STATEMENT OF WORK
MOLD REMOVAL BLDG 812
1. SCOPE: Supply all material, equipment, and labor necessary to perform all operations in strict accordance with the specifications in this SOW. The contractor is responsible for all required measurements and drawings.
1.1 Hours of normal operations shall be from 0730 to 1600, Monday – Friday, to exclude all federal holidays. All other dates and/or times must be approved by the government. Clean up shall be done daily within these hours, e.g. pick up scraps, vacuum as needed.
1. 2 Point of Contact: The contractor shall coordinate with TSgt Searles, Isaiah (707) 424-2164/Wheel & Tire Shop NCOIC.
2. LOCATION: All work for this project is to be performed at 269 Ellis Rd. Travis Air Force Base, CA .
3. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications, sketches, drawings and contract. The contractors shall undertake the removal and replacement of all affected sheetrock and any associated components/materials that have been compromised by mold. General construction consists of the following items:
3.1. Contractor shall be responsible for demolition of existing drywall materials. The contractor will Isolate work areas above ceiling using critical barriers to create a negative pressure enclosure. Remove cove base in room on affected walls only. Remove damaged portion of suspended grid system on ceiling. Remove all drywall with visible signs of microbial growth and water damage. Clean wall cavities. HEPA Vacuum and wet wipe containment – apply anti-microbial solution. All utilities such as Electrical, Water etc...
being supported by the affected wall or ceiling/floor will be braced and supported by the contractor in such a way to prevent vertical or lateral movement, without excessive force being applied to said utilities, without any permanent modifications or damages to the utilities and so that the utilities may continue to function as normal for the duration of the work. All bracing/supports shall be temporary and able to be removed. Any shut-down of utilities will be coordinated with Civil Engineer Customer Service at least 1 week in advance and will be carried out by the Civil Engineer Squadron. The contractor will provide all labor, equipment, and materials to remove all total required material, replace insulation, drywall, texture, prime, and paint (Sherwin Williams 8646, PROMAR 200, ZERO VOC., EG SHELL.) The contractor shall perform an air sample testing prior to the removal of containment. The contractor will provide OSHA notification for this class 2 non friable asbestos & mold project. All mold remediation work shall be accomplished by mold remediation certified/trained workers. All work shall be coordinated through Maintenance Engineering.
3.3. Compliance:
3.3.1. The contractor has sole responsibility for compliance with all applicable federal, state, and local requirements regarding the health and safety of its employees.
These requirements include, but are not limited to, the applicable provisions of the Title Codes of Federal Regulations (CFR), Title Codes of California (CCR), and Bay Area Air Quality Management District (BAAQMD) regulatory guidelines regarding asbestos.
Contractor must ensure safe and healthful working conditions for its employees.
3.3.2. The contractor shall comply with all applicable federal, state, and local legal requirements regarding the handling, storage, transportation, and disposal of any hazardous waste. The requirements include, but are not limited to, Code of Federal Regulations (CFR) California Code of Regulations (CCR), and Bay Area Air Quality Management District (BAAQMD). The contractor has responsibility for determining the legal requirements that apply to his activities as well as compliance with those requirements.
3.3.3. The contractor shall comply with all applicable federal, state, and local requirements regarding air emissions. The contractor has responsibility for determining the legal requirements that apply to his activities as well as compliance with those requirements.
3.4. Management of Hazardous Waste:
3.4.1. The contractor is responsible for the handling, storage, transportation, and disposal of any hazardous waste generated under this contract. For any hazardous waste that may be generated by the contractor during work under this contract, the contractor shall provide a hazardous waste management plan in accordance with the Travis Air Force Base Hazardous Waste Management Plan, which is available from the Environmental Flight, 60 CES/CEV, Building 246, Travis Air Force Base.
3.4.2. The contractor shall furnish copies of all permits for the storage, transportation, and disposal of any hazardous waste. The contractor shall complete all shipping manifests for the transportation of hazardous waste and provide these to the Environmental Flight, 60 CES/CEV, for signature prior to removal from Travis Air Force Base.
3.4.3. The contractor shall be responsible for representative sampling, analysis, and management of waste generated during this project, as defined by all governing regulatory agencies such as CAL EPA, OSHA, DOD, AF and the local Bay Area Air Quality Control Board, etc.
3.4.4. Any question regarding whether a particular waste is hazardous or non-hazardous shall be directed to the Contracting Officer. The contractor shall share with the Contracting Officer all the testing methodology, data, and results of all tests performed for hazardous waste or material. The contractor shall provide this information within two (2) working days of his/her receipt of such data and results. The provisions of this information to the Contracting Officer shall not be construed or used as a defense to relieve the contractor of his/her responsibilities under any law or regulatory agency’s requirements.
3.4.5. Under no circumstances will the contractor remove from Travis Air Force Base any hazardous waste without ensuring complete and full compliance with all existing environmental laws and regulations.
3.4.6. Hazardous waste will be placed in secured, properly labeled containers provided by the contractor. Non-hazardous waste will be placed in other containers provided by the contractor.
3.4.7. If any provision of this section is inconsistent with any applicable laws, regulations, or rules concerning the treatment, storage, or disposal of hazardous or non-hazardous wastes, such laws, regulations, and rules shall control.
3.5 Health and Safety Plan
3.5.1. If friable asbestos materials with concentrations exceeding the regulatory limit are encountered during the execution of this contract, then the provisions outlined in the following paragraphs will apply. The contractor shall provide for review and acceptance by the Contracting Officer and 60 AMDS/SGPB with a Health and Safety Plan signed by a Certified Industrial Hygienist. No work on area affected by the Health and Safety Plan or its revisions will commence until acceptance of the plan or its revisions by the Contracting Officer. Should the contractor change his/her management procedures for work processes, storage, transporters, or disposal sites, the contractor shall notify the Contracting Officer in a reasonable time to allow the Government to review the changes before the changes are implemented. This notification shall include submission by the contractor or a revised Health and Safety Plan incorporating the changes. A revised Health and Safety Plan shall also be submitted by the contractor at any time during the performance of the contract that a previously unknown hazardous waste or material is encountered.
3.5.2. The Health and Safety Plan shall address, but not be limited to, the health-related standards and protective measures proposed to be utilized by the contractor during work involving exposure to asbestos.
3.5.3. The Health and Safety Plan shall also identify the engineering and work practice controls proposed to be implemented by the contractor. Such controls will be identified to assure the Government that there will be no release to the environment of asbestos for which liability may be imposed on the Government.
3.5.4. Non-Hazardous Waste Disposal: Provide name, address, and phone number of properly permitted sanitary landfill that is to be used for disposal of non-hazardous waste and debris. Such landfill must be operated in compliance with all applicable federal, state, and local legal requirements.
3.5.5. Hazardous Waste Disposal: Provide name, address, and phone number of properly permitted landfill that is to be used for disposal of asbestos waste and debris.

3.6. Materials
3.6.1. Disposal Bags and Sheeting: Provide 6 mil or thicker plastic disposal bags for asbestos.
3.6.2. Disposal Bins: Provide disposal bins for collection of non-hazardous waste prior to disposal by the contractor. The contractor shall provide properly labeled disposal bins for collection of hazardous waste prior to disposal by the contractor. All bins shall be secured when not in use to prevent deposit of unauthorized waste and debris.
4. UTILITIES: Reasonable quantities of water and electricity will be provided to the contractor without charge. Needed temporary connections shall be installed, maintained, and removed at the contractor’s expense and the area returned to the same condition or better at the end of the project.
5. MATERIAL STORAGE AND CLEANUP: The contractor’s materials and equipment shall be neatly stored and protected at the end of each day. Storage facilities are to be provided by the contractor. Clean up and removal of all debris, spoil, and waste shall be accomplished at the end of each workday. Disposal of old materials and scraps shall be taken off-base during and/or at the end of the project at the contractor’s expense. Upon completion, the premises shall be left in a neat, clean, unobstructed condition, in perfect order and repair.
Contractor storage area and trailer parking shall be coordinated with Maintenance Engineering.
6. WORKING CONDITIONS: The room will remain unoccupied for the entire duration of this project. The contractor shall be responsible for correcting any damage caused by or incidental to, this project. The boiler room consists of large steel piping running throughout the space. Personnel should exercise caution when working around piping and associated equipment. The room is accessed through the outside of the building and not in the primary work area. Due to the location of the mold and the presence of the fire suppression system prior coordination and constant communication with Fire Engineer is required. The fire suppression system cannot be restored until the necessary repairs are accomplish. In the interim, building 812 will be under continuous fire watch to ensure safety and security.
Facility managers will be on site during the regular duty hours of 0730-1600 M-F, excluding Federal holidays to assist if any questions arise.
7. SHIPMENT OF MATERIALS: If any materials are needed to be shipped and stored. The contractor shall be responsible for shipment and storage of all materials until project is completed. Any related costs are to be included in the bid. Delivery and unloading of materials to be used shall be the contractor’s responsibility.
