About this file
This is a Purchase Description for spare parts required by the US Army Corps of Engineers – Portland District.
The government seeks the fabrication and delivery of Ultra-High Molecular Weight Polyethylene (UHMW-PE) antenna skid caps for the Bonneville Passive Interrogation Transponder Ice and Trash Sluiceway Shield. The base requirement (CLIN 0001) calls for two UHMW-PE sections fabricated into antenna skid caps, with an optional line item (CLIN 0002) for two additional sections. Deliverables must comply with specified ASTM standards for material properties, including minimum specific gravity of 0.034 lbs/in³, tensile strength of 4,000 psi, durometer hardness of D65, maximum coefficient of friction of 0.20 against steel, minimum notched Izod impact strength of 22.5 ft-lbs/in at 23°C, and zero percent water absorption. The UHMW-PE material must contain 2.5 percent carbon black stabilization, be formulated from 100 percent virgin resin with intrinsic viscosity between 22.0 and 28.0 dl/g, and be fabricated in an indoor, climate-controlled shop with government inspection prior to delivery.
Delivery must occur to Bradford Island Service Building in Cascade Locks, Oregon, with all work completed within 180 calendar days of contract award. The contractor must submit pre-work submittals within 30 calendar days, including a project schedule, quality control plan, shop drawings, assembly plan, and product data. Delivery hours are Monday through Thursday from 8:00 a.m. to 4:00 p.m., excluding federal holidays. Payment is made upon delivery of completed and accepted work. The contractor must pre-screen all employees using the E-Verify Program and provide verified candidates to the Contracting Officer's Representative within 10 business days of award.
