About this file

This is a technical specification document from the New Hampshire Department of Environmental Services (Specification #WB-3, dated 12/2/24) detailing requirements for an oil spill response work boat. The vessel must be new construction with aluminum hull, minimum 30' length and 10' beam, featuring a pilot house and rear work deck configuration designed for spill cleanup, boom deployment, and towing operations in oil spill environments. The boat will operate in New Hampshire estuarine waters up to 10 miles offshore and be berthed year-round in salt water at a Piscataqua River facility. The builder must have experience constructing aluminum-hulled work vessels for oil spill environments and must provide cut sheets/photographs with their bid.

The specifications detail extensive technical requirements including 5086 alloy ¼" hull construction, 300hp minimum diesel engine, bow thruster, comprehensive electrical systems with dual AGM batteries, navigation equipment including radar/GPS/depthfinder (Garmin GPSMap 942 xs or equivalent), and marine VHF radios. The vessel must include specific safety and operational features such as LED navigation lights, deck lights, bilge pumps with automatic switches, and a self-bailing deck. Special attention is given to the electrical system requirements, which must be fully grounded with zinc anode protection and accommodate bow thruster operation in heavy current conditions.
