About this file

This single source justification document supports a solicitation from the Department of the Air Force Pacific Air Forces for a low-pressure inflatable airbeam shelter system with accessories. The requirement is for one Zumro Model 860 tent with upgrades including an HVAC system, bladder, covers and stakes. Compatibility with existing Zumro shelters currently owned prevents a complete inventory overhaul costing over $500,000, justifying a sole source procurement. The contracting officer determined only one source was reasonably available in accordance with FAR 13.106-1(b)(1). The estimated contract value is $162,966.34.

The NAICS code for this acquisition is 314910 and the PSC is 8340.

Section C: Justification for Soliciting from a Single Source or Brand Name

3WG currently owns multiple Zumro tents and accessories purchased on contract action FA500017P0069 for $335,810.62 in 2017 that are currently serviceable. Purchasing any other Air system would result in substantial duplication costs in replacing currently owned and serviceable systems. In order to prevent a complete overhaul of existing inventory costing the government $500,000+ this requirement must be a brand name Zumro tent as their systems can only interface with each other.

FAR part 6.302-1(a)(ii)-6.302-1(a)(ii)(A) states that Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in Substantial duplication of cost to the Government that is not expected to be recovered through competition.

Section D: Efforts to Obtain Competition

It is not in the best interest of the government to maintain multiple, non-compatible air systems or to replace the current serviceable system. However, the manufacturer has multiple authorized distributors that can provide this product.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future tent/air shelter systems should be competed in a way that requires compatibility with multiple brands of shelters once the existing inventory is deemed not in a servicable state by the customer.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
