All services shall be performed at the contractor's facility. Immersion Suit Inspection and Repair Services
STATEMENT OF NEED
PURPOSE:
NOAA’s Alaska Fisheries Science Center (AFSC) Fisheries Monitoring and Analysis Division (FMA) Observer Program has a large inventory of immersion suits that require factory authorized servicing at various intervals. This agreement is for immersion suit inspections, repairs, and immersion suit bag replacements.
SCOPE OR MISSION:
The Observer Program requires inspection, repair, and certification services of up to 300 immersion suits to ensure continuity in deploying observers during commercial fisheries season.
These services are needed to support AFSC’s mission - to plan, develop, and manage scientific research programs that generate the best scientific data available for understanding, managing, and conserving the region's living marine resources and the environmental quality essential for their existence. Fisheries observers provide some of the “best scientific data available” used in sustainable use management of Alaskan commercial fisheries. Observers are required to be on vessels in the North Pacific commercial fleet based on requirements in the Magnusson-Stevens Act and recommendations from the North Pacific Fisheries Management Council.
TECHNICAL REQUIREMENTS:
The Contractor and their servicing facility shall:
● Pick up suits and bags from AFSC
● Inspect, repair, and certify Stearns, Imperial, Mustang, and KENT Immersion suits and/or suit bags as ordered, per each manufacturers’ standards
● Pick up materials from AFSC within 7 calendar days of the issuance of a Call Order
● Complete all requested work within 30 calendar days of pick up
● Safely store all materials until drop-off at AFSC is arranged
● Maintain the certifications required for the inspection, repair, and certification of all
Stearns, Imperial, Mustang, and KENT Immersion suits and/or suit bags through the period of performance of the Blanket Purchase Agreement (5 years)
PLACE OF PERFORMANCE:
All services shall be performed at the Contractor’s facility.
