About this file
This Statement of Work (SOW) details repair services for the Bell Island Fishing Pier at Swanquarter National Wildlife Refuge in North Carolina. The project involves two primary phases: (1) redesigning and constructing a new 75' x 10' pier entrance with an 8% grade that meets ADA accessibility standards, and (2) repairing approximately 960' of an existing 1062' L x 10' W timber pier structure. The work includes removing existing decking, stringers, and rails, and installing new materials using Southern Yellow Pine with chlorinated copper azole pressure treatment, all hardware to be 316 stainless steel.
The project is scheduled for September 1, 2025 - May 1, 2026, with the contractor responsible for obtaining necessary federal, state, and local permits, including a U.S. Army Corps of Engineers Nationwide Permit and a Federal Consistency Determination. Additional requirements include preparing site surveys, geotechnical investigations, and adhering to various standards including OSHA, ADA, and American Wood Preservation Association guidelines. The contractor must ensure the new pier matches the current layout, install proper handrails, and complete all work in compliance with environmental and construction regulations specific to the National Wildlife Refuge.
