About this file
This Statement of Work (SOW) details FEMA's requirements for Transportable Temporary Housing Unit (TTHU) Bedroom Living Kits, which are emergency household supply kits for disaster survivors. The contractor must produce three types of bedroom living kits (Double, Two XL Twin, and King), with each kit containing specific biobased products like bed sheets, pillow cases, pillows, bath towels, wash cloths, and blankets. All items must meet strict specifications, including thread count, material composition, size requirements, and a minimum 12% biobased content.
The contract requires the contractor to deliver up to 500 kits per type within 28 calendar days of order, with production capacity of at least 500 complete kits per week for six consecutive weeks. The period of performance is 60 months, divided into five 12-month ordering periods, with delivery to FEMA's Manufactured Housing Storage Site in Cumberland, MD. The contractor must provide detailed tracking capabilities, use GPS tracking, and be prepared to replace damaged items within 72 hours at their own expense. Packaging and labeling requirements are extensive, including weatherproof packaging, specific labeling on all sides of containers, and the ability to withstand various storage conditions.

4. PACKAGING, LABELING AND DELIVERY
4.1 Packaging Instructions
All individual items that make up the complete Bedroom Living Kit must remain packaged and sealed in the original factory packaging.
The Bedroom Living Kits shall be packaged to ensure they can be stored for up to three years in unconditioned spaces. Given the unpredictable circumstances that can arise during disaster response and recovery, it is possible that pallets of Bedroom Living Kits will be moved multiple times, double-stacked for storage, or stored in various locations, including warehouses or outdoor environments, without protection from all types of weather conditions. Therefore, the Contractor shall ensure that the Bedroom Living Kits are packaged to withstand such handling and climatic conditions. These conditions may include blowing snow, flurries, freezing rain, high humidity, rain, sleet, or snow.
Each individual Bedroom Living Kit packaging, container, or box must be able to fit through standard 32-inch residential doors and shall not exceed 30 pounds. If individual Bedroom Living Kits are not sized for easy packing on pallets, the Contractor may aggregate multiple kits into boxes or containers to facilitate shipping and placement on a pallet. All Bedroom Living Kits shall be packaged into boxes or containers containing only that specific kit. For example, TTHU King Bedroom Living Kits shall only be boxed with other TTHU King Bedroom Living Kits. No box or container shall contain a mix of different types of living kits. Boxes or containers shall not exceed 50 pounds to ensure they can be easily moved by a single person.
All items shall be packed in a manner that minimizes packing material without compromising the safety of the contents during shipping and throughout the duration of the entire storage period.
Each box or container shall be labeled on five (5) sides (top and four sides) and sealed with security/ tamper-resistant/ tamper-evident tape on all open edges.
4.2 Labeling Instructions
TTHU Bedroom Living Kits shall be clearly marked to ensure that the type of living kit can be determined without opening the package. The labeling shall list the following information:
• The type of bedroom living kit.
• The date the living kit is packaged.
• The name of the company providing the living kit.
All bedroom living kits shall be marked on all sides of the packaging box or container. This comprehensive marking strategy ensures that the kits can be easily identified from any angle, facilitating efficient handling and storage. However, in cases where marking all sides would require a font size smaller than 24-point, the contract must ensure that the labeling remains legible and clearly visible.
Example:
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company
If more than one package is required to make up the complete TTHU living kit, then the boxes/ containers shall be labeled in a format that identifies each box/container that complete the kit.
Example:
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company – 1 OF 3
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company – 2 OF 3
• FEMA TTHU Double Bed Living Kit – 09/01/2025 – XYZ Company – 3 OF 3
4.3 Pallet Packing
Pallets shall be composed of individual types of Bedrooms Living Kits (e.g., only 2 XL Twin Bedroom Living Kits per pallet) and shall conform to industry delivery size pallets (48 inches by 40 inches, 4-way). Each pallet of Bedroom Living Kits shall be fully covered on all sides, with the stretch wrap extending over the top of the boxes for the entire top layer. The height of the pallet shall not exceed 55 inches when loaded. Pallets shall be made of hardwood and designed for pickup from all four sides.
There are many unknown circumstances which can arise during disaster response and recovery. It is possible that the pallets of bedroom living kits may be moved several times, may be double stacked for storage, and may be stored in warehouses ore stored outside with no protection in all types of weather. The Contractor shall ensure that the Bedroom Living Kits are packaged to withstand handling and various climatic conditions, including but not limited to blowing snow, flurries, freezing rain, high humidity, rain, sleet, or snow.
4.4 Tracking and Delivery
4.4.1 Tracking
The Contractor shall provide a notice of shipping once shipping is initiated. The notice shall be provided by email to the Contracting Officer (CO), the Contracting Officer’s Representative (COR) and the delivery point of contact (to be identified on each BPA Call Order). Each shipment notification shall include a copy of the Contractor’s Bill of Lading (BoL) and an estimated date of delivery. The Contractor shall require that the delivery carrier’s driver notify the delivery point of contact 24 hours prior to delivery unless the delivery is using a commercial carrier such as FedEx, UPS, DHL, etc.
The Contractor must have the capability to track shipments using Global Positioning Systems (GPS) and provide real-time updates on a 24/7 basis. This tracking capability is crucial, as FEMA may need to request the diversion of a shipment during a disaster response and must be able to determine the current location of the shipment to accurately calculate the revised arrival time at the new destination.
Upon invoicing, the Contractor shall provide an electronic spreadsheet detailing the shipment of commodities from the place of origin to the destination. At a minimum, the electronic spreadsheet must include the following details:
• Load number
• Bill of Lading number
• Nomenclature and units shipped.
• Personal identifier for each unit
• Carrier
• Truck number
• Trailer number
• Place of origin
• Destination
4.4.2 Delivery
The Contractor shall be expected to deliver an order of living kits within 60 calendar days of a purchase order being initiated by FEMA. The delivery location will be within the Contiguous United States (CONUS). The delivery location is identified as follows but could change depending on the need, disaster, and circumstances.
FEMA Manufactured Housing Storage Site (MHSS) Cumberland Cumberland MHSS-FEMA
11601 PPG Road Cumberland, MD 21502
5. PERIOD OF PERFORMANCE
The period of performance shall be for 60-months, made of five (5) 12-month ordering periods.
6. PLACE OF PERFORMANCE
The place of performance shall be at the Contractor’s facility dedicated to the manufacturing of the Bedroom Living Kits.
7. PRODUCTION CAPACITY:
7.1 Initial Delivery After Award
The Contractor shall be able to produce and ship no less than 500 of each type of Bedroom Living Kit. The kits shall arrive at the FEMA destination within four weeks (28 calendar days) from the date of the BPA Call Order award if the delivery location is within 500 miles of the Contractor’s production facility. The Contractor shall receive an additional day for every additional 500 miles or portion thereof.
Consideration may be given, up to two days, if the 28th day falls on a weekend day (Saturday or Sunday) and the destination facility is not open. Delivery distances will be calculated using the MapQuest online web site.
The following are delivery examples used at a hypothetical production facility located in the center point of Burlington, MA as calculated by MapQuest:
Example: A BPA is awarded for delivery to FEMA’s MHSS located in Selma, AL.
MapQuest provides a driving distance of 1277 miles. If the delivery order was placed on Monday, May 27, 2025 the delivery would be required on or before Wednesday, June 26, 2025.
7.2 Weekly Production Rate
The Contractor shall be able to produce Bedroom Living Kits at a rate of at least 500 complete kits per week, for no less than six weeks, before encountering any shortfalls that directly affect the Bedroom Living Kit production.
8. DAMAGED ITEMS:
The Contractor shall repair/replace damaged items at FEMA’s discretion. The Contractor shall have 72 hours from time of notification to repair a damaged item or replace the item and deliver it on the time schedule agreed to in the call order. Replacement items shall be shipped to FEMA at the Contractor’s expense or damaged items shall be returned to the Contractor at the Contractor’s expense.
