About this file

This is a Statement of Work (SOW) for the supply, packaging, documentation, and delivery of Airfield Damage Repair (ADR) AM2 Airfield Matting Kits to worldwide locations. The contractor must provide complete door-to-door logistics, including loading and unloading at origin and destination points, with responsibility for damage incurred during shipping.

The AM2 kits consist of ten distinct components available in three configurations: the AM2 Airfield Expansion Kit (4FWAM UTC) designed to cover a 216-ft x 198-ft aircraft parking apron or 72-ft x 200-ft taxiway using 98 bundles of 12-ft matting and six bundles of 6-ft matting along with specialized assembly tools and components; the AM2 Foreign Object Damage (FOD) Cover Kit (4FWFC UTC) for covering 31 ten-foot craters, nine 15-foot craters, or three 30-foot craters; and the AM2 Training Kit. Product samples of all ten components must be delivered 120 calendar days after receipt of order upon first kit order. The contractor must submit Safety Data Sheets within 30 days of award, a Quality Control Plan within 10 days, a complete production schedule by 75 days ARO, and prototypes for government inspection and approval by 150 days ARO. Weekly status reports are required every Monday until delivery order completion, and quarterly status reports with conference calls are mandatory. The government will conduct initial and conformance inspections, including visual examinations, dimensional measurements, and potential destructive testing on up to two percent of production volume. Firm fixed pricing will be negotiated for each delivery order with a minimum of three shipping quotes required, and U.S.-flag vessels must be used for ocean transportation under DFARS 252-247-7003.

STATEMENT OF WORK (SOW)

AIRFIELD DAMAGE REPAIR (ADR)

AM2 AIRFIELD MATTING KITS

DATE: January 27, 2026

1. INTRODUCTION. The Air Force Civil Engineer Center (AFCEC) has developed an updated Airfield Damage Repair (ADR) concept of operations under the ADR Modernization Program that provides capabilities to expeditiously enhance existing airfield surfaces and to facilitate recovery of battle-damaged airfield pavement using AM2 Airfield Matting kits.

1.1. AM2 kits. AM2 kits are aluminum matting panels connected together to provide an expedient FOD cover crushed-stone or debris backfilled craters, or expansion of taxiways or parking aprons over semi-prepared surfaces.

2. SCOPE

2.1. Contractor’s responsibilities:

2.1.1 The contractor shall supply, package, document, and deliver ADR AM2 kits, sub-kits, or individual items to selected worldwide locations in accordance with this SOW and specification attachments A through D outlined in paragraph 2.6 below.

2.2. The Contractor shall load and unload all AM2 kits, sub-kits, or individual items at their origin and at each destination (door to door). The contractor shall provide all equipment, manpower, tools, and vehicles to perform all product loading and unloading. The contractor shall offload all kits and materials from shipping truck/containers at destinations and deliver to the installation final location(s) as identified in each Delivery Order (DO).

2.3. AM2 Kits have Ten (10) Distinct Components. The AM2 kits have three (3) configurations, there is the AM2 Airfield Expansion Kit, AM2 FOD Cover, and AM2 Training Kit comprised of up to ten (10) distinct components. The ten (10) components include the F60 Ramp Kit, the F62 Towing Kit, the F63 Keylock Kit, the F64 Anchor Kit, the F65 Grout Kit, the F70 Tool Kit, F71 12-ft Airfield Mat Package Assembly, the F72 6-ft Airfield Mat Package Assembly, the F74 Stake and Edge Clamp Package, and the F90 Y-Connector Package require a product sample to be delivered 120 calendar days After Receipt of Order (ARO), the first time a kit is ordered. The samples will be a one-time submission and review requirement pending no additional changes are required.

2.4. AM2 Airfield Expansion Kit Components. AM2 Airfield Expansion Kit (known as the 4FWAM Unit Type Code (UTC)): Provides AM2 matting, specialized components and assembly tools to cover damaged pavement and/or semi-improved airfield surfaces to expand/create a 216-ft x 198-ft aircraft parking apron or a 72-ft x 200-ft taxiway (taxiway is limited to this distance due to limited number of six-foot panels). This capability consists of 98 bundles of 12-ft x 2-ft AM2 mat, and six bundles of 6-ft x 2-ft mat, eight ramp assembly kits (a bundle contains nine ramp ends), one cruciform stake kit (56 stakes and edge clamps per kit), three Y-connector kits (36 Y-connectors per kit), one keylock kit (63 12-ft starter and typical keylocks per kit), one pavement anchor kit (400 concrete expansion bolts and tri-talon earth anchors), one AM2 Grout Kit with 140 5-gallon buckets of rapid-set grout, one AM2 Tool Kit. This capability facilitates the expansion of airfield operating surfaces. Consists of components listed below in Table 1.
