About this file

This performance work statement outlines the operation and maintenance requirements for an Arizona Meteorological Network contract with the Bureau of Reclamation. The selected contractor will be required to operate and maintain a minimum of eight automated weather stations and three mobile evapotranspiration stations along the lower Colorado River to collect meteorological data for calculating standardized reference evapotranspiration values. The contractor must perform quarterly on-site maintenance and sensor calibration checks for all stations. Emergency repairs must be addressed within one week. Daily data collection and processing is required to post data to the AZMET website. In addition, the contractor must compute daily standardized reference evapotranspiration values from AZMET and CIMIS station data and provide annual summaries to the Bureau of Reclamation by March 1 of the following year. The single award firm fixed price contract term is October 1, 2023 through September 30, 2024 with four one-year option periods. Solicitation number 140R3023R0021 was issued by the Bureau of Reclamation.

Solicitation No. 140R3023R0021 Attachment 1

Performance Work Statement Operation and Maintenance of Automated Weather Stations, Reporting of Meteorological Data, and Calculation of Standardized Reference Evapotranspiration Values for the Lower Colorado River.

1. INTRODUCTION

The University of Arizona (U of A) operates the Arizona Meteorological Network (AZMET) which provides weather-related information for much of Arizona through a network of automated weather stations. U of A has been providing Reclamation with standardized reference evapotranspiration (ETos) values since 2004.

Reclamation uses these standardized ETos values for estimating water use in cultivated and non-cultivated vegetation, and evaporation from open water surfaces along the Lower Colorado River and adjacent areas to which Colorado River water is diverted and used. Presently, eleven automated weather stations along the mainstem of the Colorado River are being operated for the purposes of providing ETos and other meteorological data to Reclamation and other interested parties including agricultural producers, irrigation districts and regulatory agencies. Reclamation uses these evapotranspiration and evaporation values in decision making concerning the management of the Lower Colorado River.

2. SCOPE

The scope of this project includes the operation and maintenance of a minimum of eight AZMET weather stations and three mobile ETos stations along the Lower Colorado River in a manner that supplies the requisite data for computation of standardized reference evapotranspiration (ETos). Daily values of ETos shall be computed from meteorological data sets generated by the weather stations referred to in Task 1 and from other data sets designated by Reclamation (e.g., California Irrigation Management Information System (CIMIS)). These ETos data sets shall be delivered to Reclamation.

4. TASKS

4.1 - Task 1

The Contractor (U of A) shall operate and maintain a minimum of eight automated weather stations and three mobile ETos stations in Arizona located along the lower Colorado River and adjacent areas to which Colorado River water is diverted and used. The station names, locations, and a description of the stations are shown in Table 1. All stations listed in Table 1 will provide the data necessary for the computation of standardized reference evapotranspiration values.

Operation and maintenance of the stations shown in Table 1 will include the following minimum activities and actions on the part of U of A. The activities and actions taken by U of A must ensure that the values collected for all parameters required to calculate values of standardized reference evapotranspiration are representative of conditions at the station sites and are scientifically defensible.

The contractor shall provide the following:

4.1.1 Quarterly on-site maintenance whereby each station and the nearby surroundings are cleaned, sensors are compared against appropriate standards, and vegetation conditions upwind of the station, known as the fetch, are documented. Five additional visits are performed for cleaning and inspecting. This totals nine visits per year.

4.1.2 Preventative maintenance which involves replacing aging sensors with refurbished and newly calibrated sensors on a scheduled basis.

4.1.3 Emergency maintenance to repair and/or replace malfunctioning station components (e.g., sensors, power supplies, data loggers and tower components) on a timely basis.

4.1.4 Data processing on a daily basis to include: a) running quality control checks on incoming data,

b) processing the data into useable formats, and c) making the data available at no charge to the government via AZMET’s public access website. http://ag.arizona.edu/AZMET/

4.2 - Task 2

Compute daily standardized reference evapotranspiration values from the meteorological data sets obtained from the AZMET and CIMIS stations shown in Table 2. U of A will provide technical support, as requested by Reclamation, with the interpretation and utilization of the standardized reference evapotranspiration values produced under this contract. The computation process for standardized reference evapotranspiration will include a complete review and assessment of the relevant meteorological data collected at each station shown in Table 2. Data from AZMET and CIMIS stations will be assessed using quality control and quality assurance procedures which are standard for the AZMET network. Data deemed in error will be replaced with either adjusted or estimated data to ensure that the resulting standardized reference evapotranspiration data sets are representative of the actual conditions at the station sites and scientifically defensible.

Standardized reference evapotranspiration values will be computed using the Standardized Reference ET equation recommended by American Society of Civil Engineers (ASCE) for a short crop with a daily computational time step (see applicable documents) and adjusted for station aridity when required.

5. DELIVERABLES

5.1 - Meteorological Data

U of A will prepare the meteorological data sets from all weather stations operated under this contract. The meteorological data sets will be processed according to AZMET standard procedures and made available to the public in the standard formats used on AZMET’s website: http://ag.arizona.edu/azmet.

http://ag.arizona.edu/azmet

5.2 Standardized ETo values

U of A will provide annual summaries of daily standardized reference evapotranspiration values for the weather stations listed in Table 2, above, plus any additional stations designated by Reclamation provided such stations have sufficient data to support the computation of standardized reference evapotranspiration values.
