About this file

This document is a Sole Source (Including Brand Name) Justification for a Simplified Acquisition Procedures purchase order for Brand Name Keysight Technologies Inc test equipment. The 36 Wing Operations Support Squadron at Andersen Air Force Base, Guam has a requirement to procure specific Brand Name Keysight Technologies Inc test equipment, including a FieldFox Handheld RF Analyzer with various accessories, to test and maintain navigation aid equipment. The justification explains that Keysight Technologies Inc is the only manufacturer of the required FieldFox analyzer, which has unique capabilities to interface with the existing communications equipment at the base. Market research identified multiple small business vendors capable of providing the Brand Name Keysight products, so a competitive solicitation is expected via a 100% small business set-aside. The related federal contract opportunity is an RFQ for the FieldFox RF Analyzer equipment, with a Brand Name justification, to be delivered to Andersen Air Force Base, Guam.

FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

Keysight Technologies Inc is the only manufacturer of the FieldFox Handheld Radio Frequency Analyzer (Network Analyzer) which is the recommended test equipment per Air Force Technical Order 31R4-2TRN50-2.

The FieldFox is a combination analyzer, cable and antenna test, Vector network analyzer, and finally a spectrum analyzer. The add-on features, the power sensor, and the calibration kit, work with the FieldFox Radio Frequenzy Analyzer to enable the end user to perform required functions including obtaining proper readings and troubleshooting and conducting maintenance of the Air Traffic Control Tower radios and lines, the Instrument Landing Systems for the Andersen Air Field, the Tactical Air Navigation System, the Electronic Voice Switch that interfaces all of these components, and broadband antenna testing. No other analyzer can provide all of these capabilities and can guarantee compatibility with existing equipment.

Brand Name Keysight Technologies Inc test equipment also has the proven capability to interface with the standard set of communications test equipment maintained by the Federal Aviation Administration (FAA) and local Radar and Weather Systems (RAWS) work centers.

Maintaining a common brand of test equipment will ensure compatibility and the ability of test equipment to interface with existing navigation aid equipment at Andersen Air Force Base and amongst inter-agency equipment when needed. Integration of any other brand of test equipment is likely to cause mission degradation due to non-compatibility and/or duplication of costs to retrofit new and existing equipment to enable interoperability.

The 36 WG/OSS Subject Matter Expert reviewed specifications for alternate Radio Frequency and Spectrum Analyzers available in the commercial market and determined that no other brands offered the minimum required capabilities provided by the FieldFox Handheld Radio Frequency Analyzer. Based on this and the critical requirement for new equipment to interface with existing equipment, a Brand Name Keysight Technologies Inc acquisition is warranted.

Market Research identified multiple small business vendors that expressed capability and interest in this requirement to provide Brand Name Keysight Technologies Inc products, therefore a competitive solicitation is expected.

To ensure that offers are solicited from as many potential sources as practicable, the Government will post a Combined Synopsis/Solicitation on the Government Point of Entry (SAM) for a reasonable amount of time.

Based on market research, recent awards for Brand Name Keysight Technologies Inc products received two or more offers, therefore the Contracting Officer anticipates costs to be fair and reasonable based on adequate

March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5 competition in accordance with FAR 13.106-3(a)(1).

Market Research was conducted to first determine whether any other brand of Radio Frequency and Spectrum Analyzers could meet the 36 WG/OSS end-user's requirements. The 36 WG/OSS Subject Matter Expert (SME) reviewed the technical specifications of multiple analyzers available on the commercial market and determined that no other brand identified offered the minimum required capabilities provided by the FieldFox Handheld Radio Frequency Analyzer combined with the required accessories.

Additional Market Research was conducted to identify whether there were multiple small business vendors capable of providing the required Brand Name Keysight Technologies Inc items. A Sources Sought was posted to GSA Advantage and on SAM.gov, an emailed Request For Information was sent to potential vendors identified using FPDS-NG and DSBS, and another Sources Sought was posted to SAM.gov inviting potential vendors to propose equivalent products.

One Large Business and three Small Business vendors responded indicating their capability and interest in the requirement to provide Brand Name Keysight Technologies Inc products.

One Large Business and one Small Business vendor also responded and proposed to fulfill the requirement with equivalent products that the 36 WG/OSS SME determined did not offer adequate capabilities or guarantee compatibility with existing equipment.

Based on this evidence, it is in the government's best interest is to pursue a 100% small business set-aside by soliciting for the required Brand Name Keysight Technologies Inc products on the Government Point of Entry (SAM) in order to solicit from as many potential sources as practicable.

The Government will continue to monitor the market for alternatives to Brand Name Keysight Technologies Inc products. Acquisitions for the purchase of future Brand Name Keysight Technologies Inc products will be scrutinized as this one was to ensure the accuracy and recency of the above information.
