About this file
This document is a set of Questions and Answers (Q&A) for the USFWS Bell Isle Pier Solicitation 140FGA25Q0044, dated 9/29/2025. The Q&A provides clarifications about the pier reconstruction project for the US Fish and Wildlife Service. Key details include confirmation that the parking lot area and marsh restoration are not part of the bid, the access road and parking lot will be closed during construction, and specific technical specifications for lumber treatment and connection methods. The document addresses technical questions about materials, ADA compliance for railings, and logistical considerations such as removing and storing existing signage and an emergency management gauge. USFWS Bell Isle Pier – Solicitation 140FGA25Q0044 9/29/2025
1. Please confirm that the “parking lot area moved to higher elevation” and “marsh restoration” shown on Attachment 1 are not included in this bid.
Neither the parking lot nor the marsh restoration are included in this bid.
2. Please confirm that the access road and parking lot will be closed to the public during construction.
Parking lot and access road will be closed to the public during construction.
3. Section 1.13.E.2 calls for .60 cca treatment for decking and handrails. CCA is not used for lumber that people will come in contact with. Is .23 MCA or .31 CA-C acceptable?
Yes those are acceptable.
4. Please confirm that no piles or headers are to be priced as part of this bid. If piles or headers are found to be in poor condition, it will be handled as a change order.
Neither piles or headers are to be priced as a part of this bid, if those are needing to be replaced during the project we will issue a change order for the Statement of Work. We are not anticipating those to be replaced.
5. Are Simpson H2.5A Hurricane straps acceptable for Stringer to Header connection? The new portion of the pier has wood tie-downs.
Yes, but stringers are not to be replaced as of recent updates. If during repair stringers are found to be replaced then it will be modified via change order.
6. In order to assure an apples-to-apples comparison, it would be helpful if you would provide a list of the materials sizes, grades and treatment required We do not have a precise list of materials and grades for the project. Please specify the materials you are using and quoting and that will be taken in consideration when evaluating. If the material types are not specified we may or may not reach out for more clarifications.
7. Who will be responsible for removing, storing and reinstalling the Nc Emergency Management gauge?
This will have to be coordinated and completed by/with the US Fish and Wildlife Service.
8. Are the signs and plaques to be reused or replaced? Who is responsible for removing, storing and re-installing?
There is only one sign to be removed at the entrance to the pier. This can be removed to be stored, but is expected to be replaced upon completion of the pier by USFWS.
9. Please provide a detail for the ADA compliant railing desired for the new pier. The existing railing does not appear to meet current regulations.
Please provide ADA compliant railing drop downs as needed to be compliant with current required laws and regulations. This can be discussed during the early design processes but should be included with the bid package.
