedic, exceeded EOFY budget request for purchase. The last, Tempur Pedic, was significantly more expensive, exceeding EOFY budget request for purchase, and did not provide the twin XL size required for the varying body types and styles in the Fire Department. None of the business models had products listed on GSA Advantage during research.
4. STEPS TO PRECLUDE FUTURE BRAND NAME AWARDS
The salient characteristics offer a restful night's sleep for multiple shift-schedule personnel with varying body types, sleeping conditions and possible health conditions (i.e. back issues, sinus issues (having to sleep slightly elevated)). The FD has a strenuous job and value of a good bed can make a big difference increasing their quality of sleep resulting in peak performance. Firefighters are exposed to a lot of stress, death, and emergencies over the years and the quality of rest does make a difference. Lumpy or caved in ones are unsatisfactory.
5. OTHER FACTORS:
SAFB Fire Department has a requirement for the procurement of 23 new mattresses. This will replace all of mattresses in the Fire Station 1 and Fire Station 2 bunkrooms. Fire Station 1 (Building 1093) contains 18 bunkrooms. Fire Station 2 (Building 2560) contains 5 bunkrooms. Fire Department personnel are on duty 24 hours a day/7 day a week, and therefore must sleep at the Fire Station they are assigned to. However, the mattresses currently used are over eight years old and in poor condition.
Furthermore, existing mattresses are not designed for every individual’s posture and sleep requirements.
Due to the limited space available in the facilities, two individuals are assigned one room and share the same mattress with several others that transition into rooms when others are not utilizing the space.
Civilian personnel of varying ages work in the department, so the style/quality of mattresses that are utilized in the dormitories are not appropriate or suitable for the fire station sleeping quarters. Due to their 24 hour a day/7 day a week status, both Fire Stations are alert facilities. Crew rest is critical during the 24-hour shift. Therefore, the highest quality and most versatile mattresses are vital. For personnel to properly function throughout the day, sound sleep is essential to individual health and wellness. Due to the nature and associated stressors with the Fire Emergency Services career field, it is imperative that personnel can sleep comfortably while on duty. Without this acquisition, personnel will likely not receive the required amount of rest due to aging, uncomfortable mattresses.
