About this file
This is a Single Source Justification document for a simplified acquisition by the 99th Contracting Squadron at Nellis Air Force Base, Nevada.
The 432 Security Forces Squadron requires the purchase and delivery of six Alaska Defense portable light towers. The towers must be deployable, stackable on standard Air Force pallets and ISO containers, and capable of withstanding rugged terrain and extreme weather conditions. The justification asserts that Alaska Defense light towers are the only products currently available that meet these specifications, as they include proprietary features, patented technologies, and unique capabilities unavailable from other manufacturers. Although this is a single source award, the requirement will be solicited as a total small business set-aside through SAM.gov under NAICS code 335999 and PSC 6150. The Contracting Officer determined on April 6, 2026, that circumstances warrant a single source award in accordance with FAR 13.106-1(b)(1). Future mitigation efforts include conducting market research to identify alternative manufacturers entering the specified markets that can meet Air Force and Department of Defense standards, ensuring future requirements do not unnecessarily result in single source awards.

Section B: Description of the Supplies/Services Required
The 432 SFS requires the purchase and delivery of six (6) Alaska Defense portable light towers.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 432 SFS requires light towers to be deployable, stackable on standard AF pallets and ISO containers. The towers need to be able to withstand rugged terrain and extreme weather conditions. This system includes proprietary features, patented technologies, and unique capabilities unavailable from any other manufacturer. The Alaska Defense light tower is the only product currently on the market that meets these requirements.

In order to obtain competition, this requirement shall be solicited as a total small business set-aside - Brand Name to Alaska Defense via SAM.gov under the NAICS 335999 and PSC 6150.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, market research shall be performed for similar or like requirements to ascertain if other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards/requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.
